Confidential Plates in California: Eligibility, Application, and Limits

Confidential license plates in California aren’t actually special plates. Your plates look like everyone else’s. What the program does is seal the home address attached to your vehicle registration and driver’s license so it stays out of records available to the public. The authority is California Vehicle Code Section 1808.4, and it’s limited to people whose jobs create a personal safety risk, plus their immediate families.1California Legislative Information. Who Qualifies

Eligibility is occupation-based. If you currently hold, or have retired from, a position listed in CVC 1808.4, you can request confidentiality for yourself, and the same protection extends to your spouse and children regardless of where they live.1California Legislative Information. California Vehicle Code VEH 1808-4

The statute lists more than twenty categories. The main groups:

  • Active and retired peace officers, nonsworn police dispatchers, and police or sheriff department employees designated by their agency head as holding a sensitive position.
  • Judges, court commissioners, district attorneys, and public defenders.
  • Employees of the Department of Corrections and Rehabilitation.
  • Child abuse investigators and social workers.
  • Members of a city council or board of supervisors.
  • Specific state employees including DMV Licensing-Registration Examiners, CHP Motor Carrier Specialists, Museum Security Officers, and Department of Social Services Licensing Program Analysts.2California Legislative Information. California Vehicle Code 1808-4

If your job involves investigating crime, prosecuting cases, supervising offenders, or making decisions that could draw retaliation, you are likely covered. Check the statute itself or ask your agency’s personnel office if you aren’t sure. Two companion statutes extend the same protection to district attorney inspectors and investigators (Section 1808.2) and to the leadership of the Board of Prison Terms and the Youthful Offender Parole Board (Section 1808.6); the application process is identical.3California Legislative Information. For spouses and children, the vehicle registration has to include the qualifying person’s name, and a new request has to be filed each time a qualifying person’s name is added to or removed from a registration.5State of California Department of Motor Vehicles. 1.030 Confidentiality of Home Address

How to Apply

You don’t apply directly to the DMV. Everything runs through your employing agency.

Get the current version of DMV Form INV 32, “Request for Confidentiality of Home Address.” Fill in your full name, California driver’s license or ID number, and home address. If the request covers a vehicle, add the license plate number. If you’re covering a spouse or children, list them and attach supporting documents like a marriage certificate or birth certificate. The form also asks whether any spouse or child on the application has a criminal conviction and is on active parole or probation.5State of California Department of Motor Vehicles. 1.030 Confidentiality of Home Address

Submit the completed form to your employing agency. The agency verifies your eligibility and forwards it to the DMV. You need a separate INV 32 for your driver’s license or ID and for each vehicle or vessel registered in your name. There is no separate DMV fee for the confidentiality request.

How Long the Protection Lasts

Duration depends on how and why you leave the qualifying position.

  • Still employed: protection continues as long as you hold the qualifying job and your agency keeps the DMV updated.
  • Resigned or terminated: your address stays confidential for three years after you leave. If you’re reinstated during that window, protection resumes.1California Legislative Information. California Vehicle Code VEH 1808-4
  • Terminated because of a criminal conviction: confidential status is removed immediately. The three-year grace period does not apply.
  • Retired peace officers: your home address is withheld from public inspection permanently, provided you request confidentiality at retirement. Surviving spouses and children keep protection for three years after the officer’s death.1California Legislative Information. California Vehicle Code VEH 1808-4
  • Retired judges and court commissioners: same permanent protection, same three-year carryover for surviving family.1California Legislative Information. California Vehicle Code VEH 1808-4
  • Sensitive-position designations by a police or sheriff department: good for three years, renewable in three-year increments.2California Legislative Information. California Vehicle Code 1808-4

Your employing agency is responsible for notifying the DMV when you retire, resign, or are dismissed. If the agency doesn’t, your record can stay confidential longer than it should or get opened prematurely. Stay in contact with the personnel office during any transition.

What Confidential Status Actually Hides

Confidential doesn’t mean invisible to everyone. Courts, law enforcement agencies, the State Board of Equalization, and attorneys with a court order can still get your home address. Government agencies entitled to DMV information under other laws can also obtain it.1California Legislative Information. California Vehicle Code VEH 1808-4 The program is designed to keep your address away from the general public and from people who might use DMV records to find where you live.

Once protection is in place, the vehicle has to stay registered in the qualifying person’s name or that of an eligible family member. Sell or transfer the vehicle to someone who doesn’t qualify and the confidentiality drops off that registration automatically. File a new INV 32 for any replacement vehicle, and report address or employment changes to your agency promptly.5State of California Department of Motor Vehicles. 1.030 Confidentiality of Home Address

What the Program Doesn’t Cover

DMV confidentiality closes one door. Your home address can still appear in property tax records, voter registration rolls, utility accounts, court filings, and data broker databases, and none of those are affected by this program. Someone determined to find you could pull your address from a county assessor’s website or a people-search site without ever touching a DMV record. Locking down the DMV side helps, but it isn’t a full privacy solution.

Safe at Home as a Separate Option

California also runs a program called Safe at Home, administered by the Secretary of State. It gives a substitute mailing address to victims of domestic violence, stalking, sexual assault, child abduction, elder or dependent adult abuse, and human trafficking, and to reproductive health care facility workers and public entity employees who have faced work-related threats.6California Secretary of State. Frequently Asked Questions

The difference is reach. DMV confidentiality only shields your address on DMV records. Safe at Home provides a substitute address usable across many public records, including voter registration, school enrollment, and DMV documents, and it forwards first-class and certified mail to your actual address at no cost. If you qualify for both, apply to each separately. Some people in law enforcement or social work are eligible for DMV confidentiality through their employer and Safe at Home based on personal threats, and the two programs stack.
