Property owners inside Destin city limits pay a combined property tax rate of 11.8435 mills for the 2025 tax year, or about $11.84 for every $1,000 of taxable value.1Okaloosa County Property Appraiser. 2025 Final Millage Rate A home with a taxable value of $400,000, for example, generates a bill of roughly $4,737 before early-payment discounts or exemptions. What you actually pay depends on whether the property is your permanent residence, how long you’ve owned it, and when you write the check.
What Makes Up the Rate
Your Destin Florida property tax bill is a stack of levies from six separate taxing authorities, each setting its own millage during public budget hearings.2Okaloosa County Property Appraiser. Millage Rates For 2025, inside the city, the pieces are:
- Okaloosa County: 3.8308 mills
- Okaloosa County School Board: 5.3770 mills (the largest single piece)
- City of Destin: 1.6150 mills, among the five lowest municipal rates in Florida3Mid Bay News. Destin Approves $61.1M Budget, Keeps Property Tax Rate Among Florida’s Lowest
- Destin Fire Control District: 1.0000 mill
- Northwest Florida Water Management District: 0.0207 mills
Added together, those produce the 11.8435-mill total.1Okaloosa County Property Appraiser. 2025 Final Millage Rate A property in unincorporated Okaloosa County outside the city doesn’t pay the Destin municipal piece, so its total differs.
How Your Tax Bill Is Calculated
The Okaloosa County Property Appraiser determines each parcel’s just value, essentially its fair market value, as of January 1 each year by analyzing recent sales and property characteristics.4Okaloosa County Property Appraiser. FAQs That figure runs through two adjustments. Assessment caps may limit how much the value can rise from the prior year, producing the assessed value. Any exemptions you qualify for come off that, leaving the taxable value the millage is applied to.
The formula:
(Assessed Value − Exemptions) × Millage Rate ÷ 1,000 = Tax Bill
The appraiser’s office sets values and processes exemptions, but does not set rates or collect taxes.5Okaloosa County Property Appraiser. FAQs – Section: Does the Property Appraiser Levy or Collect Taxes?
Homestead Exemption
If the Destin property is your permanent residence, the homestead exemption is the single largest reduction available. It removes up to $50,000 from assessed value in two layers.6Florida Senate. Florida Code 196.031 – Exemption of Homesteads
- The first $25,000 comes off the first $25,000 of assessed value and applies to every taxing authority, including the school board.
- A second $25,000 applies to assessed value between $50,001 and $75,000 and does not reduce school taxes. You need an assessed value of at least $75,000 to get the full benefit of both layers.
File the application with the Okaloosa County Property Appraiser by March 1 of the year you want it to take effect. Missing that deadline forfeits the exemption for the year, though a late application filed within 25 days of the TRIM notice mailing may be accepted with extenuating circumstances.7The Florida Legislature. Florida Code 196.011 – Annual Application for Exemption
Save Our Homes Cap and Portability
Once you have the homestead exemption, the Save Our Homes cap limits how fast your assessed value can climb. Each year’s increase is capped at 3 percent or the change in the Consumer Price Index, whichever is lower.8The Florida Legislature. Florida Code 193.155 – Homestead Assessments In a coastal market where values can swing hard in a single year, that cap builds a growing gap between assessed and market value. For long-term owners, that gap can represent tens of thousands of dollars in annual tax savings.
The cap resets when the property changes hands. If you buy a previously homesteaded home, you start fresh at current just value and don’t inherit the prior owner’s capped assessment.
You don’t have to lose that accumulated benefit when you move. Florida’s portability provision lets you transfer the difference between your assessed and market value to a new homestead anywhere in the state.9Florida Department of Revenue. Save Our Homes Assessment Limitation and Portability Transfer If you move up to a pricier home, the full dollar amount of your Save Our Homes benefit transfers. If you move to a less expensive home, the benefit is proportionally reduced: divide the new home’s market value by the old home’s market value, then multiply by the old benefit. A $100,000 benefit from a $250,000 home becomes $60,000 when applied to a $150,000 home.
The maximum transferable benefit is $500,000. File Form DR-501T along with your homestead exemption application by March 1. You must establish the new homestead within three tax years of abandoning the old one, counted from January 1 of the year you left rather than the date of sale.9Florida Department of Revenue. Save Our Homes Assessment Limitation and Portability Transfer Abandon in March 2024 and the clock starts January 1, 2024, giving you until January 1, 2027.
