To earn a Colorado provisional license — officially called a minor driver’s license — you must be at least 16 years old, have held your instruction permit for a full 12 months, and have logged 50 hours of supervised driving with 10 of those hours at night. If you’re under 16½, you also need 6 hours of behind-the-wheel training with an approved driving school. Once issued, the license comes with passenger limits, a nighttime curfew, and stricter point thresholds that stay in place until your 18th birthday.
What You Must Complete Before Applying
Colorado won’t let you walk into the DMV on the one-year anniversary of your permit and leave with a license. Three separate requirements have to be satisfied first.
The 12-month holding period is strict. You must have carried your instruction permit for at least a full year. The one way out is turning 18 before the year is up, which ends the hold requirement at your birthday.1Department of Revenue – Motor Vehicle. Colorado Permits and First-Time Driver License
You also need 50 hours of supervised driving documented in a signed log, with at least 10 of those hours completed at night.2Justia. Colorado Code 42-2-104 – Licenses Issued – Denied You submit the log when you apply.
If you’re under 16½ when you apply, you must complete 6 hours of behind-the-wheel instruction with an approved driving school. Living more than 30 miles from an approved school opens a substitute: 12 hours with your driving supervisor instead of the professional 6. Those 12 hours are additional to the 50-hour log, bringing your documented practice to 62 hours. Once you reach 16½, the professional behind-the-wheel requirement is waived entirely.1Department of Revenue – Motor Vehicle. Colorado Permits and First-Time Driver License
Minimum Age
Colorado will not issue a minor driver’s license to anyone under 16, no matter how early they got their permit or how fast they finished the practice hours.2Justia. Colorado Code 42-2-104 – Licenses Issued – Denied The earliest practical path is a permit at 15, 12 months of practice, and a license on your 16th birthday.
Passenger Restrictions in the First Year
For the first six months after your license is issued, the only passengers you can carry are people 21 or older. For the next six months, you can add one passenger under 21. After a full year with the license, or when you turn 18, the passenger restriction drops.1Department of Revenue – Motor Vehicle. Colorado Permits and First-Time Driver License
A separate state law applies throughout: no more than one passenger in the front seat, and the number of backseat passengers is capped at the number of available seat belts. Everyone in the vehicle must wear one.3Justia. Colorado Code 42-2-105.5 – Restrictions on Minor Drivers Under Eighteen Years of Age
Nighttime Driving Curfew
For your first year with a minor license, you cannot drive between midnight and 5:00 a.m. There are exceptions. You can drive during curfew hours with a parent or guardian in the car, or with a licensed adult over 21 who has held their license for at least a year. Driving for a medical emergency, a school activity, or work is also allowed.4Colorado General Assembly. Passenger and Curfew Laws for Minor Drivers
Cell Phone Rule
Colorado bans every driver from using a handheld mobile device behind the wheel, so this one isn’t specific to minors but it applies to you from day one. A first offense is $75 plus a $10 surcharge. A second offense within 24 months runs $150 plus $10. A third or later offense costs $250 plus $10.5Justia. Colorado Code 42-4-239 – Use of a Mobile Electronic Device While Operating a Motor Vehicle
Hands-free accessories are legal. If you’re charged with a first-time violation, you can get it dismissed by producing proof of a hands-free accessory and affirming under oath that you haven’t used that dismissal before.
Points and Suspension for Minor Drivers
The point system punishes minor drivers much harder than adults. If you’re 17 or younger, your license is suspended when you accumulate either 6 points in any 12-month window or 7 points total while under 18. An adult driver, by comparison, can accumulate 12 points in a year before facing suspension.6Colorado Department of Revenue. Point Suspensions
Between 18 and 21, the thresholds loosen: 9 points in 12 months, 12 points in 24 months, or 14 points total across those three years.6Colorado Department of Revenue. Point Suspensions
Once a threshold is crossed, a hearing officer starts at a 6-month suspension and can go up to a year depending on aggravating or mitigating factors. The officer can grant a probationary license during the suspension, but it isn’t guaranteed.
Zero-Tolerance Alcohol Rule
Anyone under 21 driving in Colorado is held to a 0.02 blood alcohol concentration — about one drink for most people. Hitting that number is a class A traffic infraction. A court can order up to 24 hours of community service and require you to pay for an alcohol evaluation or treatment program.7Justia. Colorado Code 42-4-1301 – Driving Under the Influence
A second underage offense becomes a class 2 traffic misdemeanor, which carries steeper fines and potential jail time. Federal law sets the 0.02 standard as a condition of highway funding, so states can’t move off it.8Office of the Law Revision Counsel. 23 USC 161 – Operation of Motor Vehicles by Intoxicated Minors
Seat Belt Penalties Hit Minors Harder
A seat belt violation on a minor license isn’t a routine ticket. A first offense brings 8 to 24 hours of community service, a fine of up to $65, and 2 points on your record. A second offense can mean up to 40 hours of community service and a $130 fine.9Colorado Public Law. Colorado Code 42-2-105.5 – Restrictions on Minor Drivers Under Eighteen Years of Age
When the Restrictions End
Every graduated restriction — the passenger limits, the curfew, the tougher point thresholds — ends on your 18th birthday. Your minor license then functions like an adult license. The physical card itself stays valid until 20 days after your 21st birthday, and you’ll need to visit the DMV to convert it to an adult license before that date.1Department of Revenue – Motor Vehicle.
