Do You Get Money Back for Turning In Tags in Florida?

In most cases, you do not get money back when turning in tags in Florida. State law does not prorate registration fees, so stopping use of a vehicle partway through the year does not entitle you to a partial refund. Refunds exist only in a few specific situations, and a plate transfer to another vehicle is usually the better financial move when one is available.

When a Refund Is Actually Available

The FLHSMV refund application states directly that Florida law has no provision for prorated refunds.1Florida Department of Highway Safety and Motor Vehicles. HSMV 83363 Application for License Plate and Decal Refund Only these situations qualify:

  • You renewed early and surrendered the plate before the new period started. Florida lets you renew up to three months before your birthday. If you surrender the plate before midnight on your birthday, you can apply for a refund of the registration taxes you just paid. Once your birthday passes, the registration is in effect and no refund is available.2Florida Senate. Florida Statutes 320.15 – Refund of License Tax
  • You paid the $225 initial registration fee and disposed of the vehicle within three months. Surrender the plate and show proof of the sale to get the $225 back.3Florida Senate. Florida Statutes 320.072
  • Two plates or decals were mistakenly purchased for the same vehicle in the same registration period.4Florida Department of Highway Safety and Motor Vehicles. RS-65 Refunds for License Plates, Decals or Initial Registration Fees
  • You were charged for a new plate on a new vehicle when a current plate was already eligible for transfer.4Florida Department of Highway Safety and Motor Vehicles. RS-65 Refunds for License Plates, Decals or Initial Registration Fees

Approved refunds may be reduced by service fees. The FLHSMV does not publish a processing time, so expect to wait several weeks after mailing your application.

Credit Instead of Cash for Destroyed or Removed Vehicles

If your vehicle is destroyed or permanently removed from Florida, you do not get a check. Surrendering the plate gives you a registration credit for the remaining value of the period, which you can apply toward registering another vehicle in your name. The credit has to be worth at least $3, and it expires at the end of the current plate’s registration period.2Florida Senate. Florida Statutes 320.15 – Refund of License Tax If you don’t plan to register another vehicle before that date, the credit is worth nothing.

How to Apply if You Qualify

Use Form HSMV 83363, the Application for License Plate and Decal Refund. The form is available on the FLHSMV website or at any tax collector’s office.5Florida Department of Highway Safety and Motor Vehicles. Forms You will need the completed form, your original registration certificate showing taxes paid, and supporting documents for your specific situation. For an initial-fee refund, that means a copy of the title signed over to the buyer or a bill of sale listing the VIN, year, make, sale date, and both signatures.1Florida Department of Highway Safety and Motor Vehicles. Why Transferring Usually Beats Surrendering

If you sold one vehicle and bought another, transferring the plate almost always saves more money than any refund would. The transfer fee is $4.50, and if the new vehicle is in the same weight-based registration class, that fee is all you owe for the rest of the current period.6Florida Senate. Florida Statutes 320.0609 – Transfer and Exchange of Registration License Plates; Transfer Fee If the new vehicle sits in a heavier class, you pay the pro rata difference for the remaining months plus the $4.50.

Transferring also avoids the $225 initial registration fee entirely, because that fee applies only to brand-new Florida registrations.7Florida Department of Highway Safety and Motor Vehicles. Surrender the Plate Before Canceling Insurance

If you are turning in a plate because you no longer need the vehicle, order matters. Canceling auto insurance while the plate is still active in your name can trigger a driver’s license suspension from the Bureau of Financial Responsibility. Surrender the plate first, then cancel the insurance.8Florida Department of Highway Safety and Motor Vehicles. RS-43 Surrender of a License Plate by Owner

You can surrender in person at a tax collector’s office, license plate agent, or driver license office with photo ID. By mail, send the plate with a signed statement explaining the reason and a copy of your ID. If you have left Florida, mail it to your former county’s tax collector.8Florida Department of Highway Safety and Motor Vehicles. RS-43 Surrender of a License Plate by Owner

When you are selling a vehicle, there is a second option. Filing Form HSMV 82050 (Notice of Sale) at a motor vehicle service center removes your registration from the vehicle and shields you from civil liability for what the buyer does with it.9Florida Department of Highway Safety and Motor Vehicles. Selling a Vehicle The plate stays with you to transfer or surrender. Leaving a plate unsurrendered also exposes you to toll violations and other infractions tied to whoever ends up using it.

Lemon Law Buybacks Are Separate

A manufacturer buyback under Florida’s Lemon Law is not an FLHSMV refund and is not limited by the rules above. The manufacturer must refund the full purchase price plus “collateral and incidental charges,” defined to include sales taxes, title charges, and manufacturer-installed items, among others.10The Florida Legislature. Florida Statutes Chapter 681 – Motor Vehicle Sales Warranties The statute says collateral charges “include, but are not limited to” those items, so registration fees may be recoverable as part of a Lemon Law claim. That refund comes from the manufacturer, not from turning the plate in to the state.
