Cook County commissioners earned a base salary of $99,194 in fiscal year 2025, and that figure rises automatically each year under a formula the board adopted in 2022.1Cook County Government. Why the Salary Goes Up Every Year
Commissioner pay sat at $85,000 for two decades. In May 2022, the board approved a 10% raise that took the base to $93,500 in December of that year. The same ordinance built in a permanent annual adjustment: salaries rise each year by the lesser of 3% or the Chicago-region Consumer Price Index.1Cook County Government. Cook County Annual Appropriation Bill – Volume 2 FY2025 No new vote is required for the yearly bump; the increases continue until the board amends or repeals the ordinance.
That escalator is why the salary has already climbed from $93,500 to $99,194 in a handful of budget cycles. Running the formula forward, the FY2026 figure likely lands north of $102,000, in line with the roughly 20% cumulative increase through FY2026 that fiscal analysts projected when the ordinance passed.
What the Board President Earns
The Board President is a different job: elected countywide, serving as the county’s chief executive, presenting the budget, supervising departments, and making appointments.3Cook County Government. Board of Commissioners The FY2025 adopted budget set the president’s salary at $198,388, roughly double a commissioner’s pay.1Cook County Government. Cook County Annual Appropriation Bill – Volume 2 FY2025 The same automatic cost-of-living formula applies, putting the FY2026 salary at approximately $204,000. The president’s pay had been frozen at $170,000 for twenty years before the 2022 raise.
Health, Dental, Vision, and Life Insurance
Commissioners qualify for the standard county benefits package. Medical coverage comes as either an HMO or a PPO, both with prescription drugs included. Premiums are a share of pre-tax salary, not a flat dollar figure. For 2026, employee-only coverage runs 2.25% of salary for the HMO and 3.25% for the PPO; family coverage runs 4.00% and 5.00%.4Cook County Government. Dental and vision are provided at no cost. The dental PPO carries a $1,500 annual benefit maximum; the dental HMO has no deductible or cap. Vision covers exams and standard lenses at a $0 copay, with frames reimbursed up to $100 and a 20% discount on anything above.4Cook County Government. Cook County 2026 Employee Benefits Overview
The county also pays for group term life insurance equal to one times annual salary, rounded up to the next thousand, capped at $750,000. Commissioners can buy supplemental coverage of one to five times salary, up to $500,000, with higher amounts possibly requiring evidence of insurability.4Cook County Government. Pension Access Depends on When You Were Elected
A lot of outdated information still circulates on this point. Anyone first elected or appointed to a Cook County Board seat after August 26, 2016, is not eligible for the Illinois Municipal Retirement Fund with respect to that position, under Public Act 99-900.5IMRF. Paid Members of Elected Governing Body That means every commissioner elected since 2016 has no county-sponsored pension through the board seat itself, and they have to rely on personal savings, a 457(b) deferred compensation plan if the county offers one, or pension credit earned through other qualifying public employment.
Commissioners who were already in IMRF before the cutoff and have served continuously still participate. For them, vesting takes eight years of service credit, and benefits are calculated at 1⅔% of final earnings for the first 15 years of service and 2% for each year after that, capped at 75% of final earnings.6IMRF. Outside Work and Conflict Rules
The salary is set at a level that assumes full-time attention to the role, but outside employment isn’t flatly banned. The Cook County Ethics Ordinance prohibits commissioners from taking other work that would impair their independent judgment or interfere with their county duties, which gives the Board of Ethics real discretion over what counts.7Cook County. Commissioners also cannot participate in any county decision where they, a spouse, or a dependent has a financial interest different from the general public’s. A conflict must be publicly disclosed in the board’s proceedings and reported to the Board of Ethics within 72 hours. Elected officials are additionally barred from representing anyone other than the county in proceedings before county agencies, and from holding financial interests in county contracts.7Cook County.
