Columbus, GA City Council: Members, Mayor, Elections, and Ethics

The Columbus, Georgia City Council is the ten-member legislative body that governs the consolidated Columbus-Muscogee County government, with eight members elected from geographic districts and two elected at-large across the entire community.1Columbus Consolidated Government. Elected Officials Because Columbus and Muscogee County merged their governments in 1971, the council does the work that a city council and a county commission would do separately in most other Georgia communities, and it controls an operating budget of roughly $391.9 million for fiscal year 2026.2Columbus Consolidated Government. Who Sits on the Council

Ten councilors serve on the body. Districts 1 through 8 are geographic seats, each tied to a specific part of the consolidated government. Districts 9 and 10 are at-large seats, elected by voters across all of Columbus-Muscogee County.1Columbus Consolidated Government. Elected Officials

Each council member serves a four-year term, and the current charter sets no term limits. When a seat opens mid-term, the replacement serves only the time remaining on that term.3Columbus, Georgia. Special or emergency meetings can be called outside the regular schedule. Under Georgia’s open meetings requirements, special meetings generally require at least 24 hours of advance public notice posted at the regular meeting place. If a meeting has to happen with less notice, the government must notify the local legal organ or a newspaper with comparable circulation.

What the Council Decides

All legislative power of the consolidated government is vested in the council. That covers enacting ordinances, setting regulations, and imposing penalties, and it also includes the authority to create, merge, or abolish departments, boards, and commissions.9Municode Library. Columbus, Georgia Code of Ordinances – Article III, The Council Because the city and county governments are consolidated, zoning, public safety, parks, infrastructure, and county-level services all flow through this one body.

The budget is the council’s biggest recurring decision. For fiscal year 2026 the recommended budget totals about $391.9 million in revenues and expenses, a 7 percent increase over the prior year, and only the council can appropriate funds for departments, enterprise funds, and affiliated agencies.2Columbus Consolidated Government. Fiscal Year 2026 Recommended Budget The council also sets the annual property tax millage rate, with the tax digest and five-year levy history published before the vote.10Columbus Consolidated Government. The Mayor and the City Manager

The mayor presides over council meetings and takes part in discussion but does not vote except to break a tie. Where the mayor holds hard power is in nominations: under the charter, the mayor is the sole nominating authority for both the city manager and the city attorney, and each nomination requires confirmation by at least six council members.3Columbus, Georgia. Charter for Columbus, Georgia The council also elects one of its own members as mayor pro tem, who steps in when the mayor is absent, and separately elects a Clerk of Council from outside its membership.

Day-to-day administration runs through the city manager, who oversees all city employees, implements council policies, manages departments, and enforces ordinances and resolutions.11Columbus Consolidated Government. The Office of the City Manager The charter requires councilors to deal with the executive branch through the mayor, which keeps the chain of command clean when individual members want something done.9Municode Library. Elections and Taking Office

Municipal elections in Columbus follow the statewide calendar. Georgia’s 2026 primary is scheduled for May 19 and the general election for November 3, though not every council seat appears on every cycle.12Georgia.gov. Georgia General Election

Newly elected members take office at an organizational meeting held within seven days of the first Monday in January after their election. At that same meeting, the council elects a mayor pro tem by a vote of at least six members and selects a new Clerk of Council.3Columbus, Georgia. Charter for Columbus, Georgia

Ethics and Recusal

Council members are governed by a code of ethics that bars financial or personal interests incompatible with their duties. A councilor cannot vote on or participate in negotiations for any contract involving a business in which they hold a financial interest.13Municode Library. Columbus, Georgia Code – Appendix Two, Code of Ethics and Prohibited Practices

When a councilor or the mayor has a private financial interest in a matter before the council, they must disclose it on the record and recuse themselves from any vote on it. If they do not disclose, any resulting contract is voidable at the government’s option.13Municode Library. Columbus, Georgia Code – Appendix Two, Code of Ethics and Prohibited Practices These rules come up most often around zoning votes and contract approvals, where a member’s outside business ties can create obvious conflicts.
