No, Arizona does not pay you to homeschool your child in the traditional sense. The state issues no salary, stipend, or reimbursement to parents who file a homeschool affidavit. What Arizona does offer is a separate publicly funded program, the Empowerment Scholarship Account (ESA), that deposits education dollars into a parent-controlled digital wallet. Most families receive about $7,247 per year through it. The important catch: ESA students are not legally homeschoolers under Arizona law, so you have to choose one path or the other.
Traditional Homeschooling Comes With No State Funding
If you file a notarized Affidavit of Intent to Homeschool with your county school superintendent, your child is classified as a homeschool student. You get full control over curriculum with almost no state oversight, and you receive zero state dollars.1Office of Maricopa County School Superintendent. Homeschool Books, tutors, supplies, co-op fees, and testing all come out of your own pocket.
That is the tradeoff Arizona has set up. Minimal regulation on one side, no money on the other. If funding is what you’re looking for, the affidavit route is not it.
The ESA Is How Arizona Puts Education Dollars in Parents’ Hands
The Empowerment Scholarship Account program operates under A.R.S. § 15-2402 and creates a contractual relationship between you and the state. By signing the ESA contract, you agree to educate your child in reading, grammar, mathematics, social studies, and science, and you agree not to enroll the student in any public district or charter school.2Arizona Legislature. Arizona Code 15-2402 – Arizona Empowerment Scholarship Accounts Funds In exchange, the state deposits quarterly funding into your account.
ESA students are not considered homeschoolers under state law, and you should not file a homeschool affidavit if your child is enrolled in the ESA program.3Coconino County. Homeschool and Private School If your child is already classified as a homeschooler when the ESA accepts you, you must notify your county school superintendent within 30 days that the student is no longer being homeschooled.4Arizona Department of Education. HB 2853 FAQ The classifications don’t overlap.
Who Qualifies
Since 2022, any child who resides in Arizona and is eligible to enroll in a public K-12 program can apply. There are no income limits, no requirement that your child previously attended public school, and students already in private school also qualify.5Arizona Department of Education. Eligibility Requirements and Application
For kindergarten-level funding, the child must be at least five years old by January 1 of the contract year. The program continues through high school until the student graduates or reaches age 22. Arizona residency has to be maintained the whole time. Move out of state and the account stops being funded.
How Much You Actually Get
ESA funding is calculated at 90 percent of the state’s per-pupil base amount, plus the additional assistance the student would have received as a charter school pupil. For most families in fiscal year 2026, the award is $7,247, and more than three-quarters of all ESA awards fall between $7,000 and $9,000.6Arizona Department of Education. Arizona Empowerment Scholarship Account Program Fiscal Year 2026 Quarter 2 Report
Students with documented disabilities receive significantly more. If a child has an IEP, a multidisciplinary evaluation, or a 504 plan, additional funding is layered on based on the severity and type of need. In fiscal year 2026, annual awards range from $4,718 at the low end to $23,480 at the high end. Roughly 19,700 of the approximately 99,000 enrolled ESA students are identified as having a disability.6Arizona Department of Education. The annual amount splits into four quarterly disbursements processed between the 15th and 30th of July, October, January, and April, though it can take a few additional days for the money to appear on the card.7Arizona Department of Education. ESA Support
Applying for the ESA
The Arizona Department of Education takes applications online year-round, but the quarter you sign your contract determines how much you receive that year. Sign during Q1 (July 1 to September 30) for full-year funding. Signing in Q2, Q3, or Q4 means your funding starts with that quarter’s disbursement and you miss the earlier quarters.7Arizona Department of Education. ESA Support
You submit two things: proof of identity and proof of residency. A full-color copy of the student’s birth certificate handles identity, and a utility bill issued within the past 60 days (showing all four corners of the document) is the preferred residency document. The department also accepts alternatives like a recent Arizona vehicle registration, a property tax bill, or a W-2.5Arizona Department of Education. Eligibility Requirements and Application
Processing takes up to 30 days from the date your application is complete. You receive the final determination by email, and staff cannot preview the decision before it’s made.7Arizona Department of Education. ESA Support
How the Money Reaches You
You never receive a check or a direct bank deposit. All ESA funds flow through ClassWallet, a digital platform the state contracts with to manage the accounts. Each quarterly disbursement loads into your ClassWallet digital wallet, and you can spend it four ways:8Arizona Department of Education. Parent Handbook Empowerment Scholarship Account Program School Year 2025-2026
- Buying through the ClassWallet Marketplace, where pre-approved vendors sell educational materials directly.
