A standard three-year renewal of Connecticut car registration fees for a non-electric passenger vehicle now runs at least $169 in state DMV charges, before any local property tax you may owe. The biggest recent change is the Passport to the Parks surcharge, which climbed from $15 to $24 on July 1, 2025.1CT.gov. DMV Fees A brand-new car with a lien and new plates lands closer to $224, and that still doesn’t count your town’s motor vehicle property tax.
What a Standard Three-Year Renewal Costs
Connecticut moved from a two-year to a two- or three-year registration period at the DMV commissioner’s discretion effective January 1, 2020.2Justia. Connecticut Code 14-22 – Expiration and Renewal Most standard passenger renewals now run on the three-year cycle, and the fees on your bill reflect that longer period.
For a passenger car you already own, the minimum charges are:
- Base registration: $1203Justia. Connecticut Code 14-49 – Fees for Miscellaneous Registration and Other Fees
- Clean Air Act fee: $154FindLaw. Connecticut Code 14-49b – Federal Clean Air Act Fee, Passport to the Parks Fee
- Passport to the Parks: $241CT.gov. DMV Fees
- Administrative fee: $101CT.gov. DMV Fees
That’s $169. The Passport to the Parks fee covers free entry to Connecticut state parks and forests for the length of your registration. Drivers who renewed before July 1, 2025 locked in the earlier $15 rate for their current period; everyone renewing after that date pays $24.4FindLaw. What a New Vehicle Costs
Registering a car for the first time adds several line items on top of the $169. Expect a $25 title fee, $5 for plates, and a $15 greenhouse gas reduction fee that applies to vehicles with a manufacturer’s certificate of origin.5Connecticut General Assembly. Connecticut Code 22a-201c – Greenhouse Gas Reduction Fee1CT.gov. DMV Fees If the vehicle is financed, add $10 for the lien recording. A financed new car can run $224 or more before you factor in anything your town assesses.
One charge catches new-car buyers off guard: a $40 emissions exemption fee on vehicles four years old or newer that qualify for an emissions testing exemption.1CT.gov. DMV Fees You pay it even though the car is too new to need the test.
On a used-vehicle renewal, the greenhouse gas fee is $7.50 for the three-year period.6FindLaw. Connecticut Code 22a-201c – Greenhouse Gas Reduction Fee The DMV fee schedule describes this charge as applying to vehicles with a certificate of origin, so if you’ve owned the car for years, it may not appear on your renewal bill at all.1CT.gov. A Shorter Option for Drivers 65 and Older
Drivers age 65 and older can choose a one-year renewal instead of the full three-year term.3Justia. Connecticut Code 14-49 – Fees for Miscellaneous Registration and Other Fees The upfront cost is lower, and the surcharges adjust downward for the shorter period. It’s a useful option on a fixed income or if you expect to sell the vehicle within a year or two.
Electric Vehicle Fees
Connecticut’s DMV fee schedule lists the electric passenger vehicle registration fee at $120 for three years, the same base rate as a gas car.1CT.gov. DMV Fees The U.S. Department of Energy’s Alternative Fuels Data Center has separately described a reduced $57 triennial fee for EVs,7Alternative Fuels Data Center. Reduced Registration Fee for Electric Vehicles so you may see conflicting numbers depending on your source. Check your renewal notice for the amount actually billed.
EVs don’t pay the $15 Clean Air Act fee, which saves them that amount compared to a gas vehicle.1CT.gov. DMV Fees The Passport to the Parks fee and the $10 administrative fee still apply.
Emissions Testing Costs
Connecticut requires an emissions test before you can renew. The test costs $20, paid directly to the authorized testing center rather than bundled into your DMV bill.8CT Emissions. Fees and Penalties
Miss the schedule and the costs stack. A $20 late fee applies if you go more than 30 consecutive calendar days past the due date, and a separate $20 late fee applies if you miss your free retest window by more than 60 days.8CT Emissions. Fees and Penalties The DMV bills those late fees separately. More consequentially, skipping the test blocks your registration renewal entirely and can lead to a traffic infraction if you’re stopped.
Vanity and Specialty Plates
Custom plates can add substantially to your bill. New vanity plates supporting causes like wildlife conservation, cancer research, or the Hartford Whalers typically run $139 to $159. Veteran and Gold Star Family plates cost $69 to $96.50. Off-the-shelf commemorative plates without custom lettering generally run $50 to $70. Some plates, such as UConn plates, carry an ongoing $55 renewal surcharge on top of your regular fees.9Connecticut Department of Motor Vehicles. Get Special and Vanity DMV Plates
Replacement plates cost $25, or $5 if you file a police report for stolen plates.10Department of Motor Vehicles. Replace Your License Plate
Property Tax Holds That Block Renewal
The DMV will not process your renewal if you have unpaid municipal property taxes, outstanding emissions requirements, or insurance compliance problems.11Connecticut Department of Motor Vehicles. Renew Your Vehicle Registration Your town assesses motor vehicle property tax based on the vehicles registered to your address as of October 1 each year. If you owe the town money, the DMV cannot clear your renewal until the town releases the hold.
This surprises people regularly. You might budget for the DMV fees and then find out at renewal time that you owe a couple hundred dollars in property tax you’d forgotten about. The DMV won’t tell you the amount or collect it. You have to contact your local tax collector’s office, pay what’s owed, wait for the hold to clear, and then try the renewal again.
Late Renewal: Fine Plus $25 Late Fee
Operating or parking a vehicle with an expired registration is an infraction under Connecticut law. If the registration expired within the past 30 days, the fine is set at the infraction rate for failure to renew; beyond 30 days, penalties escalate.12Justia. Connecticut Code 14-12 – Motor Vehicle Registration Requirements
The DMV also adds a $25 administrative late fee for renewals processed after expiration.1CT.gov. DMV Fees That’s on top of any ticket you may have already received.
Canceling a Registration You No Longer Need
If you sell a vehicle, move out of state, or stop driving a car, cancel the registration promptly. Cancellation is free and can be done online, by mail, or in person, and you don’t need to return the plates; you can discard them yourself.13CT.gov. Cancel Your Registration and Plates
The reason this matters is property tax. If the registration stays active, the vehicle remains on your town’s tax rolls as of the October 1 assessment date, and you’ll owe tax on a car you no longer use. Once you cancel, the vehicle drops off the list the town receives from the DMV.13CT.gov. Cancel Your Registration and Plates If you’ve already paid for a registration period you won’t fully use, you can request a prorated refund during the online cancellation process or by mailing Form F-82 to the DMV.
