CT Paid Leave and Short-Term Disability: Coordination, Eligibility, and Filing

In Connecticut, Paid Leave and short-term disability can pay you at the same time for the same absence, but the combined amount is capped at 100% of your regular wages, and most employer STD policies reduce what they pay by whatever you collect from the state program. The two are built differently: CT Paid Leave is a state-run income replacement benefit funded by employee payroll contributions, while short-term disability is a private insurance policy that some Connecticut employers choose to offer. Neither replaces the other, and for most workers with access to both, the sensible move is to apply to both concurrently.

How the Two Programs Coordinate

There is no statute in Connecticut that dictates which benefit pays first when a worker is eligible for both. The order depends entirely on the language of the employer’s STD policy.1CT Paid Leave. Frequently Asked Questions

Most employer STD plans contain an offset provision. That provision reduces the STD payment by the amount the employee receives from CT Paid Leave, so in practice the STD plan often tops up the state benefit rather than paying its full scheduled amount on top of it. The combined payments cannot exceed 100% of the worker’s regular wages.1CT Paid Leave. Frequently Asked Questions2MetLife. Connecticut Paid Family and Medical Leave

Individually purchased STD policies are treated differently. If you bought the policy on your own rather than receiving it through an employer, it is not considered an employer-provided benefit and does not reduce your CT Paid Leave payment.1CT Paid Leave. Frequently Asked Questions

The practical takeaway: read your STD plan documents or call your benefits administrator before you file. The offset language is where your actual take-home number lives.

What Each Program Pays, and for How Long

CT Paid Leave replaces 95% of your average weekly wage up to 40 times the state minimum wage, then 60% of earnings above that threshold. As of January 1, 2026, the 95% tier runs up to $677.60 per week, and the overall weekly benefit is capped at $1,016.40.3CT Paid Leave. Before You Apply4Prudential. CT 2026 Updates Your average weekly wage is calculated as one twenty-sixth of earnings from the two highest-earning quarters of the base period.

Benefits run up to 12 weeks in a rolling 12-month period for most qualifying reasons. Workers incapacitated during pregnancy can receive an additional two weeks, for a total of up to 14 weeks. Military caregiver leave extends to 26 weeks, but only 12 of those are paid by the state program.5CT Paid Leave. How CT Paid Leave Works

Employer STD plans vary, but a typical plan replaces up to 60% of salary and covers up to 26 weeks of disability.6Care Compass CT. Short-Term Disability STD covers only your own disabling condition. Why Keep STD If CT Paid Leave Already Exists

If your employer offers STD, dropping it because the state now pays benefits can leave real gaps. Four of them matter most.

Duration past 12 weeks. CT Paid Leave stops at 12 weeks per rolling 12-month period. If your disability runs longer, STD can continue paying through its own benefit period, often out to 26 weeks.8OneDigital. Why Should a Connecticut Employer Offer STD Coverage After CT Paid Leave

Higher income replacement for higher earners. The state benefit is capped at $1,016.40 per week. If you earn well above that, STD can supplement the state payment and bring your total closer to your normal wages, up to the 100% ceiling.9The Hartford. Short Term Disability and CT PFML

The 12-week state pool is shared across reasons. Your 12 weeks of CT Paid Leave covers everything combined. A worker who spends 12 weeks caring for a parent has no state benefits left if they later get sick in the same benefit year. STD, which only pays for your own disability, isn’t reduced by whatever family leave you used earlier.9The Hartford. Short Term Disability and CT PFML

Bridge to long-term disability. Many long-term disability policies require the worker to receive STD benefits for a full elimination period, often six months, before LTD begins. Relying only on CT Paid Leave and never filing an STD claim can disqualify you from LTD coverage later.10CT Paid Leave. 2025 Annual Report

Pregnancy and Childbirth

Childbirth is the overlap scenario most workers encounter. CT Paid Leave treats recovery from delivery as medical leave and bonding with the newborn as family leave, and the 12-week entitlement (up to 14 with the pregnancy incapacity extension) can cover both.11CT Paid Leave. Employee Fact Sheet

Most employer STD plans classify the physical recovery period as a disability, typically six to eight weeks after a vaginal delivery and longer after a cesarean. During those recovery weeks, you can collect from both programs at once, subject to the 100% cap. When STD ends, CT Paid Leave can continue for bonding time. Different Programs, Different Eligibility Tests

CT Paid Leave requires a “serious health condition,” which generally means inpatient care or continuing treatment by a health care provider. STD policies typically define “disability” as being unable to perform the material duties of your regular occupation. The definitions overlap but do not match. A condition can qualify as a serious health condition without meeting an STD policy’s disability standard, and the reverse happens too.

CT Paid Leave claims are reviewed by the Authority’s claims administrator, Aflac. STD claims are reviewed by the employer’s insurance carrier under the terms of the policy. Because the two decisions are independent, workers should submit both applications at the same time rather than waiting for one approval before starting the other.13CT Paid Leave. Claims

To qualify for CT Paid Leave, you need at least $2,325 in earnings during the highest-earning quarter of your base period and must either currently work for a covered Connecticut employer or have worked for one within the 12 weeks before your leave.14CT Paid Leave. Coverage and Eligibility There is no hours threshold. STD eligibility depends on the policy; waiting periods, elimination periods, and pre-existing condition exclusions are set by the insurer.

CT Paid Leave Does Not Protect Your Job

This surprises many first-time applicants. CT Paid Leave only replaces income. It gives you no right to return to your position after the leave ends.15CT Paid Leave. CT Paid Leave and FMLA

Reinstatement rights come from a separate law. Under the Connecticut Family and Medical Leave Act, workers who have been employed for at least three months can return to the same or an equivalent job after a qualifying leave, and the law covers most employers with one or more employees in Connecticut. The federal FMLA offers similar rights but requires 12 months of employment, 1,250 hours worked in the prior year, and an employer with at least 50 employees within 75 miles.16Connecticut Department of Labor. Apply to your employer for FMLA job protection and to the CT Paid Leave Authority for benefits as two separate requests. STD, likewise, carries no reinstatement right of its own; the policy pays benefits, nothing more.

How to File

Apply for CT Paid Leave through the Authority’s online portal at ctpaidleave.org or by calling Aflac at (877) 499-8606. For foreseeable leave, the Authority recommends filing 30 days in advance. Claims filed more than 45 days after the leave start date must include an explanation of good cause for the delay.3CT Paid Leave. Before You Apply

You’ll need identity verification (a color copy of a driver’s license or state ID), an employment verification form that your employer must complete within 10 days, and leave-specific supporting documents such as a medical certification, which has to be returned within 15 days. Health care providers cannot charge a fee to fill out CT Paid Leave certification forms.18CT Paid Leave. Application Document Checklist

Once all documentation is in, Aflac generally issues a decision within five business days. Approved benefits are paid every Tuesday, with direct deposits usually arriving within about 48 hours.19CT Paid Leave. After You Apply

File your STD claim through your employer’s benefits office or directly with the insurance carrier at the same time. The STD carrier will ask for its own medical documentation. Because the two reviews run on separate tracks and apply different definitions, waiting on one before starting the other usually just delays your pay.

If CT Paid Leave denies the claim, you can file for reconsideration within 10 calendar days of the denial, and a response typically comes within 15 calendar days. A formal appeal can be filed with the Connecticut Department of Labor within 21 calendar days of the decision, and most appeals are resolved on the written record. The Department of Labor does not handle STD disputes; those go through the insurer’s own appeal process as set out in the policy.19CT Paid Leave. After You Apply20Connecticut Department of Labor.
