CSN Residency Form for Nevada In-State Tuition: Options, Deadline, Appeals

The CSN residency form is the NSHE Residency Application the College of Southern Nevada uses to decide whether you pay in-state or out-of-state tuition. To get Nevada residency classification, pick the option on the form that matches your situation, attach a tax transcript and the required Nevada-dated supporting documents, and deliver the packet by mail or in person to the Office of the Registrar by the Friday before the term starts.1College of Southern Nevada. CSN – Residency Information The stakes are real: for 2026–2027, full-time out-of-state students owe an extra $4,775 per semester on top of registration fees.2College of Southern Nevada. Pick the Right Option Before You Fill Anything Out

The form routes you into one of three paths, and the documents you need depend entirely on which path you select. Choose only one.

Option 1 — Exemption from non-resident tuition. Use this if you qualify for a category that bypasses the standard twelve-month residency rule: you graduated from a Nevada high school, you work for NSHE, you relocated to Nevada for full-time employment, or you are military-connected.1College of Southern Nevada. CSN – Residency Information

Option 2 — New students. Use this if you are enrolling at CSN for the first time and have already lived in Nevada for at least twelve months.3University of Nevada, Reno. Nevada System of Higher Education – Residency Form

Option 3 — Reclassification. Use this if you enrolled at CSN as a non-resident and now want to switch to in-state status after living in Nevada for twelve months.

One rule applies across all three: living in Nevada just to attend school does not count. The NSHE Board of Regents defines a resident as someone who has established a lawful home in Nevada for at least twelve consecutive months before the first day of the semester, with the genuine intention of staying permanently.4Nevada System of Higher Education. NSHE Board of Regents Handbook Title 4 Chapter 15 – Regulations for Determining Residency and Tuition Charges If a parent still claims you on their federal tax return, the parent’s residency controls your classification, and that parent must also meet the twelve-month standard.

Documents to Gather Before You Start

CSN will not process incomplete applications, and there are no exceptions.1College of Southern Nevada. CSN – Residency Information Every supporting item must be a photocopy; CSN will not make copies for you, and anything you submit becomes the college’s property.

Most reclassification applicants need:

  • An IRS tax return transcript showing a Nevada address. If you filed an extension, include the extension request with the previous year’s transcript. A plain copy of your return is not a substitute.
  • At least four pieces of evidence, each issued at least twelve months before the first day of the semester. Acceptable items include a Nevada driver’s license, vehicle registration, voter registration, lease agreement, mortgage or deed, utility receipts, employment records, a business or professional license, personal property tax records, Selective Service registration, or bank statements with active local transactions.
  • Utility statements reflecting twelve consecutive months of payments, and bank statements showing local transactions over the past twelve months with your name and a Nevada address.

Students under 24 who claim financial independence need one more document: a copy of a parent or legal guardian’s federal tax return or IRS transcript for the most recent tax year, showing the student was not claimed as a dependent.5Nevada System of Higher Education. How to Fill Out the Form

Download the NSHE Residency Application from the CSN website or pick one up at the Office of the Registrar. The first page asks for your name, date of birth, NSHE ID number, email, phone, current address, and the semester you are applying for. Sign and date the bottom.3University of Nevada, Reno. Nevada System of Higher Education – Residency Form Then move to the section matching the option you selected.

Option 1 Documentation

If you moved to Nevada for a job, attach a Nevada driver’s license (or vehicle or voter registration), a letter on company letterhead confirming full-time status, and a recent pay stub or active business license. Military applicants attach a copy of current orders.1College of Southern Nevada. CSN – Residency Information

Option 2 Documentation

Complete Part A with your tax documentation and at least one item issued twelve or more months before the semester starts (driver’s license, lease, vehicle registration, or voter registration). Non-U.S. citizens also complete Part B with proof of lawful presence: a permanent immigrant visa, alien resident card, I-94, or applicable visa documentation.3University of Nevada, Reno. Nevada System of Higher Education – Residency Form

Option 3 Documentation

Reclassification has four categories you complete in sequence:

  • Category 1 — Sign a written declaration relinquishing residency in any other state and declaring Nevada your permanent home.
  • Category 2 — Submit tax returns or transcripts showing a Nevada address. Students under 24 include parent or guardian tax records proving the student was not claimed as a dependent.
  • Category 3 — List every physical address where you lived during the past twelve months, then attach no fewer than four pieces of documentation issued at least twelve months before the semester starts.
  • Category 4 — Non-U.S. citizens attach the same lawful-presence documents listed under Option 2’s Part B.

