Comal County Sales Tax Rate: City, District, and Lookup

The Comal County sales tax rate runs from 6.75% in unincorporated areas with no overlapping special districts to the Texas maximum of 8.25% inside the county’s cities and most special-district territory. The spread exists because Texas stacks taxing authorities: a 6.25% state rate, a 0.5% county rate, and whatever city or special purpose district tax applies at your specific address, capped at 2% in local tax on top of the state base.

How the Rate Is Built

Every taxable sale in Texas starts at the 6.25% state rate. Local jurisdictions can add up to 2% more, which caps the combined rate at 8.25%.1Texas Comptroller of Public Accounts. Sales and Use Tax Comal County takes 0.5% of that local share under Texas Tax Code Chapter 323, which allows counties to adopt a sales and use tax at voter-approved rates between one-eighth of a percent and a full percent.2State of Texas. Tax Code Chapter 323

That leaves up to 1.5% of local capacity for city taxes and special purpose district levies. Where you are inside the county decides how much of that remaining room gets used. In unincorporated land with no overlapping district, nothing fills it, and you pay 6.75%. Inside a city, or inside a special purpose district that pushes the local total to the cap, you pay 8.25%.

Rates in the Major Cities

All four of Comal County’s largest cities carry the maximum 8.25% combined rate, though the local components are split differently in each one.3Texas Comptroller of Public Accounts. Texas Sales and Use Tax Rates – April 2026

  • New Braunfels: 6.25% state + 0.5% county + 1.5% city = 8.25%. The 1.5% city rate is the highest municipal component in the county.
  • Fair Oaks Ranch: 6.25% state + 0.5% county + 1.5% city = 8.25%. The city splits its 1.5% into three voter-approved pieces: 1% for general operations, 0.25% for street maintenance, and 0.25% to offset property taxes.4City of Fair Oaks Ranch. City Taxes
  • Bulverde: 6.25% state + 0.5% county + 1.0% city + 0.5% Bulverde Area Rural Library District = 8.25%.5Texas Comptroller of Public Accounts. Special Purpose District Sales and Use Tax
  • Garden Ridge: 6.25% state + 0.5% county + 1.0% city + 0.5% Comal County Emergency Services District No. 6 = 8.25%. The ESD portion funds fire and emergency medical services.6Texas Comptroller of Public Accounts. City Sales and Use Tax

If you’re shopping inside any of these cities, plan for 8.25% on taxable purchases regardless of which one you’re in.

Unincorporated Areas and Special Purpose Districts

This is where the county gets complicated. The baseline for unincorporated land is 6.75%, but several special purpose districts overlay parts of the county and add their own sales taxes to fund emergency services, fire protection, and libraries in areas without a city providing those services.5Texas Comptroller of Public Accounts. The active special purpose districts in Comal County and their sales tax rates:

  • Canyon Lake Community Library District: 0.5%
  • Bulverde Area Rural Library District: 0.5%
  • ESD No. 3: 1.0%
  • ESD No. 4: 1.0%
  • ESD No. 5: 1.0%
  • ESD No. 6: 0.5%
  • ESD No. 7: 1.5%

Some districts overlap, but the combined local tax still cannot exceed 2%. A resident of an unincorporated area inside ESD No. 7 pays 6.25% state + 0.5% county + 1.5% ESD = 8.25%, the same as a city resident. Someone covered only by ESD No. 6 pays 7.25%. ZIP codes 78006, 78070, 78130, 78132, 78135, 78163, and 78266 all have at least partial overlap with one or more of these districts, which is why ZIP alone is not reliable for identifying your rate.

Looking Up Your Exact Rate

Because city limits and special district boundaries don’t always follow intuitive lines, the safest way to know what you’ll pay is an address-level lookup. The Texas Comptroller runs a free Sales Tax Rate Locator at gis.cpa.texas.gov that returns the combined rate for any Texas address along with a breakdown of each taxing jurisdiction. You can search by street address, by latitude and longitude, or upload a batch of addresses.7Texas Comptroller of Public Accounts. Sales Tax Rate Locator Each result carries a timestamp and the applicable quarter, which is useful for recordkeeping. For a business collecting tax from customers, the lookup beats guessing, because the wrong rate creates liability either way: undercollect and you owe the difference, overcollect and you owe the refund.

What the Rate Does and Doesn’t Apply To

The combined rate only matters on taxable items, and several big categories of household spending are exempt in Texas. Most grocery staples are exempt: meat, dairy, eggs, bread, fruits, vegetables, cereals, snacks like chips and nuts, and ice cream.8State of Texas. Texas Tax Code TAX 151.314 The exemption does not reach prepared food sold ready to eat (restaurant meals, heated food, deli sandwiches), soft drinks, candy, or alcohol. A cold sandwich from a grocery deli is taxable; the same ingredients bought separately are not.

Prescription medications are exempt, along with over-the-counter drugs labeled with an FDA Drug Facts panel, dietary supplements, vitamins, and wound care supplies.9Texas Comptroller of Public Accounts. Sales Tax Exemptions for Healthcare Items Products containing CBD do not qualify for the dietary supplement exemption.

Sales tax also reaches past physical goods. Telecommunications services (local and long-distance phone, mobile plans, call waiting, paging, fax), landscaping, certain repair services, and cable television are all taxable.10Texas Comptroller of Public Accounts. Sales Tax on Telecommunications Services Software and digital products delivered electronically are treated like physical goods, with the local rate set by the delivery address.

Once a year, the state suspends tax on certain back-to-school purchases. In 2026, the holiday runs Friday, August 7 through Sunday, August 9. Most clothing and footwear priced under $100 per item is tax-free during the weekend, along with student backpacks under $100, with no cap on how many qualifying items you can buy.11Texas Comptroller of Public Accounts. Sales Tax Holiday The exemption does not cover items priced at $100 or more, athletic or protective clothing, jewelry, accessories, computers, or school supplies other than backpacks. Delivery charges count toward the $100 threshold, so a $95 shirt with a $6 shipping fee is taxable.
