DC Driver’s License Replacement: Methods, Fee, and Clean Hands Block

A DC driver’s license replacement costs $20 and can be requested online, through the DC DMV mobile app, by mail, or in person at a service center. If nothing on your record has changed, the online route takes a few minutes and no documents. One catch to know before you start: more than $100 in unpaid DC traffic or parking fines will block the transaction under the District’s Clean Hands law.¹

How to Request the Replacement

Online or in the Mobile App

This is the fastest option. Log into the DC DMV website or the DC DMV mobile app, enter your driver’s license number (it appears on old DMV receipts and prior driving records), confirm your information, and pay. You get a digital receipt. Nothing to upload, nothing to mail.²

Complete the Driver License/Identification Card Application, available on the DC DMV website or at any service center,³ and mail it with payment to:

Processing takes 7 to 10 business days, and DC DMV advises allowing up to 15 business days total before the card arrives. Mail-in only works if your address on file is current, because that’s where the replacement will be sent.²

When You Can’t Just Do It Online

The online, app, and mail options assume nothing about your record needs updating. You have to go in person if:

Your name has changed. You must update your Social Security card with the Social Security Administration first, then bring the new card and your other documents to a service center.
Your address has changed. The new card is mailed to the address on file, so an outdated address has to be corrected before the request will work.
You currently hold an older license that is neither REAL ID nor Limited Purpose. You’ll be upgraded during the replacement, which requires full documentation at the counter.²

If you’re heading to a service center for a REAL ID, bring proof of identity (U.S. passport, birth certificate, or permanent resident card), proof of your Social Security number (SSN card, W-2, or a pay stub showing the full SSN), and two proofs of DC residency: one primary document such as an unexpired lease, DC property tax bill, or mortgage statement, and one secondary document such as a utility bill, phone bill, or government mail from the last 60 days. A Limited Purpose replacement instead requires proof of identity, a declaration of SSN ineligibility, two proofs of current DC residency, and two additional documents showing at least six months in DC.²

The Clean Hands Block

DC’s Clean Hands law bars DMV from issuing or reissuing any license when you owe certain debts to the District. For DMV transactions, the threshold is low: more than $100 in outstanding traffic or parking fines is enough to stop your replacement in its tracks.¹

A separate provision blocks any DC license or permit when you owe more than $1,000 in past-due taxes, fines, or penalties to agencies like the Office of Tax and Revenue, or if you have unfiled DC tax returns. You can check your status through the Office of Tax and Revenue’s online portal and clear the balance before you file the replacement request.⁵

Fee and Payment

The duplicate license fee is $20.⁶ DC DMV accepts Visa, Mastercard, Discover, and American Express, plus money orders and verified checks payable to DC Treasurer. In person, you can also pay cash or use a contactless digital wallet.

Card payments carry a 2.5% service fee, whether you’re online, in the app, or at the counter. On a $20 replacement that’s an extra 50 cents. It adds up if you’re stacking DMV transactions in the same visit.⁷

What You Get and When

DC does not print your plastic card while you wait. If you finish in person, you leave with a temporary paper license valid for 45 days, and the permanent card is mailed to your address on file, usually within 10 business days.⁸ Keep the paper version with you when you drive.

Mail requests run 7 to 10 business days to process, and DC DMV asks that you wait a full 15 business days before contacting them about a card that hasn’t arrived. Online and mobile app requests follow a similar mailing timeline.²

Confirm your mailing address before you submit. Once the card ships, there is no option to redirect it.

Between the day you request the replacement and the day the plastic arrives, you’ll need to show something if a police officer asks. A temporary paper license counts. If your only proof is a digital receipt from the online or app request, keep it accessible on your phone. Failure to display a valid license carries a fine of $10 to $50, even when you do hold one in the system.⁹

If Your License Was Stolen

A stolen license carries your full name, date of birth, address, and photo, which is enough for someone to open accounts or commit fraud in your name. Alongside the DMV replacement, take a few defensive steps:

File a report with the Metropolitan Police Department. DC DMV doesn’t require it to process the replacement, but a report on file helps if fraud shows up later.
Place a fraud alert with one of the three major credit bureaus (Equifax, Experian, or TransUnion). The bureau you contact is required to notify the other two.
Freeze your credit with each bureau. Freezes are free, can be done online or by phone, and prevent new lenders from pulling your report.¹⁰

If you find someone has already used your stolen license, file at IdentityTheft.gov, the FTC’s recovery portal, which generates a personalized plan based on the type of fraud.

Replacement Versus Renewal

A replacement is for a license that is still valid but lost, stolen, or damaged. If your license has already expired, that’s a renewal instead, not a duplicate, and different rules apply. DC allows online renewal for licenses expired less than 545 days; beyond that, you must visit a service center and pass both a knowledge test and a road skills test.²
