Do You Need a Concealed Carry License in Kentucky?

You do not need a concealed carry license in Kentucky. Since June 27, 2019, any adult 21 or older who can legally possess a firearm may carry a concealed deadly weapon anywhere in the state that licensed carriers are allowed to go, with no permit, training, or fee required.1Justia. Kentucky Code 237.109 – Authorization to Carry Concealed Deadly Weapons Without a License Many Kentuckians still apply for a Concealed Carry Deadly Weapon (CCDW) license anyway, because other states will not honor Kentucky’s permitless framework when you travel.

Who Can Carry Concealed Without a Permit

Two conditions have to be met. You must be at least 21 years old, and you must be legally allowed to possess a firearm under both Kentucky and federal law.1Justia. Kentucky Code 237.109 – Authorization to Carry Concealed Deadly Weapons Without a License If both apply to you, that’s it. No application, no waiting period, no registration.

The law covers more than handguns. Kentucky’s penal code defines “deadly weapon” to include any firearm plus knives other than ordinary pocket or hunting knives, clubs, blackjacks, nunchucks, throwing stars, and metal or hard-plastic knuckles.2Kentucky Legislative Research Commission. Kentucky Code 500.080 – Definitions for Kentucky Penal Code All of those fall under the same permitless framework.

Anyone prohibited from possessing firearms, such as convicted felons or people subject to certain protective orders, cannot carry concealed under this law, and the prohibition extends to non-firearm deadly weapons as well.3Kentucky State Police. Permitless Carry The 2019 law removed a licensing requirement; it did not grant anyone new rights to possess a weapon.

Visitors from out of state get the same deal. Anyone legally eligible under federal and Kentucky law can carry concealed here regardless of whether they hold a permit from their home state or any state at all.4Kentucky State Police. CCDW FAQs

If You Are Under 21

Permitless carry does not apply to anyone younger than 21. People aged 18 to 20 may legally possess a firearm in various situations, but they cannot carry it concealed, and no CCDW license is available to bridge the gap because the minimum age for the license is also 21.4Kentucky State Police. Where Concealed Carry Is Still Prohibited

Permitless or licensed, Kentucky bans concealed carry in the same specific places.6Kentucky State Police. Restrictions on Carrying by Qualified License Holders The license does not get you into any of them:

  • Police stations, sheriff’s offices, jails, prisons, and detention centers.
  • Courthouses, courtrooms, and court proceedings.
  • Sessions of the Kentucky General Assembly, including committee meetings, and meetings of county, municipal, or special district governing bodies.
  • Elementary and secondary school buildings and grounds, unless school authorities give specific consent.
  • Daycare centers, child-caring facilities, and certified family childcare homes.
  • Airport areas past security checkpoints where access is controlled by inspection.
  • The portion of any establishment licensed to serve beer or alcohol on-site that is primarily devoted to that purpose. A restaurant with a bar section restricts carry in the bar area, not necessarily the whole building.
  • Anywhere federal law bans firearms, including federal courthouses, post offices, and military installations.

Penalty for Carrying in a Prohibited Place

Carrying concealed in a prohibited location is a Class A misdemeanor, the most serious misdemeanor classification in Kentucky.7Justia. Kentucky Code 527.020 – Carrying Concealed Deadly Weapon If you have a prior felony conviction that involved possessing, using, or displaying a deadly weapon, the offense is upgraded to a Class D felony. A conviction can mean jail time, fines, and losing your ability to legally carry going forward.

Why Get a CCDW License Anyway

Kentucky’s permitless carry law stops at the state line. The moment you drive into Tennessee, Ohio, Indiana, or anywhere else with a concealed firearm, you are subject to that state’s rules. Many states will honor a Kentucky CCDW license through reciprocity agreements. None are obligated to honor Kentucky’s permitless framework.

According to the most recent reciprocity data from Kentucky State Police, roughly 38 states recognize a Kentucky CCDW license.8Kentucky State Police. CCDW Reciprocity Several do not, among them California, Illinois, Maryland, Massachusetts, New Jersey, New York, Oregon, and Washington. Reciprocity agreements shift over time, so check the destination state’s current law before you travel armed.

If you never carry outside Kentucky, the license adds nothing you don’t already have at home. If you do travel, it is often the difference between legal carry and a criminal charge in another state.
