Yes. Disabled veterans in Oklahoma do get free tolls on the state’s turnpike system, provided they hold a 100% service-connected disability rating from the U.S. Department of Veterans Affairs and are driving a personal, non-commercial vehicle. The exemption took effect November 1, 2025, under Senate Bill 64, which amended Title 69, Section 1711 of the Oklahoma Statutes. The Oklahoma Turnpike Authority (OTA) runs the program.
Who Qualifies
Three conditions all have to be met:
- A 100% service-connected disability rating certified by the VA. A combined rating below that, even 90%, does not qualify.
- A vehicle registered in the veteran’s own name. Rentals, borrowed cars, and fleet vehicles are out.
- Non-commercial registration. A personal pickup is fine; the same truck registered as commercial is not.
The waiver covers the roughly 600 miles of turnpike within the OTA system. It does not extend to toll roads in other states, even on trips where your PikePass transponder works across the border.
How to Apply
Senate Bill 64 told the OTA to write the rules and build the application, so the current form and instructions live on the OTA’s website. Two documents do the work:
- A VA Benefit Summary Letter showing a combined service-connected evaluation of 100%. The VA sometimes calls this an award letter, and it is the standard proof state agencies accept. You can download one at VA.gov after signing in with a verified Login.gov or ID.me account; make sure the checkbox for your combined service-connected evaluation is selected before generating the PDF.1Veterans Affairs. - A current Oklahoma vehicle registration in your name showing non-commercial classification.
Linking the Exemption to PikePass
Oklahoma collects tolls electronically through PikePass, so an approved exemption is attached to a PikePass account and the specific vehicle on it. The system then waives tolls automatically when that vehicle passes through. If you do not already have an account, you can open one at pikepass.com with a driver’s license, a credit or debit card for the initial deposit, and the vehicle’s license plate number or VIN.2PikePass. Get the account and the exemption linked before you drive. Using an Oklahoma turnpike without a valid PikePass or paying the toll can trigger a $25 penalty per violation, and that risk exists even for an eligible veteran whose paperwork has not yet been processed.3Justia Law. If Your Rating Is Below 100%
Veterans with a lower rating do not get free tolls, but the state has a separate break on registration. A disability rating of 50% or higher qualifies you for a $5 vehicle registration rate plus applicable insurance and mailing fees, covering up to two vehicles, with a sales tax exemption number or C599 card from the Oklahoma Department of Veterans Affairs. Surviving spouses can get the discounted rate on one vehicle with an ODVA letter.4Oklahoma.gov. Military – Popular Services
