The Colorado Springs City Code is the full set of municipal ordinances that govern how property is used, how buildings go up, how businesses operate, and how everyday conduct like noise and watering is regulated inside city limits. The complete text is published online by American Legal Publishing, searchable by chapter, keyword, or ordinance number,1American Legal Publishing. City Code of Colorado Springs, Colorado and the city also maintains a browsable version through Encode Plus.2Colorado Springs Municipal Code. Chapter 7, Planning Development and Building Both are updated as City Council passes new ordinances. For printed copies or historical ordinance records, the city clerk’s office at City Hall keeps the files.
Zoning and What You Can Do With Your Property
Chapter 7 contains the Unified Development Code, which splits the city into residential, commercial, industrial, and mixed-use zone districts. Each district controls building height, density, lot size, and the activities allowed on a property.3American Legal Publishing. Colorado Springs Code of Ordinances – Chapter 7 Unified Development Code If what you want to do fits your zone, you move straight to permitting. If it doesn’t, you have two options: a zone change or a variance.
Rezoning
A zone change goes first to the Planning Commission, which makes a recommendation, and then to City Council for a public hearing and final decision.4American Legal Publishing. Colorado Springs Code of Ordinances – 7.5.704 Zoning Map Amendment (Rezoning) A combined application involving rezoning, a concept plan, and a subdivision plat typically runs five to six months from submittal to decision.5City of Colorado Springs. Types of Development Applications and Their Review Process
Use Variances
A use variance lets you do something the zone otherwise prohibits, and the bar is high. You must show unusual circumstances specific to your property, that denial would effectively prevent any beneficial use, and that the hardship wasn’t self-created.6American Legal Publishing. Colorado Springs Code of Ordinances – 7.5.527 Use Variance Convenience and cost savings don’t qualify. City Council makes the call.
Short-Term Rentals
Renting your property for stays of 29 days or less requires an annual short-term rental permit from the city, which costs $124.95. You must submit two forms of ID showing the property is your primary residence, carry at least $500,000 in liability insurance, and provide proof of your listing on a hosting platform.7City of Colorado Springs. Short Term Rentals
Owner-occupied rentals require you to be physically present at the property at least 185 days per year. Non-owner-occupied permits filed after December 2019 are barred entirely from single-family zoning districts, and in other zones must sit at least 500 feet from any other short-term rental. Overnight occupancy is capped at two per bedroom plus two more per unit, with a hard ceiling of 15. The permit is tied to the owner, not the property, so it does not transfer in a sale. As of June 30, 2025, properties with an accessory dwelling unit are not eligible for a short-term rental permit at all.7City of Colorado Springs. Short Term Rentals
Building Permits
Building permits for the Colorado Springs area are not issued by the city. The Pikes Peak Regional Building Department handles them under its own regional building code, based on the 2021 editions of the International Building, Residential, Mechanical, and Plumbing Codes, along with the 2023 National Electrical Code.8Pikes Peak Regional Building Department. PPRBD Any construction, renovation, or structural change requires a permit before work starts. Small jobs like fences or window swaps may qualify for same-day permits; larger projects need site plans, engineering reports, and architectural drawings.
PPRBD runs inspections through four divisions: building (footings, foundations, framing, insulation, final), electrical (service, panel, rough-in, final), mechanical, and plumbing (base, top-out, final).9Pikes Peak Regional Building Department. Required Inspections A failure means corrections and a re-inspection, which pushes your timeline. Scheduling and permit status run through the PPRBD online portal.
Fire Code and Wildfire Overlay
Colorado Springs adopted the 2021 International Fire Code through Ordinance 23-14, with local amendments codified in Section 8.4.105 and enforced by the Division of the Fire Marshal.10City of Colorado Springs. Fire Code Amendments and Administrative Rulings11American Legal Publishing. Colorado Springs Code 8.4.105 – Amendments to the International Fire Code Sprinkler requirements trigger by occupancy and size rather than applying across the board. Factory and storage uses, for example, need sprinklers once the fire area exceeds 12,000 square feet, when the building is more than three stories above grade, or when combined floor area tops 24,000 square feet. Ambulatory care facilities need sprinklers if four or more patients can’t evacuate on their own. Hazardous materials and high-occupancy venues bring additional Fire Marshal permits and inspections.
