CT Tax Refund Delayed? Holds, Offsets, and Interest Owed

If your CT tax refund is delayed, the most likely explanation is that the Department of Revenue Services (DRS) is running your return through its Refund Protection Program, an anti-fraud screen that holds electronically filed returns for manual review when they match certain risk patterns.1Connecticut State Department of Revenue Services. Refund Protection Program Paper returns take longer on their own: DRS estimates 10 to 12 weeks to process them during filing season.2Connecticut State Department of Revenue Services. Other Helpful Information Beyond those two systemwide bottlenecks, individual returns get stalled by data mismatches, EITC claims, or debts you owe to other agencies.

How Long a Connecticut Refund Should Take

E-filed returns move fastest, but even those pass through the fraud screen before any money goes out. Paper returns run 10 to 12 weeks during filing season, and your refund will not appear in the online tracking tool until processing is complete.3Connecticut State Department of Revenue Services. Status of Your Income Tax Refund DRS also reserves the right to send a paper check on any refund, even one you asked to receive by direct deposit. First-time filers and anyone whose return was flagged are more likely to see a mailed check.

Check Your Status First

Before assuming something is wrong, look up where your return actually stands. The DRS tracker lives inside myconneCT, the same portal used to file and pay.4Connecticut State Department of Revenue Services. myconneCT From the welcome page, choose the “Where’s my Refund?” link on the Individuals panel.3Connecticut State Department of Revenue Services. You will need three things: the primary Social Security number on the return (if you filed jointly and your spouse’s number appears first, use that one), the tax year, and the exact whole-dollar refund amount from your CT-1040. No cents.3Connecticut State Department of Revenue Services. Status of Your Income Tax Refund

The tool returns one of four statuses. “Received” means DRS has the return but has not started on it. “Processing” means review is underway. “Held” means something has paused the refund and action may be needed. “Issued” means payment has been sent; allow several business days for direct deposit to clear or a check to arrive.

Why Individual Returns Get Held

Even when the overall system is moving, a particular return can stop for specific reasons.

Fraud and Identity Theft Flags

The Refund Protection Program pauses returns when personal data does not match DRS records, when the refund amount is significantly different from prior years, or when claimed credits change abruptly. These are hallmarks of fraudulent filings, so DRS holds the refund until identity is verified.1Connecticut State Department of Revenue Services. Data Mismatches and Missing Information

A math error, numbers that do not match what your employer or financial institution reported to the state, or a missing W-2 or 1099 will each stall processing. Filing before your employer has transmitted wage data to DRS is a common trigger. When the state’s cross-check against federal information fails to reconcile, the return moves into a manual review queue.

Earned Income Tax Credit Claims

Returns claiming the Connecticut Earned Income Tax Credit must include Schedule CT-EITC, and only full-year Connecticut residents qualify.2Connecticut State Department of Revenue Services. Other Helpful Information Because the credit is refundable, it increases the refund and can look anomalous to the fraud screen. The federal PATH Act also prevents the IRS from releasing refunds to EITC filers before mid-February, which can push the state refund back if Connecticut is waiting on federal verification data.

What to Do If Your Status Says “Held”

Wait for a letter before taking action. DRS mails a written notice explaining the reason for the hold and what you need to do. In most cases the notice points you to an online identity verification process on the Refund Protection Program page, where you answer knowledge-based authentication questions only the real taxpayer should be able to answer. You need the notice in hand to start.1Connecticut State Department of Revenue Services. Refund Protection Program

If DRS wants documents instead, the notice spells out exactly what to send. Respond quickly; a slow reply extends the hold. Once DRS clears the review, the refund usually processes within a few more weeks.

If more than 12 weeks have passed since you filed and no notice has arrived, call DRS at 860-297-5962, or 800-382-9463 if you are in Connecticut outside the Greater Hartford area.3Connecticut State Department of Revenue Services. Status of Your Income Tax Refund

When Your Refund Was Taken, Not Delayed

Sometimes the money arrived somewhere else. Under the Treasury Offset Program, DRS is required by law to intercept refunds and apply them to debts owed to other state agencies or to the federal government, including the IRS and past-due child support.5Connecticut State Department of Revenue Services. If this happens, DRS sends written notice showing the original refund amount, how much was redirected, which agency received it, and how to contact that agency. For past-due Connecticut income tax specifically, DRS first sends a certified Notice of Intent to Offset; you then have 60 days from that notice to pay in full or request a review.5Connecticut State Department of Revenue Services. If you filed jointly and only your spouse owes the debt, you can request nonobligated spouse relief to protect your share of the refund. Make the request when you file the return.

Interest If DRS Takes Too Long

Connecticut law pays interest on refunds the state sits on. Under Section 12-732, interest accrues at two-thirds of one percent per month, starting on the 90th day after DRS receives a complete return and running until DRS notifies you the refund is due. A complete return includes your name, address, Social Security number, signature, and enough information for DRS to verify the tax.6Justia. Connecticut Code 12-732 – Refunds The rate works out to roughly 8 percent per year.

If DRS Reduced or Denied Your Refund

A smaller refund than you expected, or a denial, triggers a different process than a simple delay. You can start informally by asking to speak with the manager or supervisor who reviewed your return. DRS then issues a formal notice of assessment or a notice of proposed disallowance showing any adjustments.

If you disagree, you have 60 days from the date of that notice to file a written protest with the DRS Appellate Division. An appellate officer reviews the case and issues a final determination letter. From there, you have one month to appeal to Superior Court in the New Britain Judicial District.

The 60-day protest window is firm. Miss it and the notice becomes final, closing off the administrative challenge. If you are considering a protest, pull together the return as filed, all supporting W-2s and 1099s, and the DRS notice before you start.
