No, you do not need a California driver’s license to register a car in California. The DMV accepts a California identification card or a valid out-of-state driver’s license as proof of identity when you register a vehicle. Licensing and registration are two separate transactions, and you can handle them at the same visit using your out-of-state license.
That said, moving to California starts two clocks at once, and the registration clock is tighter than most new residents realize.
The Two Deadlines Residency Creates
Once you’ve established residency, California gives you 10 days to apply for a California driver’s license. You can keep driving on your out-of-state license during that window, but you cannot drive for employment purposes until you have the California license in hand.1California Legislative Information. California Vehicle Code VEH 12505
The vehicle itself must be registered within 20 days of the date California registration became due.2California Legislative Information. California Vehicle Code VEH 4152.5 Nothing in that rule conditions registration on holding a California license first. You can walk into a DMV office with your out-of-state license, register the car, and apply for the license in the same appointment. If you let more than 10 days pass without applying for the license, you’re technically late on that deadline whether or not the car is registered.
What You Need to Bring to Register the Car
Plan on five things for a first-time California registration of an out-of-state vehicle:
- The vehicle’s title from the state where it was last registered. If the original is lost, get a duplicate from that state or file an Application for Replacement or Transfer of Title (REG 227) with the California DMV.3California State Department of Motor Vehicles. Application for Replacement or Transfer of Title (REG 227)
- A completed Application for Title or Registration (REG 343), the main registration form.4California State Department of Motor Vehicles. Forms
- A passing smog certificate (details below).
- Proof of California liability insurance at the current state minimums.
- Payment for fees, use tax, and any penalties.
Smog Check
California requires a smog inspection for most vehicles being registered in the state for the first time, including cars coming from another state. The 8-model-year exemption that applies to renewals does not apply here, so even a nearly new car usually needs the inspection when it enters California.5Bureau of Automotive Repair. Gasoline, hybrid, and alternative-fuel vehicles from model year 1976 and newer need a smog check, as do diesel vehicles from model year 1998 and newer with a gross vehicle weight rating of 14,000 pounds or less. Electric vehicles, diesels over 14,000 pounds, and gasoline vehicles from 1975 or older are exempt.6California State Department of Motor Vehicles. VIN Verification
If your vehicle was last registered in another state, it almost certainly needs a physical VIN verification. A licensed verifier or peace officer inspects the car and completes a Verification of Vehicle form (REG 31), confirming the VIN and vehicle description match the ownership documents.7California State Department of Motor Vehicles. Vehicle Verifications A DMV employee can perform the verification at your appointment if you haven’t had it done elsewhere.
Insurance
California raised its minimum liability limits on January 1, 2025. Any policy issued or renewed on or after that date must provide at least:
- $30,000 for bodily injury or death of one person per accident
- $60,000 for bodily injury or death of two or more people per accident
- $15,000 for property damage per accident8California Legislative Information. California Vehicle Code VEH 160569California Department of Insurance. New Year Means New Changes for Insurance
If you’re coming from a state with lower minimums, update your policy before you head to the DMV. Your card or declarations page has to show these limits or higher.
What It Costs
California registration is a stack of separate fees rather than one flat charge. The core components are a $76 base registration fee (which includes a $3 alternative fuel/technology fee), a $34 California Highway Patrol fee, a vehicle license fee equal to 0.65% of the vehicle’s purchase price or current market value, a transportation improvement fee that scales with value from $33 up to $231, and county and district fees that vary.10California State Department of Motor Vehicles. Registration Fees
The bigger surprise for people moving in from out of state is use tax. When you register a vehicle you bought in another state, the DMV collects California use tax on the purchase price. The base state rate is 7.25%, and local district taxes can push the total above 10% in some counties. On a $25,000 car, that can be $1,800 to $2,500 due at registration. If you already paid sales tax to another state when you bought the vehicle, California generally credits that amount against what you owe, so you only pay the difference.11California Department of Tax and Fee Administration. If You Miss the 20-Day Window
Late registration penalties compound the longer you wait, and they stack three ways: a percentage of your vehicle license fee, a flat registration late fee, and a CHP late fee.10California State Department of Motor Vehicles. Registration Fees
- 1 to 10 days late: 10% of the VLF, plus a $10 registration late fee and $10 CHP late fee
- 11 to 30 days late: 20% of the VLF, plus $15 and $15
- 31 days to one year late: higher VLF percentage plus a $34 CHP late fee
- More than one year late: $56 CHP late fee, climbing to $100 past two years
On a higher-value car, the VLF percentage alone adds up fast. Separately, driving an unregistered vehicle on California roads is its own violation under Vehicle Code Section 4000.12California Legislative Information. California Vehicle Code VEH 4000
Original registrations for out-of-state vehicles can’t be done through the online renewal system, so you’ll either make an in-person appointment or mail the paperwork to Vehicle Registration Operations, Department of Motor Vehicles, P.O.
