CZ firearms can be owned legally in California, but the state narrows your choices sharply: only a few hammer-fired CZ 75 pistols currently sit on the handgun roster for over-the-counter sale, CZ rifles such as the Scorpion EVO 3 and Bren 2 must be reconfigured before they leave the shop, and popular off-roster pistols like the P-10 and Shadow 2 can be acquired only through specific legal channels. Here is what qualifies as CZ California compliant, how to make a non-compliant CZ compliant, and how to lawfully obtain the models dealers can’t sell new.
Which CZ Pistols Are On The California Roster
California bars dealers from selling any semiautomatic pistol that fails the state’s “unsafe handgun” tests under Penal Code Section 31910. A pistol has to pass firing and drop-safety testing and carry a manually operated safety; since July 2022, any newly listed centerfire semiauto also needs a chamber load indicator and, if it takes a detachable magazine, a magazine disconnect that stops the gun from firing with the magazine removed.1California Legislative Information. California Penal Code 31910 – Unsafe Handgun and Related Definitions
The CZ models still available through California dealers all come from the hammer-fired CZ 75 family and were tested and listed before those added requirements took effect. The CZ 75 B, the CZ 75 SP-01, and compact variants like the CZ 75 P-01 and CZ 75 PCR have held their roster slots. Each listing is tied to a specific SKU, so the finish, barrel length, and features have to match the version that was originally tested. A black polycoat CZ 75 B is a different roster entry than the stainless version, and only the exact listed variants can be sold at retail.
Modern striker-fired CZ designs — the P-10 series is the clearest example — never make it onto the roster. They lack the manual safety, chamber load indicator, and magazine disconnect the state requires, and CZ-USA has not built a California-specific variant.
The roster is also shrinking. A 2023 change requires three older roster pistols to be removed for every new one added, starting with the oldest listings.1California Legislative Information. California Penal Code 31910 – Unsafe Handgun and Related Definitions CZ models that are listed today could come off the list later. Treat availability as a window, not a guarantee.
One point worth clearing up: microstamping is not currently blocking CZ pistols from the roster. SB 452 removed microstamping from the Section 31910 roster requirements in 2023. A separate dealer-sale microstamping requirement is scheduled for January 1, 2028, but only takes effect after the DOJ confirms the technology is viable and commercially available.2State of California – Department of Justice – Office of the Attorney General. Making CZ Rifles California Compliant
The Scorpion EVO 3 S1 Carbine and the Bren 2 are semiautomatic centerfire rifles, which puts them inside California’s assault weapon definition in Penal Code Section 30515. A semiautomatic centerfire rifle without a fixed magazine becomes an assault weapon if it has any one of these features: a pistol grip that protrudes below the action, a thumbhole stock, a folding or telescoping stock, a flash suppressor, or a forward pistol grip. It also qualifies if it has a fixed magazine that holds more than ten rounds, or if its overall length is under 30 inches.3California Legislative Information. California Penal Code PEN 30515 – Assault Weapons and .50 BMG Rifles
California CZ rifle owners pick one of two paths.
Featureless Configuration
The featureless route removes or replaces every feature on the Section 30515 list. On a Scorpion, that usually means installing a fin grip in place of the standard pistol grip, pinning the folding stock into a permanently fixed position, and swapping any flash hider for a muzzle brake or thread protector. The rifle keeps its standard detachable magazine, loaded to no more than ten rounds, and you reload normally. The cost is ergonomics: fin grips feel awkward, and a pinned stock can’t be adjusted for length of pull.
Fixed Magazine Configuration
The fixed-magazine route keeps the ergonomic features but locks the magazine so it can only be removed by separating the upper and lower receivers or performing an equivalent action disassembly. Devices like the CompMag or AR MagLock do this on AR-platform rifles, and similar solutions exist for the Scorpion and Bren. You keep the pistol grip, adjustable stock, and flash suppressor, but reloading becomes slower.3California Legislative Information. California Penal Code PEN 30515 – Assault Weapons and .50 BMG Rifles
Most California dealers sell CZ rifles pre-configured one way or the other. Buying a pre-built compliant rifle is the simplest path. If you modify one yourself, check every feature against the Section 30515 list before taking the rifle outside your home. Getting even one element wrong exposes you to felony assault weapon charges.
Buying An Off-Roster CZ Handgun Legally
A CZ P-10 C, a Shadow 2, or any other unlisted variant can’t be sold new by a California dealer. Three legal pathways still get one into your hands.