Properties inside the Wildland-Urban Interface Overlay must also meet the wildfire mitigation standards in Appendix K of the fire prevention code, covering fire-resistant building materials, defensible space, and vegetation management.12American Legal Publishing. Colorado Springs Code of Ordinances – 7.2.604 WUI-O Wildland Urban Interface Overlay If you’re on the foothill edge of the city, assume you’re inside the overlay until you confirm otherwise.
Business License and Sales Tax
Colorado Springs does not require a general business license. Only 12 specific business types need one, including massage businesses, mobile food vendors, pawnbrokers, tree service companies, excavation contractors, and sexually oriented businesses.13City of Colorado Springs. COS Business Navigator Frequently Asked Business Questions
What nearly every business does need is a city sales tax license. If you sell goods or taxable services inside the city, in person or online, you have to register. The application runs through the city’s online portal and there is no fee. Mobile vendors and sellers at special events in city limits also need the license.13City of Colorado Springs. Noise
Chapter 9.8 prohibits excessive or unusually loud noise that endangers public safety or harms any person. It reaches vehicles, machines, motors, and essentially any activity, and enforcement considers time of day, location, and whether the sound carries at least 100 feet.14American Legal Publishing. Colorado Springs Code of Ordinances – 9.8.101 Noise Prohibited One specific rule catches a lot of homeowners: electronic burglar or theft alarms must have an automatic shutoff and cannot sound continuously longer than 16 minutes. Fire alarms and medical distress signals are exempt. Special events can apply for a noise permit.
Water Wise Rules
Colorado Springs Utilities enforces year-round outdoor watering rules for every customer:
- No more than three days of watering in any Sunday-through-Saturday week; you pick the days.
- From May 1 through October 15, sprinkler watering is allowed only before 10 a.m. or after 6 p.m.
- Water cannot pool on hard surfaces or run into the gutter, and leaking sprinklers must be fixed within 10 days.
- Any hose in use needs a shut-off nozzle.
Violations carry a $100 fine. Newly planted sod or grass qualifies for an establishment permit allowing temporary extra watering, and complex irrigation systems can run on a water allocation plan that offers scheduling flexibility without raising total usage.15Colorado Springs Utilities. Signs
Wall signs and freestanding signs both require a permit, with allowed size calculated against building length or lot frontage. Commercial properties get up to 1.5 square feet of wall signage per linear foot of building length; office properties get 1 square foot per linear foot. Freestanding sign height runs from 7 feet on small lots up to 35 feet on larger commercial frontages.16American Legal Publishing. Colorado Springs Code of Ordinances – 7.4.1307 Sign Types and Criteria by Sign Category
Electronic message centers are allowed on commercial properties but tightly limited. Messages must be static with only fade or dissolve transitions, each must display at least 10 seconds, and brightness cannot exceed 500 nits between dusk and dawn. Only one is allowed per property, and it must be integrated into a freestanding sign.
Penalties
Code violations go through municipal court, where referees run informal hearings and can impose fines and costs. The standard of proof is beyond a reasonable doubt, the same as in criminal cases, and you may appear with an attorney.17American Legal Publishing. Colorado Springs Code of Ordinances – Municipal Ordinance Violation Hearing Procedures
Fines vary by violation. The January 2026 Schedule of Payable Fines runs from $30 for minor traffic offenses to $500 for offenses like prostitution, with mandatory surcharges including a $35 court cost, a $35 pedestrian safety fee on traffic violations, and a $20 police technology surcharge. Fines double in school zones and construction zones, and individual judges can adjust based on circumstances.18City of Colorado Springs. Colorado Springs Municipal Court Schedule of Fines and Costs, January 2026 Beyond the money, serious violations can trigger stop-work orders on construction, revocation of any of the 12 city-issued business licenses, and liens against the property for unpaid penalties.
Fighting a Citation
Your first stop is a hearing in front of a referee. The city’s witnesses testify first, then you present your side. If the city’s witnesses don’t show without good cause, the referee can dismiss. A referee can also dismiss if you show proof of compliance, so fixing the violation before your hearing date is often the most useful thing you can do.17American Legal Publishing. Colorado Springs Code of Ordinances – Municipal Ordinance Violation Hearing Procedures If you’re found guilty, the referee can suspend all or part of the fine when circumstances warrant.
Appeal deadlines are short. A referee’s decision can be appealed to a municipal court judge within 10 days of the notice. A judge’s decision can be appealed within 35 days of sentencing, which requires both a notice of appeal and a designation of record. Further review runs through district court, with added costs and procedure.19City of Colorado Springs. Municipal Court Appeals Negotiating a compliance plan or reduced fine before things reach that stage is usually the shorter road.
