You can join the Colorado No-Call List for free at ColoradoNoCall.com or by calling 1-800-309-7041. The list is maintained under the Colorado No-Call List Act, C.R.S. ยงยง 6-1-901 through 6-1-908, and it covers residential landlines, personal cell phones, and fax numbers.1Justia Law. Colorado Revised Statutes Title 6 Code 6-1-903 – Definitions Colorado also recommends signing up for the separate federal registry at the same time, because the two lists are enforced through different channels.
How to Register Your Number
You only need three things: your phone number, your zip code, and (optionally) an email address.2Colorado No-Call. Colorado No-Call List Your name and mailing address are not required. The registry is tied to the phone number itself, because the statute defines the list as subscribers who have objected to telemarketing calls rather than as a name-and-address database.1Justia Law. Colorado Revised Statutes Title 6 Code 6-1-903 – Definitions
Register online at ColoradoNoCall.com, or by phone at 303-776-2678 or toll-free at 1-800-309-7041. Business-only lines are not eligible; the statute covers residential and wireless subscribers. If you later change your mind, you can remove your number through the same website.
Also Sign Up for the Federal Registry
Colorado runs its list separately from the National Do Not Call Registry operated by the FTC. The Colorado Public Utilities Commission pulls numbers from the federal registry each quarter and folds them into the state list, but the PUC still recommends registering on both.3Colorado Public Utilities Commission. National Do Not Call Registry The federal signup is free and never expires. You can register at DoNotCall.gov or by calling 1-888-382-1222 from the phone you want listed.4Federal Trade Commission. Being on both lists gives you two separate enforcement paths. A violation of the Colorado list can be pursued by the state Attorney General as a deceptive trade practice. A violation of the federal registry can trigger FTC action or a private lawsuit under the federal Telephone Consumer Protection Act. Doubling up costs nothing.
When the Calls Should Stop
Your number is not protected the moment you submit it. Colorado law gives telemarketers 30 days after the start of each calendar quarter to update their copies of the list.5Justia Law. Colorado Revised Statutes Title 6 Code 6-1-904 – Telephone Solicitations How long you actually wait depends on where you fall in that quarterly cycle. A call that arrives a few weeks after you register may not be a violation if the caller was still using the previous quarter’s list.
The federal registry works on a similar timeline and tells consumers to wait 31 days before reporting a call.6Federal Trade Commission. National Do Not Call Registry Note your registration date so you know when the clock runs out.
Calls That Can Still Reach You
Registering does not block every incoming call. Colorado’s statute writes its exemptions into the definition of “telephone solicitation,” so certain calls fall outside the law entirely.
- Companies you already do business with can keep calling, as long as the relationship began through a voluntary transaction and existed within the last 18 months. Past that, the exemption ends.1Justia Law. Colorado Revised Statutes Title 6 Code 6-1-903 – Definitions
- If you contacted a business to ask about its products or services, it has 30 days to follow up before no-call protection kicks back in. That window closes immediately if you tell the business to stop calling.1Justia Law. Colorado Revised Statutes Title 6 Code 6-1-903 – Definitions
- Calls you gave express permission for are not covered.
- Charities that have complied with Colorado’s Charitable Solicitations Act reporting requirements can call for fundraising or awareness.1Justia Law. Colorado Revised Statutes Title 6 Code 6-1-903 – Definitions
- Political calls, including candidate and ballot-issue advocacy, polls, and opinion surveys, are exempt.
- Debt collection calls on an existing debt are not sales solicitations and fall outside the law. A debt call cannot double as a sales pitch, though.4Federal Trade Commission. National Do Not Call Registry FAQs
- Pure research and opinion surveys are allowed at the state and federal level. If a survey call pitches a product, it loses that cover.7Federal Trade Commission. Q&A for Telemarketers and Sellers About DNC Provisions in TSR
The point that trips most people up is the gap between the 30-day inquiry window and the 18-month business relationship. Submitting a “request more info” form can start the short clock. An actual purchase is what creates the longer one.
Text Messages and Robocalls Are Covered Too
Colorado’s definition of “telephone solicitation” specifically includes text messages, not just voice calls.1Justia Law. Colorado Revised Statutes Title 6 Code 6-1-903 – Definitions Unsolicited marketing texts from companies you have no relationship with are treated the same as unwanted calls. The statute also reaches robocalls, whether they come from a live agent, an automatic dialer, or a prerecorded message.
Federal law layers on top. Under the Telephone Consumer Protection Act, a business needs your prior written consent before sending marketing texts or placing robocalls to your cell phone.8Office of the Law Revision Counsel. 47 USC 227 – Restrictions on Use of Telephone Equipment That consent must be clear, must identify the number being contacted, and cannot be a buried condition of a purchase. Simply having your number does not count.
There is also a separate rule on caller ID. A telemarketer whose equipment can display a number cannot deliberately block or hide it when calling residential or wireless subscribers in Colorado.5Justia Law. Colorado Revised Statutes Title 6 Code 6-1-904 – Telephone Solicitations A sales call showing up as “Unknown” or “Blocked” is a separate violation on top of any no-call list violation.
What to Do When a Telemarketer Calls Anyway
If a call comes in after the update window has passed, file a complaint at ColoradoNoCall.com. The complaint is forwarded to the Colorado Attorney General’s office, which reviews reports for patterns.9Colorado Attorney General. Telemarketing10Colorado Public Utilities Commission. Colorado No-Call Complaints Record the date and time, the number on your caller ID, and what the caller said or was selling. That detail is what makes enforcement possible. For calls that violate the federal registry, file a parallel complaint at DoNotCall.gov.6Federal Trade Commission. National Do Not Call Registry
A Colorado violation is treated as a deceptive trade practice, and the Attorney General can seek injunctions and civil penalties under the Colorado Consumer Protection Act.11Justia Law. Colorado Revised Statutes Title 6 Code 6-1-906 – Penalties One threshold to know: the state cannot bring an action against a company for fewer than three violations in a single month. A single call will not get the state’s attention; a pattern will.
You also have a personal right to sue under federal law. The Telephone Consumer Protection Act lets you bring a private lawsuit for robocall and do-not-call violations, with statutory damages of $500 per call. If the court finds the violation was willful or knowing, that figure can be tripled to $1,500 per call.8Office of the Law Revision Counsel. 47 USC 227 – Restrictions on Use of Telephone Equipment Each illegal call is a separate violation, and the Colorado statute preserves all other causes of action available under law, so pursuing one path does not foreclose the other.11Justia Law.
