In Pennsylvania, you have to register a kayak only if it has a motor. A paddle-only kayak does not need registration, but it does need a launch permit or a voluntary unpowered boat registration to use most public waterways. The dividing line is propulsion: any motor, even a small electric trolling motor, puts your kayak into the full registration system run by the Pennsylvania Fish and Boat Commission (PFBC).
When a Motor Makes Registration Mandatory
Any motorboat whose principal place of operation is Pennsylvania must carry a valid Pennsylvania registration.1Pennsylvania Code and Bulletin. Pennsylvania Code 58 Subchapter A – Registration Of Boats A kayak counts as a motorboat the moment you add mechanical propulsion. That includes an electric trolling motor, a gas outboard, or anything else that moves the boat without a paddle. Length is irrelevant. A 10-foot kayak with a clamp-on trolling motor is subject to the same registration requirement as a much larger powered boat.
Paddle-Only Kayaks: Launch Permit or Voluntary Registration
If your kayak is paddle-powered, you do not register it, but you still need credentials to launch at state-managed access points. One of three things will satisfy the requirement: a PFBC launch permit, a DCNR State Parks launch permit, or a voluntary unpowered boat registration through the PFBC.2Fish and Boat Commission. Launch Permit vs. Unpowered Boat Registration Any one of the three works. State parks accept PFBC credentials and vice versa, so you do not need separate paperwork for each agency’s waters.3Pennsylvania Fish and Boat Commission. Unpowered Boat Regulations
The voluntary registration has a practical edge over the launch permit. It is recognized by other states under reciprocity agreements, while a launch permit is not. If you ever haul your kayak across state lines, the registration travels with you. The PFBC also sends renewal reminders for registrations but not for launch permits.2Fish and Boat Commission. Where No Permit Is Required
The launch permit and registration rules apply to PFBC-controlled lakes and access areas and to DCNR state park and state forest waters.4Commonwealth of Pennsylvania. Register and Title an Unpowered Boat A private pond, a lake on private property, or a waterway you reach without using a PFBC or DCNR launch point does not trigger the requirement. Most popular paddling spots in the state, however, fall under one of those two agencies, so plan on needing a permit unless you have confirmed otherwise.
Registering a Motorized Kayak
Registration goes through the PFBC on Form REV-336. You can submit it by mail to the PFBC’s Division of Licensing and Registration, or handle it in person at a PFBC office or an authorized issuing agent.5Pennsylvania Code and Bulletin. Pennsylvania Code 58-93.3 – Application for Boat Registration You will need:
- Proof of ownership, such as a title, bill of sale, or completed PFBC Affidavit of Purchase/Ownership
- The Hull Identification Number stamped on the hull
- Make, model, length, and propulsion type
If you file in person, the copy you receive serves as a temporary certificate of registration for 60 days while the permanent decals and certificate are processed. Keep it on board whenever the kayak is on the water.6Cornell Law Institute. Pennsylvania Code 58-93.2 – Permanent and Temporary Registration
Titling
Pennsylvania requires a title for all inboard motorboats regardless of length, and for outboard motorboats 14 feet or longer with a model year of 1997 or newer. Most motorized kayaks sit under 14 feet with a small outboard and do not meet the threshold. Once a title has been issued on any boat, though, that boat has to stay titled through every future owner.
Getting a Launch Permit or Voluntary Registration
PFBC launch permits are sold through the PFBC’s online Outdoor Shop, at PFBC regional offices, and by authorized issuing agents.7Commonwealth of Pennsylvania. Buy a Launch Permit DCNR State Parks launch permits are sold through the DCNR website and at state park offices. Both come in one-year and two-year options.
Launch permit stickers go on the outside center of both sides of your kayak, high enough to be visible from shore.4Commonwealth of Pennsylvania. Register and Title an Unpowered Boat The voluntary unpowered boat registration decals follow the same placement rule.
What It Costs
A motorboat under 16 feet costs $13 per year to register, so a standard two-year registration runs $26.8Pennsylvania General Assembly. Pennsylvania Consolidated Statutes Title 30-5104 – Fees
For paddle-only kayaks, both the PFBC launch permit and the voluntary unpowered boat registration currently cost $22, with one-year and two-year options.2Fish and Boat Commission. Launch Permit vs. Unpowered Boat Registration DCNR launch permits are priced separately; check the DCNR site for current rates. Registration holders get renewal reminders from the PFBC. Launch permit holders have to track expiration themselves.
Numbers and Decals on the Hull
A registered motorized kayak must display its registration number on both sides of the bow in solid block letters at least three inches tall, in a color that contrasts with the hull, reading left to right. Validation decals go within six inches of the number, on the same level.9Cornell Law Institute. Pennsylvania Code 58-93.5 – Display of Registration Number and Validation Decals
Unpowered kayaks are specifically exempt from displaying registration numbers on the hull, even if you choose the voluntary registration.9Cornell Law Institute. Pennsylvania Code 58-93.5 – Display of Registration Number and Validation Decals You still display the launch permit stickers or validation decals, but no painted number on the bow.
Out-of-State Kayakers
If your motorboat is registered in another state, Pennsylvania honors that registration for up to 60 days after you bring the boat into the state. Past 60 days, you need Pennsylvania registration.10Pennsylvania Code and Bulletin. Pennsylvania Code 58-93.11 – Reciprocity and State of Principal Operation That window covers most vacation trips, but a kayak kept at a Pennsylvania lake house all summer likely needs PA paperwork.
For paddle-only kayaks, the launch permit rule applies regardless of where you live. If you launch at a PFBC or DCNR access point, you need a PFBC launch permit or registration. A launch permit from your home state will not get you onto Pennsylvania access points.
