Colorado Driver Permit: Requirements, Documents, and Fees

You can apply for a Colorado driver permit as early as age 15 if you’re enrolled in a state-approved driver education course, and the base fee is $19.00 for a REAL ID credential. The application happens at a Division of Motor Vehicles office by appointment, where staff verify your documents, give you a vision screening, and administer a 25-question written knowledge test. Pass the test and you walk out with a paper temporary permit.

Who Can Apply and When

Colorado sorts applicants under 21 into three age-based pathways, each with its own education requirement.1Colorado General Assembly. Minor Drivers

  • Age 15: You must be enrolled in a state-approved 30-hour driver education course, which also includes six hours of behind-the-wheel training with a certified instructor. Enrollment alone qualifies you to apply; you don’t have to finish the course first.
  • Age 15½: A four-hour driver awareness program is enough. The full 30-hour course remains an option.
  • Age 16 to 17: No classroom education is required, but you’ll hold the permit for 12 months before you can test for a license, and you won’t qualify for the license until age 17.

Adults 21 and older follow a separate track with no education prerequisite and no minimum holding period, which means an adult can schedule the driving test as soon as the permit is issued.2Department of Revenue – Motor Vehicle. Adult Permit

Documents You Need to Bring

Bring originals or certified copies in three categories. Photocopies are not accepted.

  • Identity and lawful presence: An unexpired U.S. passport works on its own. Without a passport, bring a certified U.S. birth certificate paired with a secondary document from the DMV’s approved list, such as a school photo ID.
  • Social Security number: Your Social Security card, a W-2, or a 1099 will do, or you can simply give the number verbally. The DMV verifies it electronically.
  • Colorado residency: Two documents showing your current residential address, each dated within the past year, such as a bank statement, utility bill, lease, or pay stub. P.O. boxes don’t count.

Extra Paperwork for Applicants Under 18

Minors must also submit the Affidavit of Liability and Guardianship (Form DR 2460), signed by a parent, stepparent, grandparent with power of attorney, or legal guardian. The signature must happen in front of a DMV employee or a notary public.4Colorado Department of Revenue Division of Motor Vehicles. Affidavit of Liability and Guardianship The signer takes on financial responsibility for the minor’s driving and controls who can supervise the minor behind the wheel, so it’s worth thinking about who signs before you walk into the office.

The Appointment, Vision Check, and Written Test

You need an appointment at a state driver license office. Walk-ins aren’t accepted for permit applications, and appointments can be booked through the DMV website.5Department of Revenue – Motor Vehicle. Appointment Scheduling Information Page

At the appointment, staff check your documents and run a vision screening. Colorado requires at least 20/40 acuity in one or both eyes, with or without corrective lenses.6Colorado Department of Revenue. Confidential Eye Examination Report Pass the vision check and you move straight to the knowledge test.

The written test covers traffic laws, road signs, and safe driving practices from the Colorado Driver Handbook. It’s 25 multiple-choice questions, and you need 20 correct to pass. The handbook is available free as a PDF on the DMV website, and the sign identification questions are the ones that catch most people off guard. If you don’t pass, you can book another appointment to retake it. Each retest costs $11.50.7Department of Revenue – Motor Vehicle. Colorado Permits and First-Time Driver License

Permit Fees

A REAL ID instruction permit costs $19.00. A standard permit issued under the Colorado Road and Community Safety Act costs $21.50.8Department of Revenue – Motor Vehicle. State DMV Fees Most applicants will want the REAL ID version, since it also works as federally accepted identification for boarding domestic flights and entering federal buildings. The DMV accepts credit cards, debit cards, personal checks, and cash.

How Long Your Permit Lasts

Instruction permits expire three years after issuance. For minors, the permit also expires on your 21st birthday, whichever comes first.9Justia Law. Colorado Code 42-2-106 – Instruction Permits and Temporary Licenses If the permit expires before you take the driving test, you’ll have to reapply and pay the fee again.

What You Can and Can’t Do With the Permit

Who Can Supervise You

A supervising driver must be in the front passenger seat whenever a permit holder is driving. The rules about who qualifies depend on age.

If you’re under 18, your supervisor must be the parent, stepparent, grandparent, or guardian who signed your affidavit of liability, or a driving instructor during a lesson. The affidavit signer can also authorize another adult who is at least 21 and holds a valid Colorado license to supervise you.10Justia Law. Cell Phone Use

Drivers under 18 are prohibited from using a cell phone for any purpose while driving, with the only exception being calls to 911 or another emergency number. Adult drivers can use a hands-free accessory. Violations can bring fines and can delay your move to a full license.11Colorado Department of Transportation. FAQs and Resources

Practice Hours Before the Driving Test

Minors must complete 50 hours of supervised driving practice before taking the skills test, with at least 10 of those hours at night. The DMV doesn’t check a logbook at the door, but you’ll certify the hours were completed. You also have to be at least 16 to take the driving test, regardless of which education pathway you followed.7Department of Revenue – Motor Vehicle. Colorado Permits and First-Time Driver License In practice, a 15-year-old who got the permit through driver education will hold it for at least 12 months before testing.

Insurance While You Hold the Permit

Colorado doesn’t require permit holders to carry their own insurance policy, but you do need to be covered when you’re driving. Most household auto policies extend coverage to permit holders who live in the home and drive a family vehicle, though some insurers require you to formally add the permit holder before coverage applies. Call your insurance company when the permit is issued and confirm the coverage in writing.