- Paying a vendor, tutor, school, or service provider through the platform.
- Swiping a ClassWallet-issued debit card at retailers or through PayPal and Square. Every debit card transaction requires you to upload a complete receipt or invoice afterward.
- Paying out of pocket and submitting itemized receipts for reimbursement to your linked bank account.
The debit card is the most flexible option but carries the heaviest documentation load. Transactions without uploaded receipts show up on your ClassWallet homepage flagged as “Action Required,” and unresolved flags can cause problems at renewal.9Arizona Department of Education. What ESA Funds Can and Cannot Pay For
The approved categories go beyond textbooks. ESA money covers tutoring and instruction in math, reading, music, swimming, cooking, chess, foreign language, and driver’s education, among others. The tutor or instructor has to be accredited by a state, regional, or national accrediting organization.8Arizona Department of Education. For supplemental materials, you need curriculum documentation on file showing the student’s name, course of study, learning objectives, and why the item is required or recommended. This is where the department rejects the most purchases. A science kit is fine, but only if your curriculum explains why that specific kit belongs in the plan.8Arizona Department of Education. Parent Handbook Empowerment Scholarship Account Program School Year 2025-2026
The department publishes a detailed unallowable list. Prohibited purchases include:10Arizona Department of Education. ESA Unallowable Purchases
- All food, including animal feed, ready-to-eat subscription boxes, and restaurant meals.
- Clothing and footwear beyond required school uniforms.
- Cleaning supplies, large appliances, home furnishings, bedding, and home improvement materials.
- Gift cards of any kind.
- Motorized vehicles, go-karts, motorized scooters, fuel, and oil.
- Swimming pools, trampolines over 10 feet in diameter, bounce houses, and amusement park tickets.
- Firearms, ammunition, BB guns, airsoft guns, and paintball guns. Archery bows under 35 pounds of draw weight are allowed as part of archery instruction.
- Amazon Prime, daycare, assembly or installation fees, hotel stays, and travel costs for tutors.
Every purchase has to be primarily educational. Items with a dual household purpose, like a large freezer or solar panels, are banned even when you can argue some educational connection.
What Happens if You Misuse Funds
When a transaction falls outside approved categories, the department sends a notice and gives you 15 business days to respond, either by explaining the purchase or repaying it. Repay in that window and the credit returns to your ESA within about 30 days with no further consequences.
Ignoring the notice escalates quickly. The department can suspend your account, freezing transactions and future disbursements until the issue is resolved. Continued non-response can lead to full account termination. For serious or intentional misuse, the State Board of Education refers the matter to the Attorney General’s Office for collection or criminal prosecution, and confirmed fraud results in the department withholding funds from all accounts under that parent’s name.
Renewal
The ESA contract renews annually. The department sends renewal contracts by May 1, and you must return the signed renewal by June 30.11Justia Regulation. Arizona Administrative Code R7-2-1506 To qualify, you need to have spent a portion of your funds on the core subjects, submitted your receipts or quarterly attestations, and cleared any outstanding debts for disallowed expenses.
Unspent funds roll over into the next year, so careful spending doesn’t cost you anything.12Arizona Department of Education. Parent Handbook Empowerment Scholarship Account Program 2025-2026
The STO Scholarship Conflict
If your child receives a scholarship from a School Tuition Organization under Arizona’s tax-credit scholarship program, you cannot hold an ESA contract in the same year. The statute explicitly prohibits concurrent use.2Arizona Legislature. Arizona Code 15-2402 – Arizona Empowerment Scholarship Accounts Funds
Accepting an STO scholarship after signing an ESA contract forces withdrawal from the ESA and closure of the account. Moving the other direction, from an STO to an ESA, requires repaying the STO the full scholarship amount before you sign the ESA contract.8Arizona Department of Education. Parent Handbook Empowerment Scholarship Account Program School Year 2025-2026 Receiving an STO scholarship in the same fiscal year also disqualifies you from renewing your ESA.
Taxes on ESA Money
ESA disbursements are not taxable income. Arizona law states this directly: money received through the ESA program does not constitute taxable income to the parent.2Arizona Legislature. Arizona Code 15-2402 – Arizona Empowerment Scholarship Accounts Funds You don’t report these funds on your federal or state tax return. The money is treated as a state-funded scholarship for educational expenses, not as earned income.
