To get a learner’s permit in DC, you must be at least 16 years old, pass a vision screening and a written knowledge test, and appear in person at a DC DMV Service Center with documents proving your identity, DC residency, and Social Security number, plus signed parental consent if you are 16 or 17. The permit costs $20, is valid for two years, and cannot be renewed.1Department of Motor Vehicles. Obtain a REAL ID Learner Permit Here is what to gather and what to expect.
Who Can Apply
The minimum age is 16. A full operator’s permit requires you to be at least 17, so the learner permit is the legal starting point for younger residents who want to practice.2D.C. Law Library. District of Columbia Code 50-1401.01
If you are under 21, you are automatically enrolled in the District’s Graduated License Program (GRAD), which places you in the supervised learner stage with restrictions on when and how you can drive.3Vision Zero DC. Younger Drivers
One thing people overlook: DC will not issue a permit if you have outstanding debts to the District or unpaid fines for moving violations in other jurisdictions. Clear those up before your visit, or the application will be denied on the spot.1Department of Motor Vehicles. Obtain a REAL ID Learner Permit
DC issues two versions of the learner permit: a REAL ID permit, which works at TSA checkpoints and federal buildings, and a limited purpose permit for residents who cannot meet the federal documentation standards. Most applicants want the REAL ID version. The document requirements below are for that one.
Documents You Need to Bring
For a REAL ID learner permit, DC requires documents from four categories:1Department of Motor Vehicles. Obtain a REAL ID Learner Permit
- Identity and age. An unexpired U.S. passport, certified birth certificate, or similar government-issued document showing who you are and that you are at least 16.
- DC residency. Two separate documents, such as a utility bill, bank statement, or lease agreement, each showing your name and District address. Two copies of the same document do not count.
- Social Security number. Your Social Security card, a W-2, or an SSA-1099 bearing your name and number.
- Parental consent, if you are 16 or 17. A signed parental consent form plus a birth certificate, adoption court order, or guardianship decree to verify the parent-child relationship.
You also need to print and complete the Driver License/Identification Card Application from the DC DMV website before your visit. It includes medical history questions about conditions that could affect your driving. Answer honestly; providing false information to a government agency is its own offense.
The Knowledge Test
You have to pass a written knowledge test covering DC traffic laws, road signs, and safe driving. Every question comes from the DC DMV Driver Manual, and the test is offered in English, Spanish, French, Amharic, Chinese, Korean, and Vietnamese.4Department of Motor Vehicles. Where you take it determines what you pay. At a DC DMV Service Center the fee is $10 per attempt. A third-party proctoring center charges $39.95, and the virtual option is $49.95.5Department of Motor Vehicles. If you take the test remotely, you have 14 business days to bring the passing results and your documents to a service center in person.
At the Service Center
Everyone finishes the process in person at a DC DMV Service Center. Bring your completed application, all four categories of documents, and payment. The permit itself is $20, plus $10 if you are taking the knowledge test there that day.5Department of Motor Vehicles. Driver License Fees
Staff will verify your documents, run the vision screening, and administer the knowledge test if you have not already passed it. Then they take your photo. DC requires a full frontal photo showing either your ears or up to the hairline without covering hair.
You pay, and you walk out with a temporary paper permit good for 45 days. The plastic card arrives by mail within 10 business days. DC DMV will not send it to a PO box, so your file needs a valid residential address. Keep the paper version in the car until the real one shows up.1Department of Motor Vehicles. What the Permit Lets You Do
A learner permit is not a license. You may only drive between 6:00 a.m. and 9:00 p.m.6Department of Motor Vehicles. Learner Permits and Provisional Licenses A licensed driver who is at least 21 must sit in the seat beside you, wearing a seat belt, any time the car is moving.7Department of Motor Vehicles. Certification of Eligibility for Provisional License Driving outside these rules can add points to your record and delay your eligibility for the next stage.
Watch the Two-Year Clock
Your learner permit expires after two years and cannot be renewed.1Department of Motor Vehicles. Obtain a REAL ID Learner Permit If you let it lapse without upgrading to a provisional license, the entire process starts over: new application, new documents, new test fees. During those two years you need to log at least 40 hours of supervised driving and hold the permit for at least six months with no pointable violations before you can take the road skills test for a provisional license.3Vision Zero DC.
