The Cowley County sales tax rate depends on where the sale happens. Cowley County itself levies no county sales tax, so unincorporated areas carry only the 6.5% Kansas state rate. Inside city limits, local taxes push the combined rate higher: 8.5% in Arkansas City and Winfield, 7.5% in Burden and Udall, and 6.5% in Dexter, which has no city tax.
Combined Rates by City

Which City’s Rate Applies to a Delivery
Kansas uses destination-based sourcing. The rate charged is the one for the address where the buyer receives the item, not where the seller is located.11Kansas Department of Revenue. Destination-Based Sourcing Rules for Sales and Compensating Use Tax A store in Winfield shipping furniture to a home in Burden charges 7.5%, not 8.5%. For in-person pickups, the store’s location controls because that is where the buyer takes possession. The same logic covers taxable services: the transaction is sourced to wherever the customer first uses the repaired item.
Use Tax on Out-of-State Purchases
When a Cowley County resident or business buys a taxable item from an out-of-state seller who does not collect Kansas tax, the buyer owes a compensating use tax at the same combined rate that would have applied locally.12Kansas Department of Revenue. Consumers Compensating Use An Arkansas City resident ordering online owes 8.5% use tax if the seller charged nothing. If the seller charged tax but less than the Kansas rate, the buyer owes the difference.
