The DC Flex rent subsidy is a District of Columbia program that gives working households money toward rent through a dedicated account they draw from each month, rather than paying a landlord directly like a traditional voucher. Families with minor children can receive up to $8,400 per year, and individuals without children can receive up to $7,200.1District of Columbia Department of Human Services. DC Flex One-Pager The idea is flexibility: in a tight month you pull more, in a steadier month you pull less and let the balance sit for later. Roughly 88 percent of participants were still stably housed after one year.
Who Qualifies
DC Flex is for District residents who are working but still at risk of losing their housing. The head of household must be at least 21, hold the lease on the rental unit, and either be currently employed or have a recent employment history.2District of Columbia Department of Human Services. Notice of Funding Availability – DHS-FSA-DC FLEX 2024 You must be a DC resident and at risk of homelessness at the time you apply.
The program used to be limited to families with minor children. As of 2025, the District began enrolling single adults without children as well.3The Lab @ DC. Can a Shallow, Flexible Rent Subsidy Prevent Homelessness?

How the Money Works
DC Flex deposits your annual benefit into a dedicated checking account. Each month, you decide how much to withdraw or direct-debit toward rent.6U.S. Department of Housing and Urban Development. DC Flexible Rent Subsidy Program Spread evenly, the family maximum works out to $700 per month and the individual maximum to $600, but even spreading is not the point. A month with a surprise car repair might take more; a steadier month might take less.
Unused funds roll from month to month inside the same program year. Anything left at the end of the annual cycle resets to zero; you cannot carry a balance into the next year. The money is for rent only, and you cannot withdraw more than your monthly rent in a given month. If you pull cash instead of using direct debit, you have to submit proof to the program administrator that the full rent was paid.6U.S. Department of Housing and Urban Development. How to Apply
Applications run through the DC Department of Human Services. Before you start, pull together a DC driver’s license or ID, proof of residency such as a utility bill, Social Security documentation, and income verification like recent pay stubs and your most recent federal tax return.7District of Columbia Department of Human Services. Documents You May Need to Determine Eligibility You will also need your current lease, since being the leaseholder is a specific DC Flex requirement.2District of Columbia Department of Human Services. Notice of Funding Availability – DHS-FSA-DC FLEX 2024 Missing or illegible documents are the most common reason applications stall at review.
DC Flex is not first-come, first-served. Because demand consistently outruns available slots, DHS selects participants by lottery.1District of Columbia Department of Human Services. DC Flex One-Pager Submitting an application does not guarantee a spot. If your name is drawn, DHS contacts you by email or mail, verifies your documents, and then sends a formal enrollment notice with your start date and account details. If you are not selected, there is no waitlist that carries you forward; you reapply during the next open enrollment.
What You Have to Do Once You’re In
Enrollment can last up to five years, but it is not automatic from one year to the next.1District of Columbia Department of Human Services. DC Flex One-Pager You have to recertify your eligibility with DHS annually and keep working, or find work within the first year if your situation changes.8District of Columbia Department of Human Services. Homelessness Prevention and Diversion
Participants also have to:
- Pay rent on time and provide proof of payment to the program each month.
- Attend two financial coaching sessions and one financial management session per year.
- Complete the annual recertification before DHS resets the account balance.
This is where enrolled households most often slip. A missed coaching session or a stack of unsubmitted rent receipts can put your benefits at risk. Treat recertification like a lease renewal: calendar it well in advance and have your documents ready.
If You’re Denied or Cut Off
If DHS denies your application or terminates your benefits, you can request a fair hearing through the DC Office of Administrative Hearings in writing, in person, or by calling (202) 442-9094.9Office of Administrative Hearings. Shelter or Rental Assistance Program
The deadline to know is 15 days. If DHS is terminating or suspending your benefits, filing your hearing request within 15 days of the written notice keeps your benefits running during the hearing process. You still have the right to a hearing for up to 90 days after notice if you miss the 15-day mark, but DHS can cut off your funds in the meantime.9Office of Administrative Hearings. The 2027 Sunset
DC Flex has operated as a pilot since 2017, and the authorizing statute currently includes an expiration date of September 30, 2027. In 2025, the DC Council introduced the Flexible Rent Subsidy Program Amendment Act of 2025, which would remove the pilot designation and make the program permanent. As of early 2026, the statute was amended by D.C. Law 26-104, but the September 2027 sunset remains in the code.4D.C. Law Library.