Veteran, Senior, and Surviving Spouse Exemptions
A veteran with a service-connected disability of at least 10 percent qualifies for a $5,000 reduction in assessed value on any Florida property, not only a homestead. Veterans who are totally and permanently disabled from service receive a complete homestead property tax exemption. Veterans age 65 or older with a partial permanent disability can receive a discount equal to their disability percentage. The surviving spouse of a totally and permanently disabled veteran may continue the full exemption, provided they don’t remarry and keep the property as their homestead.10Florida Department of Revenue. Property Tax Benefits for Active Duty Military and Veterans
Homestead owners age 65 or older whose total household adjusted gross income does not exceed $38,686 for the 2026 tax year may qualify for an additional exemption on the portion of their home’s value up to $50,000. A separate $5,000 exemption is available to unremarried widows and widowers who are permanent Florida residents.
All of these filings go through the Okaloosa County Property Appraiser by March 1.7The Florida Legislature. Florida Code 196.011 – Annual Application for Exemption
If It’s a Rental, Second Home, or Commercial Property
Save Our Homes doesn’t apply to non-homestead property. Instead, annual assessment increases on rental, second-home, vacation, and commercial parcels are capped at 10 percent under a separate provision Florida voters approved in 2008.11The Florida Legislature. Florida Code 193.1554 – Assessment of Nonhomestead Residential Property The cap applies automatically with no application, and it excludes school board taxes. It resets to full market value when the property changes ownership, and for commercial property, a qualifying improvement that raises just value by at least 25 percent also triggers a reset. In a fast-appreciating market, a 10 percent increase compounding year after year still produces real jumps in the bill.
When to Pay and How to Save by Paying Early
Tax bills go out on or before November 1 each year.12Okaloosa County Tax Collector. Real Estate Taxes Florida rewards early payment with a sliding discount:13The Florida Legislature. Florida Code 197.162 – Tax Discount Payment Periods
- November: 4 percent off
- December: 3 percent off
- January: 2 percent off
- February: 1 percent off
- March: full amount, no discount
On a $4,737 bill, paying in November saves about $189. Taxes become delinquent on April 1, after which the tax collector adds interest and advertising costs and sells tax certificates on the unpaid balance. A certificate is a lien held by an investor who pays your debt and earns interest from you until it’s settled; if it stays unpaid long enough, the certificate holder can eventually force a sale.14Florida Senate. Florida Code 197.432 – Sale of Tax Certificates for Unpaid Taxes
Spreading the Bill Over Four Payments
If paying in one shot is difficult, Florida’s quarterly installment plan still captures some discount. Apply with the Okaloosa County Tax Collector by April 30, and your estimated taxes must exceed $100.15The Florida Legislature. Florida Code 197.222 – Prepayment of Estimated Taxes by Installment Method Payments are based on the prior year’s actual tax bill:
- First quarter, due June 30: 6 percent discount on the installment
- Second quarter, due September 30: 4.5 percent discount
- Third quarter, due December 31: 3 percent discount
- Fourth quarter, due March 31: no discount
Once enrolled, you don’t reapply each year as long as you keep paying. Missing the first installment by July 31 removes you from the plan, and you’ll have to reapply the following year.15The Florida Legislature. Florida Code 197.222 – Prepayment of Estimated Taxes by Installment Method The third and fourth installments adjust for any difference between the current year’s actual bill and the prior-year estimate.
Appealing the Assessed Value
If the property appraiser overvalued your Destin home or investment property, you have three paths: an informal meeting with the appraiser, a petition to the Okaloosa County Value Adjustment Board, or a lawsuit in circuit court.16Florida Department of Revenue. If You Disagree with the Value of Your Property These aren’t sequential; you can petition the Board without meeting informally first.
The informal route is worth trying. Bring recent comparable sales and any evidence of property condition issues that affect value, and the appraiser’s office can adjust the assessment without a formal hearing.
Otherwise, file a petition with the Value Adjustment Board within 25 days of receiving your TRIM (Truth in Millage) notice, which typically arrives in August. The filing fee is capped at $15 for homestead exemption disputes and up to $50 per parcel for valuation challenges.17The Florida Legislature. Florida Code 194.013 – Filing Fees for Petitions A circuit court lawsuit requires a good-faith payment of the amount you acknowledge owing and must be filed within 60 days of either the Board’s decision or the appraiser’s certification of the tax roll, whichever is later.16Florida Department of Revenue.
