To get a North Carolina concealed handgun permit as a Fayetteville resident, you need to complete an approved concealed carry class in the Fayetteville NC area, then apply through the Cumberland County Sheriff’s Office with your certificate of completion. The class runs a minimum of eight hours, includes a written exam and a live-fire qualification on the range, and typically costs between $75 and $125 with local instructors. The sheriff’s application fee is a separate $90.
What the Class Covers
State law sets a floor of eight hours of classroom instruction on North Carolina’s concealed carry laws and the circumstances under which deadly force is legally justified.1North Carolina Office of Administrative Hearings. 12 NCAC 09F – Concealed Carry Handgun Training Rules You receive a training manual published by the North Carolina Justice Academy, sometimes called the “Red Book,” that you keep for reference afterward.
The classroom portion ends with a written test. You need at least 70 percent on questions supplied by the state’s Criminal Justice Education and Training Standards Commission.1North Carolina Office of Administrative Hearings. 12 NCAC 09F – Concealed Carry Handgun Training Rules Most instructors cover the material thoroughly enough that students who pay attention pass without trouble.
Range Qualification
After the written exam you move to the range for the live-fire proficiency test. The course of fire is 30 rounds total:
- 10 rounds at 3 yards
- 10 rounds at 5 yards
- 10 rounds at 7 yards
You must put at least 21 of those 30 rounds on the target, with the instructor determining what counts as a hit based on the target type used.1North Carolina Office of Administrative Hearings. 12 NCAC 09F – Concealed Carry Handgun Training Rules Seven yards is about 21 feet, so the distances are close. If you have never shot a handgun, an hour of range time before class day will make the qualification feel manageable.
Who Can Qualify for a Permit
Before the sheriff will issue a permit, you must meet every one of these criteria:2North Carolina General Assembly. North Carolina Code 14-415.12 – Criteria to Qualify for the Issuance of a Permit
- 21 years old or older
- U.S. citizen or lawful permanent resident
- A North Carolina resident for at least 30 days before you file
- Physically and mentally capable of safely handling a handgun
- Completed an approved training course
- No disqualifying criminal or mental health history
A felony conviction is a permanent bar, with narrow exceptions for certain antitrust offenses or situations where your firearm rights have been formally restored. You are also disqualified by a misdemeanor conviction for a violent crime within the past three years, or by any conviction for assault, stalking, child abuse, or domestic criminal trespass regardless of how long ago. A federal domestic violence misdemeanor conviction that triggers 18 U.S.C. ยง 922(g) also disqualifies you. Being a fugitive, under felony indictment, or an unlawful user of alcohol, marijuana, or any controlled substance disqualifies you as well.2North Carolina General Assembly. North Carolina Code 14-415.12 – Criteria to Qualify for the Issuance of a Permit
On the mental health side, a court or agency finding that you lack mental capacity or are mentally ill is disqualifying. Outpatient treatment or counseling by itself is not. If you were previously adjudicated incapacitated or involuntarily committed, you may still qualify once your rights have been restored through the process under G.S. 14-409.42.2North Carolina General Assembly. Picking a Class in Fayetteville
Indoor ranges, gun shops, and independent instructors across Cumberland County run concealed carry classes on weekdays and weekends. Local fees generally run $75 to $125, depending on whether ammunition or a rental firearm is bundled in. Weekend seats fill up fast around the start of the year and during summer, so book a few weeks ahead.
Not every firearms class satisfies the permit requirement. The course must be certified or sponsored by one of the following:2North Carolina General Assembly. North Carolina Code 14-415.12 – Criteria to Qualify for the Issuance of a Permit
- The NC Criminal Justice Education and Training Standards Commission
- The National Rifle Association (NRA)
- The United States Concealed Carry Association (USCCA)
- Another training organization whose instructor is certified by one of the three above

The statute requires actual live firing of a handgun, which no online platform can provide.2North Carolina General Assembly. North Carolina Code 14-415.12 – Criteria to Qualify for the Issuance of a Permit Some out-of-state companies market “North Carolina concealed carry” courses online, but those usually produce a non-resident Virginia permit, not a North Carolina one. Confirm that any class you sign up for includes in-person range time and is certified by one of the approved sponsors.
What to Bring
Bring a valid North Carolina driver’s license or state ID to the classroom portion. Have wrap-around eye protection and over-the-ear hearing protection for the range. Many instructors expect you to bring your own handgun and 50 to 100 rounds of ammunition: 30 rounds for the qualification and the rest for practice. If you don’t own a handgun yet, several Fayetteville-area ranges rent firearms and sell ammunition on site for an added fee. Ask the instructor what’s provided before class day so you aren’t scrambling that morning.
At the end of class, your instructor hands you a certificate of completion. The sheriff requires the original, so put it somewhere safe.
Active-Duty Military
Fort Liberty makes this a common question in Fayetteville. Active-duty service members stationed in North Carolina can apply for a permit in the county where they reside even without a North Carolina driver’s license, using a copy of their Permanent Change of Station orders to prove county of residence.4Durham County Sheriff. The sheriff has up to 45 days after receiving your application and mental health records to approve or deny, and must request your mental health records within 10 days.8North Carolina General Assembly. Where the Permit Does Not Let You Carry
Having the permit doesn’t mean you can carry everywhere. State law prohibits concealed carry in these places even with a valid permit:5North Carolina General Assembly. North Carolina Code Chapter 14 Article 54B – Concealed Handgun Permit
- Law enforcement and correctional facilities
- Buildings housing state or federal offices
- Schools and school grounds, though you may store a handgun in a locked vehicle on educational property
- Areas prohibited by federal law, including federal courthouses and post offices
- Private property where the owner has posted a conspicuous sign or given notice that concealed handguns are not allowed
- Certain gatherings restricted under state law, such as picket lines and demonstrations
- Areas governed by General Assembly rules
You also cannot carry while consuming alcohol or while any alcohol or illegally obtained controlled substance is in your system. Prescription medication taken as directed does not trigger the restriction, and the alcohol rule does not apply on your own property. State parks are explicitly open to concealed carry with a valid permit.5North Carolina General Assembly. North Carolina Code Chapter 14 Article 54B – Concealed Handgun Permit
Carry both the permit and a valid photo ID whenever you have the handgun on you. If a law enforcement officer approaches or addresses you for any reason, you are required to tell the officer that you hold a valid permit and are carrying concealed, and show both your permit and ID on request.5North Carolina General Assembly. North Carolina Code Chapter 14 Article 54B – Concealed Handgun Permit Forgetting to disclose during a traffic stop is the kind of mistake that creates problems you didn’t need to have.
Keeping the Permit Current
The permit expires five years after issuance. The sheriff’s office is supposed to mail a renewal notice at least 45 days before expiration, but not getting that notice doesn’t excuse a late renewal.9North Carolina General Assembly. North Carolina Code 14-415.16 – Renewal of Permit Apply to renew during the 90-day window before expiration. For a timely renewal, the sheriff may waive the requirement to retake the training course.
Miss the expiration date and you have a 60-day grace period: the sheriff can still waive the course, but your permit is not valid during the gap. Past 60 days, you have to retake the full concealed carry class and apply as a new applicant with the full $90 fee.9North Carolina General Assembly.
