Do They Sell Alcohol in Utah? Stores, BAC Limit, and ID Rules

Yes, they sell alcohol in Utah, but the state controls where each type is sold. Beer up to 5% alcohol by volume sits on grocery and convenience store shelves. Wine, distilled spirits, and any beer stronger than 5% are sold only at state-run liquor stores operated by the Department of Alcoholic Beverage Services (DABS). Restaurants, bars, and local breweries, wineries, and distilleries fill in the rest, each under their own rules.

Beer at Grocery and Convenience Stores

Grocery stores, gas stations, and convenience stores across Utah stock beer and some flavored malt beverages, as long as the product is 5% ABV or less. That ceiling replaced the older 3.2% ABW standard in November 2019, which put most mainstream domestic and craft beers on grocery shelves for the first time.1Visit Utah. Utah Liquor Laws Visitor Guide Anything above 5% ABV is “heavy beer” and only available from a state liquor store.

Off-premise beer sales are not around-the-clock. Hours are restricted and local jurisdictions can add their own limits, so plan ahead for a late night.

One quirk catches visitors off guard. A 2022 state law pulled beverages containing ethyl alcohol as a flavoring stabilizer off grocery shelves, which moved roughly half of the hard seltzers and kombuchas previously sold in grocery stores into DABS locations. If a hard seltzer you expect to find has disappeared from the cooler, check the nearest state store.

Wine, Spirits, and Strong Beer at State Liquor Stores

Wine, distilled spirits, and beer over 5% ABV are sold only through DABS. Utah operates more than 50 state liquor stores statewide.2Utah DABS. Find a Store No grocery chain, warehouse club, or private retailer can carry these products.

Every state store closes on Sundays. Weekday and Saturday hours vary: larger stores often run 11:00 a.m. to 10:00 p.m. Monday through Saturday, while smaller locations close at 7:00 p.m.2Utah DABS. Find a Store Stores also close on state holidays such as Memorial Day and the Fourth of July. For a Sunday purchase, buy on Saturday or visit a local producer that operates as a package agency.

Prices are uniform statewide because DABS sets a single markup on all inventory. There are no sales, no loyalty programs, no price competition between stores. If a product is not stocked, DABS runs a special-order program at no extra charge, though you have to buy a full case and case sizes vary by producer.3Utah DABS. Special Orders Expedited air freight is available for an added fee.

Buying Direct From Breweries, Wineries, and Distilleries

Many Utah breweries, wineries, and distilleries hold a “Type 5” package agency designation, which lets them sell the packaged products they manufacture directly to customers at the production facility.4Utah DABS. Package Agencies This is often the simplest way to buy a locally made whiskey or a high-point craft beer without a trip to a state store.

The practical advantage is day-of-the-week flexibility. These locations can sell every day, including Sundays, when DABS stores are closed.1Visit Utah. Utah Liquor Laws Visitor Guide To-go bottles must stay sealed while you are on the premises.

Drinking at Restaurants and Bars

Utah licenses restaurants and bars differently, and the difference changes what happens when you walk in. A full-service restaurant license requires staff to confirm you intend to order food before pouring you a drink.5Utah Legislature. Utah Code 32B-6-205.2 To keep the license, the restaurant must earn at least 70% of its gross revenue from food.6Utah Legislature. Utah Code 32B-6-201

Bars and taverns operate under separate licenses and do not require a food order. Anyone 21 or older with valid ID can order a drink. Minors are not permitted in bar or lounge areas at all.1Visit Utah. Utah Liquor Laws Visitor Guide

Whatever the license, the state caps the base spirit in any cocktail at 1.5 ounces, dispensed through a calibrated metered system.7Utah Legislature. Utah Code 32B-5-304 Flavoring liqueurs can go in on top, but the primary spirit is tracked. You can only have one alcoholic drink in front of you at a time, so ordering a shot alongside your cocktail is not an option.1Visit Utah. Utah Liquor Laws Visitor Guide

Alcohol service at restaurants generally runs 11:30 a.m. to 1:00 a.m. for beer and 11:30 a.m. to midnight for liquor, wine, and heavy beer.8Utah DABS. Residents and Visitors Bars run similar hours, with last call around 1:00 a.m. and doors closing by 2:00 a.m.

Bringing Alcohol Into Utah

You can bring alcohol into Utah for personal use, but not for resale. The ceiling is two cases of beer (288 ounces total) or nine liters of wine or liquor. Anything above that can create legal trouble regardless of your intent.

Utah also bans direct-to-consumer shipping of wine and spirits from out-of-state retailers. You cannot order wine from a California winery and have it delivered to your home in Utah. The state is one of only two in the country that still enforces a complete ban on this type of shipping. For a specific out-of-state bottle, the DABS special-order program is the legal route.

Once alcohol is in your vehicle, it must stay sealed. Utah prohibits open containers in the passenger compartment of any vehicle on a highway, and a violation is a class C misdemeanor.9Utah Legislature. Utah Code 41-6a-526 Passengers in licensed taxis and buses are exempt. Ride-share vehicles are not taxis under the statute.

ID Requirements Starting January 1, 2026

Beginning January 1, 2026, every person buying alcohol in Utah must show valid ID. No exceptions. The prior rule only required verification for customers who appeared to be 35 or younger. House Bill 437 also created a new identification card for individuals the courts have designated as “interdicted” and legally barred from buying alcohol; those cards display “NO ALCOHOL SALE” above the person’s photo, and every licensed seller must check for that notation.10Utah DABS. New 100% ID Law Begins Jan. 1, 2026

Acceptable ID includes a valid driver’s license, a state-issued ID card, or a passport. Utah also offers a mobile driver’s license through the Driver License Division, though acceptance of the digital version is not universally mandated at retail.11Utah Driver License Division. Mobile Driver License A passport works everywhere. Show up without ID and you will be turned away regardless of how old you look.

Where possible, staff must verify ID electronically using a scanning device that checks document validity.12Utah Legislature. Utah Code 32B-1-407 Presenting a fraudulent ID is a criminal offense, and selling to a minor is a class B misdemeanor through negligence or a class A misdemeanor if knowing.13Utah Legislature. Utah’s 0.05% BAC Limit for Drivers

Utah has the lowest legal blood alcohol limit for driving in the country. You can be charged with DUI at a BAC of 0.05 grams per 100 milliliters of blood, below the 0.08% standard every other state uses.14Utah Legislature. Utah Code 41-6a-502 For most adults, that threshold can be reached after one or two drinks depending on body weight and pace. Visitors used to other states’ limits get caught here more often than they expect.

A first-offense DUI is a class B misdemeanor. The court must impose at least two days in jail or 48 hours of community service, a fine of at least $700 plus surcharge that pushes the total well past $1,300, and a 120-day license suspension if you are 21 or older. Courts typically also order an ignition interlock device for 18 months at your expense.15Utah Courts. Utah DUI Statutory Overview If you plan to drink anything at dinner, arrange a ride.

Drinking in Public

Public intoxication is illegal in Utah if your condition could endanger you or others, or if you are disturbing people in a private setting. It is a class C misdemeanor.9Utah Legislature. Utah Code 41-6a-526 Officers can take an intoxicated person to a detoxification facility instead of jail, but the charge is still available. Utah also prohibits consuming alcohol in public places generally, so a beer on a park bench or sidewalk can draw enforcement even without visible intoxication.
