Dallas County Driver’s License: Apply, Renew, and Get REAL ID

A Dallas County driver’s license is issued by the Texas Department of Public Safety, not the county tax office. You apply or renew at a DPS driver license office by appointment, pay $33 for a standard eight-year card, and in many cases you can skip the office entirely by renewing online.

Where to Go in Dallas

The county tax office handles vehicle registration and title transfers. Driver licensing is a separate operation run by DPS, and every office follows the same statewide procedures, so the choice comes down to convenience and appointment availability.1Texas Department of Public Safety. DPS encourages applicants to use a Mega Center when one is nearby. These larger facilities are built for higher volume and tend to move faster than smaller regional offices. The Dallas area has a Mega Center in Carrollton along with offices in Garland, South Dallas, and Plano. You can search for the nearest location on the DPS website.1Texas Department of Public Safety. Booking an Appointment

All in-person driver license services are by appointment. Book at txdpsscheduler.com by selecting your region, office, service type, and preferred date and time.2Texas Department of Public Safety. Driver License Services – Appointments

If you walk in without one, you won’t be turned away entirely. Most offices have a self-service kiosk where you can grab a same-day slot if any remain or book a future date. A limited number of extra appointments open throughout the day and fill quickly. The Carrollton Mega Center is the exception and does not offer same-day walk-in scheduling.2Texas Department of Public Safety. Driver License Services – Appointments

Documents to Bring

Texas uses a tiered identity verification system, so one piece of ID is rarely enough. Getting the paperwork wrong is the most common reason people leave the office without a license.

Proving Identity

DPS gives you three ways to prove who you are:

  • One primary identity document, such as a valid U.S. passport or an unexpired Texas driver license.
  • Two secondary identity documents, such as a certified birth certificate from a U.S. state or territory.
  • One secondary identity document plus two supporting documents, like a Social Security card and a W-2 form.

Every document must be an original or certified copy. Photocopies and laminated certified documents are not accepted.3Texas Department of Public Safety. Identification Requirements

Proving Texas Residency

Bring two separate printed documents showing your name and Texas residential address. Acceptable options include a utility bill dated within 180 days, a mortgage statement, a current auto or homeowner’s insurance policy, or a residential lease. Both documents must show the same name and address.4Texas Department of Public Safety. Texas Residency Requirement for Driver Licenses and ID Cards

The Application Form

The DL-14A is the standard application for adults aged 17 years and 10 months or older. Download it from the DPS website and fill it out ahead of your appointment. It asks for physical descriptors, medical history, and any prior licenses from other states.5Texas Department of Public Safety. Texas Driver License or Identification Card Application

If you own a vehicle and you’re surrendering an out-of-state license as a new resident, bring proof of current Texas vehicle registration and proof of insurance.6Texas Department of Public Safety. Apply for a Texas Driver License

What Happens at Your Appointment

Staff review your documents against state records. You go through a vision screening, provide thumbprints, pose for a photograph, and pay. Score 20/40 or better on the vision test without corrective lenses and no restrictions are added; corrective lenses are a common restriction.9Texas Department of Public Safety. You leave with a temporary paper license that lets you drive legally while the plastic card is manufactured. The permanent card typically arrives by mail within two to three weeks.11Texas Department of Public Safety. Where’s My Driver License or ID Card?

First-Time Applicants

If you’ve never held a license in any state, you must pass both a written knowledge test and an on-road driving skills exam. You supply the vehicle for the road test, and it has to have current registration, inspection, and insurance, with you not listed as an excluded driver on the policy. The examiner inspects the car before you pull out of the lot.12Texas Department of Public Safety. How to Prepare for a Drive Test

Before scheduling the road test, you’ll also need an Impact Texas Drivers certificate dated within 90 days of the test.6Texas Department of Public Safety. Apply for a Texas Driver License

Driver Education Rule for Adults Under 25

If you’re between 18 and 24 and have never held a license from another state, Texas requires a six-hour approved adult driver education course before DPS will issue your license. Plenty of applicants in their early twenties assume driver education is only for teenagers and don’t find out otherwise until they walk into the office.13State of Texas. Texas Transportation Code Section 521.1601 – Driver Education Required; Exception

The rule doesn’t apply if you already hold a valid out-of-state license or if you’re 25 or older. After completing the course, you watch the Impact Texas Adult Drivers video series, a one-hour three-part program from DPS, and get your ITD certificate before booking the road test.6Texas Department of Public Safety. Moving to Dallas From Another State

New residents can drive on a valid out-of-state license for up to 90 days. Before that window closes, visit a DPS office in person to apply for a Texas license and surrender the old one.

If you’re 18 or older and surrendering a valid, unexpired license from another state, you’re exempt from both the driver education course and the road test. You still take the vision screening and bring the standard identity and residency documents. The usual 30-day Texas residency requirement is waived for this transfer; two residency documents showing your Texas address are enough.14Texas Department of Public Safety. Renewing Online or by Phone

Not every renewal requires a trip to the office. If you renewed in person last time, your next renewal may be eligible for the online or phone process. It’s open to most Class C holders under age 79 who are U.S. citizens with a Social Security number on file, as long as the license isn’t suspended, revoked, or expired by more than two years.9Texas Department of Public Safety. Renew Your Texas DL, CDL, Motorcycle License or ID

To renew online you’ll need your current card’s audit number, the last four digits of your Social Security number, and a credit card. The phone line is 1-866-357-3639. Either way, you can print a temporary license while the new card is mailed. The fee is the same $33, minus the $1 administrative charge for mail transactions.9Texas Department of Public Safety. Renew Your Texas DL, CDL, Motorcycle License or ID

CDL holders with a hazardous materials endorsement cannot renew online and must appear in person.

The REAL ID Star

As of May 7, 2025, you need a REAL ID-compliant license or another federally accepted ID like a passport to board domestic flights or enter certain federal buildings. Texas now issues all new, renewed, and replacement licenses with a gold star indicating REAL ID compliance, so a recently issued card already qualifies.15Texas Department of Public Safety. If your current card has no star and you plan to fly domestically without a passport, request a replacement for $11 to get the compliant version.7Texas Department of Public Safety. Driver License Fees

Updating Your Address After a Move

Texas law gives you 30 days after moving to report a new address to DPS. You can update it online for free, or pay $11 for a replacement card with the new address printed on it. Failing to update within 30 days is a violation.16State of Texas. Texas Transportation Code Section 521.054

Penalties for Driving Without a Valid License

Driving in Dallas County without a valid license is a misdemeanor, and the severity depends on the credential problem. An expired license carries a fine of up to $200, though a judge may dismiss the charge if you renew within 20 working days and show proof to the court. Repeat offenses for driving without any license at all bring higher fines and potential jail time.

Driving on a suspended or revoked license is treated far more seriously, with fines up to $2,000 and up to six months of incarceration for repeat convictions. Causing an accident while driving without a valid license can escalate the charge to a Class A misdemeanor, carrying fines up to $4,000 and up to a year in jail. A conviction stays on your permanent record and your vehicle may be impounded.
