No. Since July 1, 2021, Iowa has not required a permit to carry a gun, openly or concealed, for any adult who is at least 18, legally allowed to possess a firearm, and not otherwise prohibited by state or federal law.1Iowa Department of Public Safety. Weapon Permits – Frequently Asked Questions The state still issues an optional Permit to Carry Weapons, and there are good reasons to get one even though you no longer need it to carry inside Iowa.
Who Counts as an Eligible Adult
Permitless carry is only a right if you are legally allowed to possess a firearm in the first place. The word “eligible” does a lot of work. If anything in your background puts you in a prohibited category, carrying without a permit does not make the possession legal; it just means you are committing a more serious offense without paperwork.
Under Iowa law, you cannot possess a firearm if you have been convicted of a felony, convicted of a misdemeanor crime of domestic violence, or are subject to a protective order that prohibits firearm possession.2Iowa Legislature. Iowa Code 724.26 – Possession, Receipt, Transportation, or Dominion and Control of Firearms, Offensive Weapons, and Ammunition by Felons and Others People who have been adjudicated mentally impaired or committed to a mental institution are also reported to the federal background check system and barred from possession.3Iowa Legislature. Iowa Code 2026 – Chapter 724 Weapons
Federal law adds unlawful users of controlled substances, people dishonorably discharged from the military, undocumented immigrants, and anyone who has renounced U.S. citizenship.4Office of the Law Revision Counsel. 18 U.S. Code 922 – Unlawful Acts A person who falls under any federal prohibition cannot legally possess a firearm in Iowa regardless of what state law says.
Felon-in-possession carries mandatory minimum prison time in Iowa, starting at two years for a first offense and climbing to ten years for a fourth, with no option for a judge to suspend the minimum.2Iowa Legislature. Iowa Code 724.26 – Possession, Receipt, Transportation, or Dominion and Control of Firearms, Offensive Weapons, and Ammunition by Felons and Others If you are not certain whether something in your history disqualifies you, the Iowa Department of Public Safety recommends talking to an attorney before you carry. Ignorance of a disqualifying record is not a defense.
Where You Still Cannot Carry
No permit requirement does not mean no restrictions. Permitless carry removed the paperwork; the location rules are untouched.
Schools
Carrying a firearm on the grounds of any public or nonpublic school, open or concealed, is a class D felony in Iowa. The state also creates a “weapons free zone” that extends one thousand feet from any public or private elementary or secondary school and includes public parks, with enhanced penalties for weapons offenses inside the zone. The park piece does not apply to areas officially designated for hunting.5Iowa Legislature. Iowa Code 2026 – Chapter 724 Weapons, Section 724.4A
Federal law reinforces the school piece. The Gun-Free School Zones Act makes it a crime to possess a firearm within one thousand feet of a school, punishable by up to five years in federal prison.6Office of the Law Revision Counsel. 18 USC 924 – Penalties The federal law exempts people who hold a state-issued carry permit, as long as the state required a background check before issuing it.4Office of the Law Revision Counsel. 18 U.S. Code 922 – Unlawful Acts An Iowa permit shields you from that federal provision; permitless carry does not.
Government Buildings and Courthouses
Iowa does not blanket-ban firearms in every government building. A city or county can restrict firearms in its buildings only if it provides weapon screening at entries and stations armed security personnel inside.7Iowa Legislature. Iowa Code 2026 – Chapter 724 Weapons, Section 724.28 A county office with no metal detectors and no armed guards generally cannot bar lawful carry.
Courthouses follow a related rule. A judicial order prohibiting weapons is only enforceable if it applies to courtrooms, court offices, or a courthouse used exclusively for judicial functions.8Iowa Legislature. Iowa Code 2026 – Chapter 724 Weapons, Section 724.32 In a joint-use building that houses both courts and other offices, the weapons ban only reaches the judicial spaces.
Private Property and Workplaces
Property owners and businesses can prohibit firearms on their premises, and permitless carry does not override that right. If a business posts signs barring firearms and you carry in anyway, you can be asked to leave. Refusing to leave exposes you to trespass liability rather than a separate firearms charge.