Reclassification is where most applicants fail. The four-document minimum is strict, and the original issue date is what matters. A driver’s license renewed six months ago does not satisfy the twelve-month rule if the underlying license was first issued more recently than a year before the semester.

How to Submit the Packet

CSN accepts the residency application only two ways: hand-delivery or U.S. mail. Fax and email are rejected because of security concerns around personal information.1College of Southern Nevada. CSN – Residency Information Sending by the wrong method means your application is not processed at all.

For hand-delivery, bring the completed form and photocopies to the Office of the Registrar. The main campus is at 6375 W. Charleston Blvd., Las Vegas, NV 89146. If the deadline falls on a weekend or holiday, deliver in person by the last business day before the due date.

For mail, send the packet to the Office of the Registrar at the same Charleston campus address. Mailed applications must be postmarked by the deadline.1College of Southern Nevada. CSN – Residency Information Use certified mail or a tracked service so you can prove the postmark later.

The Deadline and What Happens If You Miss It

The last day to apply for in-state residency for any term is the Friday before the term starts, and that applies to fall, spring, and summer equally.1College of Southern Nevada. CSN – Residency Information The NSHE form itself references the second Friday before the start of the term as the standard across all NSHE institutions, so CSN’s cutoff may be slightly more generous, but do not count on it.3University of Nevada, Reno. Nevada System of Higher Education – Residency Form

Miss the deadline and your application rolls forward to the next semester. There is no retroactive reclassification. Once a term ends, you cannot recover the tuition difference for that semester, which means a missed deadline can cost you the full non-resident surcharge for an entire term.

Military, Veteran, and Non-Citizen Specifics

Active-duty service members stationed in Nevada under military orders, along with their spouses and dependents, qualify for in-state tuition without waiting twelve months. Attach a copy of current orders.1College of Southern Nevada. CSN – Residency Information Veterans honorably discharged while stationed in Nevada, or Nevada residents before a permanent change of station who return within one year of leaving the service, also qualify.6Nevada System of Higher Education. Veterans, Spouses, Dependents Form for Determining Tuition Military-connected applicants select Option 1 and may need to complete the separate NSHE Veterans Tuition Information Form, posted on CSN’s website alongside the residency application.

A federal rule under Section 702 of the Veterans Choice Act also requires in-state rates for qualifying veterans who served at least 90 days of active duty after September 10, 2001, and for spouses and children using transferred Post-9/11 GI Bill benefits or the Fry Scholarship, as long as they live in Nevada when classes begin and stay continuously enrolled.7Veterans Affairs. In-State Tuition Rates Under The Veterans Choice Act

DACA recipients who have lived in Nevada for at least twelve months can qualify for resident tuition under a 2023 Nevada law. Non-citizen applicants complete the citizenship sections on the NSHE form (Part B for new students, Category 4 for reclassification) and attach proof of lawful presence.3University of Nevada, Reno. If Your Application Is Denied

You have 30 days from the denial decision to file a residency appeal. Download the Residency Appeal Form from CSN’s website, attach any additional supporting documents, and submit the packet. Appeals, unlike the initial application, may be emailed to residency@csn.edu, though fax is still not accepted.8College of Southern Nevada. CSN Residency Appeal Form

The Residency Appeals Committee reviews only exceptional cases where a strict reading of the regulations produces an unreasonable result, and its decision is final.1College of Southern Nevada. CSN – Residency Information If denied again, you can reapply for reclassification in a future semester, but only if the facts of your residency have substantially changed and you can document the change clearly.

Mistakes That Sink Applications

  • Sending the form by email or fax. CSN rejects both. Mail it or walk it in.
  • Submitting originals instead of photocopies. CSN keeps everything you submit.
  • Fewer than four pieces of evidence on an Option 3 application. Three strong documents and one missing one still means rejection.
  • Documents with the wrong date range. Every item must clearly predate the first day of the semester by a full year.
  • A tax return in place of an IRS transcript. The transcript is required.
  • Missing parent tax records when a student under 24 claims financial independence. This triggers automatic rejection.

Approved reclassifications appear in your MyCSN portal as an updated tuition balance for the upcoming term. If you already paid non-resident tuition for a future semester and then get approved, the out-of-state portion can be refunded for that term, but not for any semester already completed.
