The Connecticut e-bike rebate is a pre-purchase voucher worth $500 for any eligible resident and up to $1,250 for residents who meet income or geographic criteria, issued through the state’s CHEAPR eBike Incentive Program. You apply during a limited open round, and if selected you redeem the voucher as a point-of-sale discount at a participating Connecticut retailer. Both funding rounds released so far have closed; the program is authorized through June 30, 2027, and future rounds are expected.1Justia. How Much the Voucher Is Worth
Two incentive levels are available, and they stack:
- Standard Voucher of $500, available to any eligible Connecticut resident.
- Voucher+ of an additional $750 on top of the Standard Voucher, for a combined $1,250, reserved for residents who meet income or geographic qualifications.
The discount is applied at checkout by a participating retailer, so you don’t pay the full price up front and wait for a reimbursement.2Connecticut Department of Energy & Environmental Protection. CHEAPR – eBikes
Who Qualifies
Every applicant must be a Connecticut resident and at least 18 years old to receive the Standard Voucher. The authorizing statute, C.G.S. ยง 22a-202(e), sets a floor of $500 per voucher and directs the program to prioritize residents facing the greatest air quality and economic burdens.1Justia. Connecticut Code 22a-202 – Connecticut Hydrogen and Electric Automobile Purchase Rebate Program
To qualify for the extra $750 Voucher+ amount, you need to meet any one of these criteria:
- You participate in a qualifying income-based program such as SNAP, LIHEAP, or Head Start.
- Your household income is at or below 300 percent of the Federal Poverty Level.
- You live in a census block group designated as an Environmental Justice community by DEEP.
- You live in a municipality classified as distressed by the Connecticut Department of Economic and Community Development.
Only one criterion is required. DEEP verifies eligibility through documents submitted with your application, such as a benefit award letter or proof of address in a qualifying area.2Connecticut Department of Energy & Environmental Protection. CHEAPR – eBikes
Which E-Bikes the Voucher Can Be Used For
Not every e-bike qualifies. DEEP keeps an Eligible eBike List, and a model must meet all three of these to appear on it:
- Manufacturer’s suggested retail price under $3,000. The cap is in the statute and runs through June 30, 2027.1Justia. Connecticut Code 22a-202 – Connecticut Hydrogen and Electric Automobile Purchase Rebate Program
- Active UL 2849 or EN 15194 certification for the battery and electrical components.
- At least a one-year manufacturer warranty covering the frame and components.
Check the Eligible eBike List on the DEEP site before you shop. If the model you want isn’t on it, the voucher can’t be used for that purchase even if the bike seems to match the general specs.2Connecticut Department of Energy & Environmental Protection. CHEAPR – eBikes
How to Apply
This is where the CHEAPR e-bike program differs from most rebates: you apply and receive the voucher before you buy. Purchase first and there is no reimbursement path.
Submit an Application During an Open Round
The state releases funding in rounds with short application windows. When a round opens, you submit an electronic application through the eBike Incentive Program platform. The form collects your identity and residency, plus income or geographic documentation if you are seeking Voucher+. Round 2 was open for only 14 days, so the safest way to catch the next window is to join the DEEP eBike mailing list for advance notice.2Connecticut Department of Energy & Environmental Protection. Lottery Tiers Decide Who Gets Funded
Demand usually exceeds the funding available, so applications are sorted into three tiers and funded in order:
- Tier 1, funded first: applicants in a qualifying income program or with household income below 300 percent of the Federal Poverty Level.
- Tier 2: applicants in an Environmental Justice community or Distressed Municipality who do not meet Tier 1 income criteria.
- Tier 3: all other eligible Connecticut residents applying for the Standard Voucher.
Tier 1 is funded first, then Tier 2, then Tier 3, until the round’s allocation runs out. If a tier has more applicants than remaining funds, a lottery decides who within that tier receives a voucher. Not everyone who applies will get one.2Connecticut Department of Energy & Environmental Protection. CHEAPR – eBikes
Redeem at a Participating Connecticut Retailer
If you receive a voucher, you have 240 days to use it. Redemption has to happen at a participating brick-and-mortar retailer located in Connecticut. Online-only purchases and out-of-state shops do not qualify. DEEP publishes the list of enrolled retailers and adds new ones on a rolling basis.2Connecticut Department of Energy & Environmental Protection. CHEAPR – eBikes
Current Status of Funding Rounds
Round 1 and Round 2 have both closed. No Round 3 has been announced as of this writing, but the program’s statutory authorization runs through June 30, 2027, so additional rounds are expected.1Justia. Connecticut Code 22a-202 – Connecticut Hydrogen and Electric Automobile Purchase Rebate Program
One important restriction: if you received a voucher in a previous round, you are not eligible for the next one. The program limits each resident to one voucher across consecutive rounds.2Connecticut Department of Energy & Environmental Protection. CHEAPR – eBikes
The practical move is to sign up for the DEEP eBike Incentive Program mailing list now. Rounds open and close fast, and the tiered lottery means income-qualified residents have the best odds but still need to apply within the window.