Your employer’s parking lot is treated differently. Iowa law protects your right to keep a lawfully possessed firearm locked and out of sight in your personal vehicle in the employer’s lot, even if the employer otherwise bans firearms on its property, and the employer cannot fire or discipline you for storing it that way. The protection does not extend to employer-owned vehicles.9Iowa Legislature. Iowa House File 654 – Fiscal Note
Reasons to Get the Optional Permit Anyway
The permit is optional for in-state carry, but it solves four problems that permitless carry does not.
Reciprocity. Your right to carry without a permit stops at the Iowa border. Many states that allow concealed carry still require a permit, and roughly 33 states honor an Iowa Permit to Carry Weapons through reciprocity.10Iowa Department of Public Safety. Weapon Permits Without one, you would need to research the rules for every state you travel to, or unload and lock the firearm away for the drive.
Skipping the NICS check at purchase. When you buy a firearm from a licensed dealer, the dealer normally runs a federal background check through NICS. A valid Iowa Permit to Carry Weapons is a qualifying alternative, so the dealer can skip the NICS call and complete the sale on the spot.11Bureau of Alcohol, Tobacco, Firearms and Explosives. Brady Permit Chart During busy periods when NICS delays stretch hours or days, that matters.
Federal school-zone exemption. As noted above, holding an Iowa permit removes the federal thousand-foot-from-school problem that permitless carry cannot touch.
Documented proof you are not prohibited. Getting a permit means a sheriff’s office has run a background check and confirmed your eligibility. That is worth having if you are unsure about something in your record, or if you simply want documentation to produce during a law enforcement encounter.1Iowa Department of Public Safety. How to Get an Iowa Permit to Carry
Iowa’s Nonprofessional Permit to Carry Weapons is available to Iowa residents who are at least 18 years old.1Iowa Department of Public Safety. Weapon Permits – Frequently Asked Questions You apply through your county sheriff’s office. The process has four pieces: training, paperwork, a background check, and a fee.
Training
You must complete a qualifying firearms training course before applying. Iowa accepts several options:12Iowa Legislature. Iowa Code 724.9 – Firearm Safety Training
- An NRA handgun safety course, or any course taught by an instructor certified through a department-approved organization.
- A general handgun safety course offered by a law enforcement agency, community college, or firearms training school with a certified instructor.
- Military small arms training completed during service in the U.S. armed forces.
- Law enforcement training that qualifies an officer to carry a firearm on duty.
- A hunter education program approved by the Iowa Natural Resource Commission, if the program includes handgun safety and notes it on the certificate.
Course costs vary, but expect roughly $80 to $200 depending on provider and format. Some sheriffs’ offices accept online training; check with your county before enrolling.
Application, Fee, and Timeline
Contact your county sheriff for the application form. Some counties post it online; others require you to pick it up in person.1Iowa Department of Public Safety. Weapon Permits – Frequently Asked Questions Submit the completed form with your training certificate and the $50 application fee. Renewals are $25.
The sheriff has 30 days to approve or deny the application and runs a background check during that window.13Iowa Legislature. Iowa Code 724.11 – Issuance of Permit to Carry Weapons An approved permit is valid for five years from the date of issuance.
Carrying Outside Iowa Without a Permit
If you decide to skip the permit and later find yourself driving out of state with a firearm, federal law provides a narrow safe harbor for transport. Under the Firearm Owners Protection Act, you can transport a firearm through any state, even one that would not let you carry there, if three conditions are met: you can legally possess the firearm at both your origin and destination, the firearm is unloaded during transport, and neither the firearm nor ammunition is readily accessible from the passenger compartment.14Office of the Law Revision Counsel. 18 U.S. Code 926A – Interstate Transportation of Firearms If your vehicle has no separate trunk, the firearm must be in a locked container other than the glove compartment or center console. The protection covers passing through only. Overnight stops or side trips can push you outside the safe harbor and into the destination state’s permit rules.
