A standard Delaware driver’s license costs $40 and standard passenger car registration costs $40 per year, but the Delaware DMV fee that costs most people the most money is the vehicle document fee: 5.25% of the purchase price or book value every time you title a vehicle. On a $30,000 car, that one charge alone is more than $1,500.
The Vehicle Document Fee
Delaware’s document fee works like a sales tax on vehicles, and it applies every time a car is titled in your name, whether you buy new, buy used, or move into the state with a vehicle from elsewhere.1Delaware Code Online. Delaware Code 30 – Motor Vehicle Document Fee and Automobile Dealer Handling Fee and License Fee
The rate is 5.25% of either the purchase price or the current NADA average trade-in value, whichever is higher, with a floor of $8. Mobile homes are assessed at 3.75%.2Delaware Division of Motor Vehicles. Fees – Division of Motor Vehicles A $25,000 vehicle generates a $1,312.50 fee. The NADA floor is what trips up private-party buyers: if you pay a friend $5,000 for a car with a $9,000 book value, the fee is calculated on $9,000.3Delaware Regulations. Trade-In Credit
You can subtract the value of a trade-in from the purchase price before the 5.25% is applied. Trade a $10,000 car on a $30,000 purchase and you pay the fee on $20,000. The trade-in has to be a Delaware-titled vehicle in your name, and the sale or trade has to happen within 60 days before or after you title the new vehicle. The same credit is available if your old vehicle was totaled by insurance or if you are turning in a leased car. Active-duty military members relocating to Delaware under orders get additional flexibility on the timing window, as long as they submit copies of their orders.4Division of Motor Vehicles. Gift Exemption
A vehicle gifted between immediate family members is fully exempt from the document fee. Qualifying relationships are spouse, parent, child, sibling, and grandparent, including step-relatives and in-laws. The exemption applies only if the vehicle already carries a Delaware title.3Delaware Regulations. Delaware Administrative Code Title 2 2266 – Vehicle Document Fees If a parent gifts you a car titled in another state, you still owe the full 5.25% based on NADA value.
Titling and Registration
Titling a vehicle costs a flat $35. If a lender has a lien on the vehicle, the title fee rises to $55.2Delaware Division of Motor Vehicles. Fees – Division of Motor Vehicles That applies whether you bought from a dealer, a private seller, or you are transferring in from another state.
Annual registration for a standard passenger car is $40. Motorcycles register for $15. Trucks, buses, and cargo vans pay $40 for the first 5,000 pounds and $18 per year for each additional 1,000 pounds. A 10,000-pound truck comes to $130 a year.5Delaware Code Online. Hybrid and Electric Vehicle Surcharges
Delaware adds annual surcharges to hybrid and electric vehicles to make up for lost fuel tax revenue. For vehicles under 6,000 pounds:
- Non-plug-in hybrid: $60 per year
- Plug-in hybrid: $85 per year
- Full electric or fuel cell: $110 per year
These are stacked on top of the standard $40 registration, so a typical EV owner pays $150 a year. Heavier alternative-fuel vehicles pay progressively more, up to $900 annually for a full electric over 26,001 pounds.2Delaware Division of Motor Vehicles. Fees – Division of Motor Vehicles

What’s Deductible on Your Federal Taxes
The $40 flat registration fee is not deductible on your federal return because it is not calculated from the vehicle’s value. The 5.25% document fee is calculated directly from the purchase price or book value, which gives it the character of an ad valorem personal property tax, and value-based vehicle fees are deductible on Schedule A if you itemize instead of taking the standard deduction.15Internal Revenue Service. Schedule A – Itemized Deductions Because the document fee is paid once at titling rather than annually, confirm with a tax professional how the IRS treats the one-time charge in your situation.
