Do I Need an LTC in Texas? School Zones, Travel, and Costs

If you’re 21 or older and legally allowed to possess a firearm, you do not need an LTC in Texas to carry a handgun in public. Since September 2021, House Bill 1927 has allowed permitless carry for qualifying adults.1Texas Department of Public Safety. Firearm Carry Act That said, the license still delivers protections permitless carry cannot: it covers you in federal school zones, lets you carry in other states through reciprocity, allows concealed carry on public college campuses, and speeds up gun purchases at the counter. Whether you need one depends less on the law and more on where you go.

When Permitless Carry Is Enough

No training, no application, no background check. If you can legally possess a firearm under Texas and federal law and you’re at least 21, you can carry a handgun in public.1Texas Department of Public Safety. Firearm Carry Act

One rule trips people up. If any part of the handgun is visible, it must be in a holster.2Texas State Law Library. Do I Need a License to Carry a Handgun in Texas? A pistol tucked bare into a waistband is an offense the moment it shows. Concealed carry has no holster requirement, but that only helps if you’re sure nothing is printing or peeking.

Federal prohibitions under 18 U.S.C. 922 still apply on top of state law. If federal law bars you from possessing a firearm, Texas permitless carry does not override that.3Office of the Law Revision Counsel. 18 USC 922 – Unlawful Acts

For an adult who stays in Texas, carries only on their own property or in routine public places away from schools and campuses, and never crosses state lines armed, the permitless framework works. The question is whether that describes your actual life.

Why Many Texans Still Get an LTC

The license exists for the gaps permitless carry leaves open. Each of these is a real legal exposure, not a theoretical one.

Federal School Zones

The federal Gun-Free School Zones Act makes it a crime to knowingly possess a firearm within 1,000 feet of any public or private school. In a typical Texas suburb, that radius sweeps in gas stations, restaurants, sidewalks, and whole neighborhoods.3Office of the Law Revision Counsel. 18 USC 922 – Unlawful Acts

The statute exempts anyone “licensed to do so by the State in which the school zone is located,” so long as the state verified the person’s legal eligibility before issuing the license.3Office of the Law Revision Counsel. 18 USC 922 – Unlawful Acts A Texas LTC satisfies that condition. Permitless carry does not, because there is no license and no verification to trigger the exemption. The penalty runs up to five years in federal prison, and the sentence cannot run concurrently with another federal sentence.4Office of the Law Revision Counsel. 18 USC 924 – Penalties Federal prosecutions of otherwise law-abiding permitless carriers for this have been rare, but “rarely enforced” is not a legal defense.

Carrying Out of State

Texas has reciprocal recognition with more than 30 states, meaning those states honor a valid Texas LTC and Texas honors theirs.5Texas Department of Public Safety. State Reciprocity Information Some additional states recognize Texas permits unilaterally.

Without an LTC, you have nothing for another state to recognize. Even states with their own permitless carry laws usually limit that privilege to their own residents. A Texan who crosses into Louisiana, Oklahoma, or New Mexico under permitless authority may be committing a crime at the state line, depending on each state’s rules for non-residents. If you travel for work, take road trips, or live near a border, the LTC is the only reliable way to carry legally outside Texas.

Public College Campuses

Texas Government Code 411.2031 allows LTC holders to carry concealed handguns on the campuses of public colleges and universities. Open carry on campus is not permitted, and the right belongs only to license holders. Someone carrying under permitless authority has no legal basis to bring a handgun onto a public college campus.6South Plains College. Concealed Carry (Also Known as Campus Carry) Individual institutions can establish limited exclusion zones within campus, but the baseline right is set by state law. This matters for students over 21, faculty, staff, and anyone who regularly visits a campus.

Faster Gun Purchases

Federal law normally requires a NICS background check when you buy from a licensed dealer. A valid Texas LTC qualifies as an alternative to that check under the Brady Act, because the state already verified eligibility before issuing the license.7ATF. Brady Permit Chart Presenting the LTC at the counter lets the dealer skip the NICS call. On a busy weekend with delays running, that can mean walking out the same day instead of waiting three business days. The LTC must be unexpired and issued within the last five years.

Active Military Ages 18 to 20

Permitless carry requires you to be 21. Active-duty members of the military, including the National Guard, Air Guard, and Texas State Guard, can apply for an LTC at 18.8Texas Military Department. Active Texas Military Forces Members Age 18 Are Now Eligible for Concealed Handgun License The application fee is waived entirely for active military.9Texas Department of Public Safety. Traffic Stops and Officer Interactions

When an officer runs your information, an LTC on file tells them you passed a fingerprint-based background check and completed state-approved training.10Texas.gov. Texas Handgun License That doesn’t change your rights during the stop, but it offers context a permitless carrier cannot. In a tense roadside moment, that context has practical value.

Who Cannot Carry Either Way

Permitless carry does not rescue anyone who is already a prohibited person. Texas Penal Code 46.04 bars firearm possession for convicted felons (for five years after release from confinement or supervision, and even then only at the place where they live), for people convicted of a Class A misdemeanor involving family violence (for five years after release), for people subject to certain active protective orders, and for criminal street gang members in a vehicle or watercraft.11State of Texas. Texas Penal Code 46.04 – Unlawful Possession of Firearm Federal law adds its own bars, including for anyone who uses or is addicted to controlled substances.3Office of the Law Revision Counsel. 18 USC 922 – Unlawful Acts If any of these apply to you, neither permitless carry nor an LTC makes carrying legal.

Places Off-Limits to Everyone

An LTC doesn’t unlock the locations Texas Penal Code 46.03 keeps off-limits regardless of carry status. These include K-12 schools and school-sponsored activities, high school and college and professional sporting events, polling places during early voting or election day, courtrooms and court offices, secured areas of airports past screening, racetracks licensed for pari-mutuel wagering, and “51% establishments” (bars and restaurants that get more than half their revenue from on-premises alcohol sales and must post a conspicuous red sign). The general penalty is a third-degree felony, with some specific locations carrying a Class A misdemeanor instead.12State of Texas. Texas Penal Code 46.03 – Places Weapons Prohibited The LTC gives you no special access to any of these places.

What the LTC Costs

The application fee is $40 for most people. Honorably discharged veterans pay $25. Active-duty military pay nothing.9Texas Department of Public Safety. LTC Fee Chart

The process itself involves more than the fee:

  • Four to six hours of classroom instruction (in person or online), followed by a written exam and a shooting proficiency test with a certified instructor. Courses typically run $50 to $150 in Texas.10Texas.gov. Texas Handgun License
  • Fingerprinting, generally $10 to $40 at a digital fingerprinting service.
  • Online application through the DPS website, uploading your Certificate of Training and other required documents.

Most applicants spend $100 to $250 total. The license is valid for five years. Renewal costs $40, or $35 for seniors, and remains free for active military.9Texas Department of Public Safety.
