Contra Costa County Food Stamps: Eligibility, Benefits, and How to Apply

To get food stamps in Contra Costa County, you apply through CalFresh, California’s version of the federal SNAP program, run locally by the county’s Employment and Human Services Department (EHSD). A single person earning up to $2,610 a month in gross income can qualify, and approved households receive monthly benefits on an EBT card ranging from $298 for one person up to $1,789 for a household of eight.1Contra Costa County. Income Limits That Decide Eligibility

California screens CalFresh applicants against 200% of the Federal Poverty Level. The thresholds update every October. For October 2025 through September 2026, the gross monthly income ceilings are:2Food and Nutrition Service. SNAP Eligibility

  • 1 person: $2,610
  • 2 people: $3,526
  • 3 people: $4,442
  • 4 people: $5,360
  • 5 people: $6,276
  • 6 people: $7,192
  • 7 people: $8,110
  • 8 people: $9,026
  • Each additional person: add $918

Gross income is everything your household earns before taxes and payroll deductions. If you clear that first hurdle, the county then figures your net income by subtracting allowed deductions for housing, dependent care, and other qualifying costs. Your net must sit at or below 100% of the Federal Poverty Level, roughly $1,305 a month for one person.3Office of the Law Revision Counsel. 7 USC 2014 – Eligible Households

Good news on the asset side: California does not count savings, checking balances, or vehicles when deciding CalFresh eligibility. Under broad-based categorical eligibility, the state waives the federal resource test, so money in the bank won’t disqualify you.

Who Else Qualifies

You have to live in Contra Costa County and prove it with something like a utility bill or lease. Each household member applying for benefits needs a Social Security number.4California Department of Social Services. Application for CalFresh Benefits

U.S. citizens qualify, as do lawful permanent residents who have been in the country five years or longer, refugees, and asylees. Noncitizens who meet every CalFresh rule except the immigration requirement, including permanent residents still within the five-year window, parolees, and certain abuse victims, can apply instead to the state-funded California Food Assistance Program (CFAP).5California Department of Social Services. Who is Eligible?

A household for CalFresh purposes is everyone who lives together and customarily buys and prepares food together. Spouses and children under 22 who live with a parent are always treated as the same household, even when they cook separately.

College Students

Federal law makes most students enrolled at least half-time in higher education ineligible, which surprises people who otherwise meet every requirement. You can still qualify if you fit one of the common exemptions:6Office of the Law Revision Counsel. 7 USC 2015 – Eligibility Disqualifications

  • Work at least 20 hours per week or take part in federal or state work-study
  • Care for a dependent child under age 6
  • Are a single parent of a child under 12 enrolled full-time
  • Receive CalWORKs
  • Are enrolled through a Workforce Innovation and Opportunity Act program or an employment and training program
  • Are under 18 or age 50 and older

Adults Without Dependents

Able-bodied adults without dependents between 18 and 64 face a stricter rule: without an exemption, they can receive CalFresh for only three months in any three-year period unless they work at least 20 hours a week, earn at least $217.50 a week, or participate in a qualifying training program. Contra Costa is not currently waived from this limit.7California Department of Social Services. CalFresh Work and Community Engagement Requirements

Exemptions protect your benefits if you’re pregnant, caring for a child under 14, unable to work because of a physical or mental health condition, experiencing homelessness tied to a health issue, a victim of domestic violence, or identified as an Indian under the Indian Health Care Improvement Act.

How Much You’ll Receive

The county starts with the maximum allotment for your household size, then subtracts 30% of your net income. For October 2025 through September 2026, the maximum monthly allotments are:8California Department of Social Services. All County Information Notice I-46-25

  • 1 person: $298
  • 2 people: $546
  • 3 people: $785
  • 4 people: $994
  • 5 people: $1,183
  • 6 people: $1,421
  • 7 people: $1,571
  • 8 people: $1,789
  • Each additional person: add $218

Households of one or two always receive at least $24, even when the formula produces less.

Deductions That Raise Your Benefit

Every documented deduction lowers your net income and raises your monthly check. The county applies a standard deduction automatically: $209 for one to three people, $223 for four, $261 for five, and $299 for six or more.

You can also claim 20% of your earned wages, dependent care costs for a child or incapacitated adult, and child support payments to someone outside the household. Medical expenses above $35 a month count for households with a member 60 or older or with a disability. Shelter costs that exceed half your income after other deductions reduce your net further, though households without an elderly or disabled member face a shelter deduction cap of $744 a month. People who skip the housing or childcare deductions because paperwork feels like a hassle routinely end up with smaller benefits than they’re entitled to.

