Do You Need a Boating License in Kentucky? Exemptions & Minors

You do not need a boating license in Kentucky if you are 18 or older. Adults can legally operate any motorboat or personal watercraft on the state’s public waters without a license, permit, or safety certificate.1Kentucky Department of Fish & Wildlife Resources. Boating – Kentucky Department of Fish & Wildlife The state’s education requirement applies only to operators aged 12 through 17 running a vessel with more than 10 horsepower, and children under 12 are barred from operating those vessels at all.2Kentucky Legislative Research Commission. Who Actually Needs a Certificate

Kentucky’s one education rule is narrow. If you are between 12 and 17 and want to operate a motorboat or personal watercraft with an engine over 10 horsepower, you must either carry a valid Kentucky Safe Boating Certificate or have an adult 18 or older physically on board the vessel while it’s running.2Kentucky Legislative Research Commission. KRS 235.285 Personal Watercraft – Use for Towing – Prohibitions of Vessel Operation The on-board adult is a substitute for the certificate, not an addition to it, so a minor doesn’t need both.

Children under 12 face an absolute prohibition. No level of supervision or paperwork allows someone under 12 to operate a motorboat or personal watercraft over 10 horsepower on Kentucky waters.2Kentucky Legislative Research Commission. A parent, legal guardian, or supervising adult who knowingly lets a minor operate a vessel in violation of these rules commits a separate offense and can be cited directly.2Kentucky Legislative Research Commission. KRS 235.285 Personal Watercraft – Use for Towing – Prohibitions of Vessel Operation

How a Minor Gets the Kentucky Safe Boating Certificate

The Kentucky Department of Fish and Wildlife Resources (KDFWR) approves several online courses that lead to the Kentucky Boating Education Certificate, often called the “Blue Card.” Approved providers include Boat-Ed.com, BoatTests101.com, iLearnToBoat.com, Aceboater.com, Boaterexam.com, and the BoatUS Foundation, which offers its course free.5Kentucky Department of Fish & Wildlife Resources. Boater Education A Spanish-language option is available through BoatTests101.com, and Recademics has a course for military personnel and first responders.

The curriculum covers navigation rules, buoy markers, required safety equipment, and emergency procedures like capsizing and person-overboard situations. The final exam draws 60 questions at random from the course material.6BoatUS Foundation. Do You Need a Boating License in Kentucky

After passing, you can order a waterproof plastic card for around $15 through your course provider. Most providers let you print a temporary certificate right away so you’re legal on the water; the physical card usually arrives in two to three weeks.6BoatUS Foundation. Operators who are required to carry the certificate must have either the physical card or a legible copy on the vessel whenever they’re on the water. Conservation officers can ask for proof during routine safety inspections.

What Still Applies Even Without a License

No license doesn’t mean no rules. A few requirements catch adult boaters off guard precisely because they expect the water to be unregulated once they clear the age cutoff.

Vessel Registration

Every mechanically powered vessel used primarily in Kentucky must be registered with the state, regardless of size. Non-motorized boats such as canoes, kayaks, and rowboats do not require registration.1Kentucky Department of Fish & Wildlife Resources. Boating – Kentucky Department of Fish & Wildlife Registration expires April 30 each year and must be renewed annually. Annual fees run from $5 for electric trolling motors only to $29 for vessels over 40 feet, with a flat $30 for any length with an inboard motor.8Kentucky Legislative Research Commission. 301 KAR 6:005 Registration Fees Renters of boats from a marina or livery don’t register anything, but a copy of the lease agreement must stay on board while the vessel is in use.

Life Jackets for Children

Every child under 12 must wear a Coast Guard-approved personal flotation device while in the open area of a recreational vessel that’s underway. The boat’s owner or operator is responsible for enforcing this, and letting a child ride without one is a citable offense.9Kentucky Legislative Research Commission.
