To register to vote in Colorado you must be a U.S. citizen, be 18 by the next election, and have lived in the state for at least 22 days before that election; the Colorado voter registration requirements and deadlines then split by method: online and mail applications are due 8 days before Election Day, while in-person registration at a voter service and polling center stays open through Election Day itself.1Justia. Because Colorado mails a ballot to every active registered voter, the practical goal is not just getting on the rolls once but keeping your address current so the ballot reaches you.3Colorado Secretary of State. Mail-in Ballots FAQs
Who Qualifies
Three conditions have to be true at once. You are a United States citizen. You will be at least 18 on the date of the next election. And you have lived in Colorado for 22 days or more before that election.1Justia. Colorado Code 1-2-101 – Qualifications for Registration – Preregistration Owning property is not required, and Colorado defines residence as the place you live and intend to return to, not a particular type of housing.
A felony conviction only disqualifies you while you are actually serving a sentence of incarceration or detention. The day you are released, your voting rights are restored. Parole counts as completion of the imprisonment portion of the sentence, so people on parole in Colorado can register and vote.4Colorado Secretary of State. Voters with Convictions FAQs Probation does not affect eligibility either.
Preregistering at 15, Voting the Primary at 17
Residents can preregister starting at age 15. Once a preregistered person turns 18, the registration activates automatically.1Justia. Colorado Code 1-2-101 – Qualifications for Registration – Preregistration One useful detail for 17-year-olds: if you will turn 18 by the general election, you can vote in the primary or presidential primary that precedes it.
What the Form Asks For
You will need a Colorado driver’s license number or state ID card number. If you have neither, the last four digits of your Social Security number work. If you lack all three, the Secretary of State assigns you a unique identifier so you can still register; not having these documents does not disqualify you.5Justia. Colorado Code 1-2-204 – Registration Form
The form also asks for your full legal name, date of birth, residential address, and a separate mailing address if different. Your residential address determines your precinct and every district on your ballot. Your mailing address is where the ballot physically arrives. You can declare a party affiliation or register unaffiliated; leaving that field blank defaults you to unaffiliated. You then affirm, under penalty of law, that the information is true and that you meet the qualifications.5Justia. Colorado Code 1-2-204 – Registration Form
If Your Identity Needs Extra Verification
Applications submitted without a Colorado ID number may be flagged for additional proof. Acceptable backups include a current utility bill, bank statement, or government check showing your name and a Colorado address; a valid Medicare or Medicaid card; a certified U.S. birth certificate; naturalization documents; a Colorado higher-education student ID with a photo; or a tribal government ID.6Colorado Secretary of State. Acceptable Forms of Identification Any address-bearing document must show a Colorado address.
Deadlines by Method
The deadline depends entirely on how you choose to register.
- Online at GoVoteColorado.gov: submit by the 8th day before Election Day to be mailed a ballot at your address.2Vote.gov. Register to Vote Colorado
- By mail: your signed form must reach the county clerk by the 8th day before Election Day for a mail ballot.
- In person: you can register and immediately vote at any voter service and polling center in your county, starting 15 days before a general election (or 8 days before other elections) and running through Election Day.7Justia. Colorado Code 1-2-217.7 – Registration at Voter Service and Polling Centers
If you miss the 8-day cutoff, you are not locked out. Same-day registration at a voter service and polling center is the safety net. Show up in person in the county where you live, complete the registration form on-site, and cast your ballot the same visit.

None of the registration methods cost anything.
Online. GoVoteColorado.gov is the fastest route when you have a Colorado driver’s license or state ID, because the system verifies your identity in real time.
By mail. Print the paper registration form from the Secretary of State’s website, complete and sign it, and send it to your county clerk and recorder by mail, fax, or email.
In person. Any voter service and polling center, or your county clerk’s office, will accept a registration. You can also register during a DMV transaction.8Colorado Secretary of State. Voter Registration FAQs
Automatic Registration at the DMV
When you apply for, renew, or correct a Colorado driver’s license or state ID, your information is forwarded to the county clerk, who mails you a notice that you have been registered. If you do not want to be registered, you have 20 days from the mailing of that notice to return it and decline. Doing nothing within 20 days leaves the registration active. The same notice is where you declare a party affiliation; no action defaults you to unaffiliated.9Colorado General Assembly. SB19-235 Automatic Voter Registration
College Students
If you attend college in Colorado, you can register here as long as you consider your campus-area address your principal home.10Colorado Secretary of State. Voting While in College The choice is yours, but you cannot be registered in two states at once. Registering in Colorado should end your registration in your home state, and later registering elsewhere ends your Colorado registration. A photo student ID from a Colorado institution of higher education is accepted identification.6Colorado Secretary of State. Acceptable Forms of Identification
Registering Without a Fixed Address
A traditional home address is not required. If you are experiencing homelessness, you can list any specific location within a county that you regularly return to and intend to remain near. A shelter, a homeless services provider, a park, a campground, a vacant lot, or a business address can all serve as your registration residence under Colorado law.11Justia. Colorado Code 1-2-102 – Rules for Determining Residence If that location does not receive mail, you provide a separate mailing address for election materials, which stays valid until you establish a new one.
Military and Overseas Voters
Colorado residents in the military or living abroad can register and request an absentee ballot with the Federal Post Card Application. Colorado accepts the FPCA by mail, fax, or email.12Federal Voting Assistance Program. Voter Registration and Absentee Ballot Request Federal Post Card Application The standard Colorado paper registration form is also available if you do not have a Colorado driver’s license or state ID.13Colorado Secretary of State. Military and Overseas Electors The FPCA lets you choose to receive materials by mail, email, or fax; submit it well ahead of any election because international mail is unpredictable.
Keeping Your Registration Current
Since every active registration triggers a mailed ballot, an outdated address is the single most common reason voters do not get one. You can update your address online at GoVoteColorado.gov, by mail or delivery to your county clerk, or in person at a voter service and polling center. The change form requires your new address, old address, full name, date of birth, and signature.14Justia. Colorado Code 1-2-216 – Change of Address Online and mail changes must land by the 8th day before an election to affect that election’s mail ballot; after that, update in person at a voter service and polling center through Election Day.
Name changes from marriage, divorce, or a court order go through the same channels. An address change, name change, and party affiliation change can all be bundled on one signed form.14Justia. Colorado Code 1-2-216 – Change of Address Not voting in an election, by itself, does not change your status; a registration is marked inactive only when the clerk receives evidence you may have moved, such as returned mail.8Colorado Secretary of State.