How to Apply in Contra Costa County

The fastest route is BenefitsCal, the statewide online portal. You can complete the application and upload documents from a phone or computer.9BenefitsCal. BenefitsCal

If you’d rather apply in person, EHSD runs offices in Martinez, Richmond, Pleasant Hill, and Antioch where staff can walk you through the form during business hours. You can also mail a completed CF 285 application or call the automated phone line to open your case. Whichever method you use, the county logs the date your application arrives, and that date sets your processing clock and anchors when benefits begin if you’re approved.

What to Have Ready

Gathering documents up front prevents the most common cause of delays. You’ll want:

  • A driver’s license, state ID, or other government photo identification
  • Social Security numbers for everyone applying
  • Proof of your Contra Costa address, like a utility bill or lease
  • Pay stubs covering the past 30 days, plus award letters for Social Security, unemployment, or other unearned income
  • Rent or mortgage statements, childcare receipts, utility bills, and medical expenses for elderly or disabled members
  • Immigration documents for any noncitizen applying

Missing paperwork should not stop you from filing. You can submit the application with just your name, address, and signature to lock in the date, then provide the rest before or during your interview.

What Happens Next

The county has 30 days to make an eligibility decision. During that window you’ll be scheduled for an interview, usually by phone, covering your household, income, and expenses. The decision arrives by mail in a formal Notice of Action. If approved, you’ll receive an EBT card, set a PIN, and benefits will load onto the card each month.10BenefitsCal. Expedited Service

Households in immediate crisis can get benefits on the EBT card within three calendar days of applying.11California Department of Social Services. Expedited Service Entitlement and Application Processing for CalFresh You qualify if any of these fit:

  • Your household’s gross monthly income is under $150 and you have $100 or less in cash and bank accounts
  • Your combined rent and utility costs exceed your combined gross income and cash on hand
  • You’re a migrant or seasonal farmworker with $100 or less in liquid resources

The CF 285 includes expedited screening questions near the top. Answer them even if you’re unsure, because the county is required to check.

What You Can Buy With the EBT Card

CalFresh covers most grocery items: fruits, vegetables, meat, fish, dairy, bread, cereal, snack foods, and non-alcoholic drinks. Seeds and plants that produce food for your household count too. EBT cards work at authorized grocery stores, many corner stores, and participating farmers’ markets around the county. At some markets, programs like Market Match double your CalFresh dollars on fresh produce, so it’s worth asking before you shop.12Food and Nutrition Service. What Can SNAP Buy?

What you cannot buy with CalFresh:

  • Alcohol: beer, wine, and liquor
  • Tobacco and cannabis, including CBD products
  • Hot prepared food, meaning anything hot at the point of sale
  • Vitamins and supplements (anything labeled with “Supplement Facts” rather than “Nutrition Facts”)
  • Non-food items like cleaning supplies, paper products, pet food, hygiene products, and cosmetics

Keeping Your Benefits

CalFresh is not a one-time approval. Roughly halfway through your certification period, the county sends a Semi-Annual Report (SAR 7) asking for current income, address, and household changes. The form must be signed after the first of the month it’s due and returned by the fifth. Miss that window and benefits can be suspended.13California Department of Social Services. SAR 7 Eligibility Status Report – For Cash Aid and CalFresh

Most households are certified for 12 months. Households with an elderly or disabled member may get 24 months, and households made up entirely of elderly or disabled members with no earned income can be certified for up to 36 months. Before your period ends, you submit a renewal application by the 15th of the last month. File late and benefits can lapse, because the county cannot pay beyond the end of the certification period until recertification is complete.

If You’re Denied or Disagree

Every decision arrives in a Notice of Action explaining what the county did and why. You have 90 days from the date on that notice to request a state hearing if you believe it’s wrong, whether that’s a denial, a benefit cut, or a case closure.14California Department of Social Services. State Hearing Requests

You can request a hearing online through the CDSS website, by calling the State Hearings Division at (800) 743-8525, or in writing. Mail written requests to the county office address shown on your Notice of Action or directly to the California Department of Social Services State Hearings Division in Sacramento. Include your name, address, phone number, the county that took the action, and why you believe the decision was wrong.

If you request the hearing before benefits are actually reduced or terminated, you can usually keep receiving your current amount while the hearing is pending. That protection disappears once the change takes effect, so move quickly.