Private Party Transfer
Penal Code Section 32110(a) exempts private party transfers from the roster requirement.4California Legislative Information. California Penal Code PEN 32110 – Exemptions to Firearm Provisions If another California resident already owns an off-roster CZ, they can sell it to you, but the transaction has to run through a licensed dealer who processes the background check and holds the firearm for the ten-day waiting period.5California Legislative Information. California Penal Code PEN 27545 – Private Party Transfers Expect to pay the DROS fee plus a separate dealer processing fee on top of the purchase price. Off-roster CZ handguns in the private market often sell well above their out-of-state retail.
Law Enforcement Resale
Sworn peace officers at qualifying agencies can purchase off-roster handguns under Penal Code Section 32000(b), provided they meet training and qualification requirements.6California Legislative Information. California Penal Code PEN 32000 – Unsafe Handguns Officers who later resell those handguns through private party transfers are a primary source of off-roster CZ inventory for civilians.
Intra-Familial Transfer
A parent, grandparent, or child who lives outside California can give you an off-roster CZ through an intra-familial transfer. You must report the transfer to the DOJ within 30 days using the Report of Operation of Law or Intra-Familial Firearm Transaction form (BOF 4544A), along with a $19 processing fee.7California Department of Justice. Report of Operation of Law or Intra-Familial Firearm Transaction You still need a valid Firearm Safety Certificate before taking possession, and the handgun has to comply with California’s magazine capacity limits no matter how the sender’s state regulates magazines.
None of these pathways allows a straw purchase, where someone buys the firearm on your behalf because you can’t legally acquire it yourself. Federal law treats straw purchasing as a standalone offense under 18 U.S.C. § 932, carrying up to 15 years in prison and a $250,000 fine, rising to 25 years if the firearm is later used in a violent crime or drug trafficking.8Bureau of Alcohol, Tobacco, Firearms and Explosives. What Every CZ Buyer Must Do At The Counter
Whether you’re picking up a rostered CZ 75, a configured Scorpion, or an off-roster pistol through a private party transfer, the same baseline requirements apply.
- You must be at least 21 to purchase any firearm in California, including a semiautomatic centerfire rifle, unless you qualify for a law enforcement or military exemption.9State of California – Department of Justice – Office of the Attorney General. Overview of Key California Firearms Laws
- You need a valid Firearm Safety Certificate before taking possession. The test costs $25 through a DOJ-certified instructor, and that fee covers two attempts.10State of California – Department of Justice – Office of the Attorney General. Firearm Safety Certificate Program FAQs
- Every transaction requires a Dealer Record of Sale. The current DROS fee is $31.19, covering one or more firearms transferred to the same person at the same time.11New York Codes, Rules and Regulations. 11 CCR 4001 – DROS Fees
- After the dealer submits your paperwork, you cannot take possession until the DOJ completes a background check and at least ten days have passed. If the DOJ requests corrections or additional fees, the ten-day clock restarts.12Cornell Law Institute. California Code of Regulations Title 11 Section 4230 – Delivery of Firearms Following DROS Submission
- Every CZ firearm sold in California must come with magazines holding no more than ten rounds. Possessing a larger-capacity magazine is a separate offense.13California Legislative Information. California Penal Code PEN 32310 – Large-Capacity Magazines
Penalties For Getting It Wrong
Compliance mistakes with a CZ in California are not minor paperwork issues.
Manufacturing, importing, or selling an assault weapon is a felony punishable by four, six, or eight years in prison, with an additional consecutive year if the weapon is transferred to a minor. A CZ rifle with an unapproved grip, an unpinned folding stock, or an unlocked detachable magazine puts you inside that definition.14California Legislative Information. California Penal Code PEN 30600 – Assault Weapons
Possessing a magazine that holds more than ten rounds is an infraction with a $100 fine per magazine, or a misdemeanor punishable by up to one year in county jail and the same $100-per-magazine fine. Buying, selling, or importing large-capacity magazines carries potential imprisonment of up to one year in county jail or a state prison sentence.13California Legislative Information. California Penal Code PEN 32310 – Large-Capacity Magazines
Criminal penalties can also attach to both the buyer and seller in off-roster handgun transactions that fall outside the exemptions above.15State of California – Department of Justice – Office of the Attorney General. State Exemptions for Authorized Peace Officers
A felony conviction on any of these offenses triggers a lifetime federal firearm prohibition under 18 U.S.C. § 922(g). One compliance error can end your ability to own any firearm, CZ or otherwise, permanently.16Federal Bureau of Investigation. About NICS
