Colorado Military Vehicle Registration Requirements

To register a surplus military vehicle in Colorado, you work through the state’s collector vehicle framework in Title 42, Article 12 of the Colorado Revised Statutes rather than standard passenger-car registration. Colorado military vehicle registration requirements include proof of ownership tracing back to the federal government, a physical VIN verification, a certified weight ticket, and acceptance of the usage limits that come with collector plates. The process fits Humvees, deuce-and-a-halves, and cargo trailers that meet age and weight thresholds; heavier equipment and newer vehicles face a harder path.

Does Your Vehicle Qualify as a Collector’s Item

Colorado has no standalone “historical military vehicle” category. Under CRS 42-12-101, a collector’s item is a motor vehicle of model year 1975 or earlier, or any vehicle whose model year is at least thirty-two years old.1Justia Law. Colorado Revised Statutes Title 42, Article 12, Section 42-12-101 A 1990 M35 cargo truck clears the thirty-two-year rule as of 2026. A 2006 up-armored Humvee does not yet qualify.

The collector path is open to passenger cars and trucks that do not exceed 16,000 pounds empty weight.2Department of Revenue – Motor Vehicle. Collector and Special Use License Plates A standard HMMWV, roughly 5,200 to 8,000 pounds unloaded, sits well under that ceiling. A five-ton truck or heavy equipment transporter may exceed it and require a different registration approach altogether.

If the vehicle is a 1976 or newer model being registered as a collector’s item for the first time, and it lives in an emissions program area, two extra conditions apply: it must have passed an emissions test within the previous twelve months, and the owner must sign form DR 2839 certifying the vehicle will not be driven more than 4,500 miles per year on public roads.1Justia Law. Colorado Revised Statutes Title 42, Article 12, Section 42-12-101 Vehicles from model year 1975 and earlier skip the emissions test.

Documents to Bring to the County Clerk

Proof of Ownership

If you bought the vehicle through a federal surplus auction or donation program, the government issues Standard Form 97, the “United States Government Certificate to Obtain Title to a Vehicle.” This document is required whenever a surplus motor vehicle will be retitled by a state and operated on highways.3General Services Administration. The United States Government Certificate to Obtain Title to a Vehicle If you bought from a private seller, bring the existing Colorado or out-of-state title plus a bill of sale that traces ownership back to the original government disposition.

VIN Verification

You need a completed Verification of Vehicle Identification Number, form DR 2698. This is a physical inspection confirming that the identification numbers on the vehicle match the paperwork. Colorado accepts the verification from a licensed Colorado dealer, Colorado law enforcement, a county clerk or county assessor at their discretion, or a licensed emissions station.4Colorado Department of Revenue. Verification of Vehicle Identification Number Many surplus vehicles use a military data plate riveted to the dashboard or frame instead of a standard seventeen-character VIN plate, so make sure the inspector knows where to look and can read it. AirCare Colorado emissions stations charge $25 for the verification.5AirCare Colorado. Need to Know

Weight Certificate

Colorado calculates registration taxes partly on vehicle weight, so you need a certified weight certificate showing the unloaded weight. Truck stops, moving companies, and some recycling centers run public scales that will produce the document. Curb weight directly affects the ownership tax, which matters more on a surplus truck than on a car.

Filing the Registration

Take the full packet to the County Clerk and Recorder’s office in your county of residence. The clerk reviews ownership, VIN verification, and weight, then calculates fees and ownership tax. Collector vehicle registration fees and taxes are assessed at five times the normal annual rate and cover a five-year registration period.2Department of Revenue – Motor Vehicle. Collector and Special Use License Plates The dollar amount depends on the vehicle’s age, weight, and taxable value.

Register within 60 days of purchase.6Department of Revenue – Motor Vehicle. Expiring Temporary Tags If paperwork is still coming together, you can obtain a temporary paper permit valid for up to 60 days while the state processes the application. Specialty plates are usually mailed or held for pickup at the clerk’s office.

Have insurance in place before you file. Standard auto insurers rarely write policies on surplus military equipment, so most owners work with specialty insurers that cover collector and antique vehicles. Those policies typically carry use restrictions that mirror the collector framework: no daily commuting, no commercial hauling, and sometimes no off-road driving. Colorado requires proof of insurance as part of registration, so lining up a policy first keeps the clerk’s visit moving.

How You Can Legally Drive It

Collector-plated vehicles are not daily drivers. CRS 42-12-301 limits their use to specific activities:7Justia Law. Colorado Revised Statutes Title 42, Article 12, Section 42-12-301

  • Driving to and from club assemblies, conventions, or meetings where the vehicles and their ownership are the primary interest.
  • Use in parades, special occasions, and public exhibitions.
  • Participation in local, state, or national tours held primarily to exhibit and enjoy the vehicles.
  • Occasional operation on streets and highways when it won’t create a traffic hazard.

Daily commuting and commercial hauling fall outside what the plate allows. If your vehicle qualified under the thirty-two-year rule and you signed the DR 2839 affidavit, you also have a 4,500-mile annual ceiling.1Justia Law. Colorado Revised Statutes Title 42, Article 12, Section 42-12-101 A simple trip log is a practical way to show compliance during a traffic stop.

Surplus military vehicles were built to military specifications and are exempt from Federal Motor Vehicle Safety Standards under 49 CFR 571.7(c).8eCFR. 49 CFR 571.7 That exemption does not change their legal status: NHTSA still classifies them as motor vehicles for titling, registration, and recall purposes.9National Highway Traffic Safety Administration. Do You Need a CDL

Some surplus trucks exceed 26,001 pounds gross vehicle weight rating, the federal line that normally triggers a Commercial Driver’s License. FMCSA guidance states that CDL rules do not apply to transportation of personal property when the vehicle is used strictly for non-business purposes, unless your home state independently requires it.10FMCSA. Non-Business Transportation of Personal Property Driving your M35 to a car show without a commercial load generally keeps you out of the federal CDL mandate. Hauling anything for a commercial purpose, or towing a trailer for pay, puts you back under the full requirement at that weight.

Military Veteran Plates Are a Separate Program

Colorado’s “military license plates” under CRS 42-3-213 are special plates for veterans, active-duty service members, and supporters of military organizations. They go on ordinary civilian vehicles and have nothing to do with registering a vehicle that was itself built for military use.11Justia Law. Colorado Revised Statutes Title 42, Article 3, Section 42-3-213 If you want veteran recognition on a civilian car, that is a separate application on form DR 2002.12Colorado Department of Revenue. Pending Legislation to Watch

Colorado legislators introduced HB26-1097 in the 2026 session to create a dedicated registration pathway for surplus military vehicles. The bill would allow qualifying surplus vehicles to be registered as collector’s items regardless of whether they currently meet all standard requirements, which would help owners of newer equipment that hasn’t reached the thirty-two-year threshold. Until it becomes law, the collector framework described above is the route.
