If you’re 16 or older, you need a fishing license in New Jersey to fish any freshwater in the state, and you need a free annual registration to fish recreationally in saltwater. Residents pay $22.50 for an annual freshwater license; non-residents pay $34.00, or less for a short vacation permit. Anglers under 16, residents 70 and older, and a few other groups don’t need to buy anything.
Freshwater License vs. Saltwater Registration
The rule splits by water type. Every person over 16 must obtain a license before fishing any freshwater in New Jersey, whether they use a rod and reel, a handline, or a bow, and residency doesn’t change the requirement.1Justia. Saltwater is different. New Jersey doesn’t charge for saltwater fishing, but anglers 16 and older who fish recreationally in marine or tidal waters must register annually with the New Jersey Saltwater Recreational Registry Program. Registration is free. You need it if you fish outside New Jersey waters but land your catch at a New Jersey port. Who Fishes Free
Several groups can skip the freshwater license:
- Children under 16 need no license or trout stamp.

- Farm occupants who live on the property can fish on their own farm without a license, though all other fishing regulations still apply. The state also runs two Free Fishing Days each year, one in spring and one in fall, when residents can fish public freshwaters without a license or trout stamp. Buddy Discount for New or Lapsed Anglers
The Fishing Buddy program cuts the price when two people buy together in the same transaction, as long as at least one has never held a New Jersey fishing license or hasn’t purchased one in the previous five years.8New Jersey Department of Environmental Protection. Fishing Buddy Licenses
Buddy pricing drops the resident license from $22.50 to $11.75, the non-resident annual from $34.00 to $17.50, and the All-Around Sportsman License to $62.25. How to Buy and Display It
The state’s online licensing system on the Division of Fish and Wildlife website is the most direct route. You can also buy in person at authorized agents such as bait shops and sporting goods stores.9New Jersey Department of Environmental Protection. Once you have it, keep it visible. New Jersey law requires you to display your fishing license conspicuously on your outer clothing in a license holder while fishing, and conservation officers and law enforcement can ask to inspect it.1Justia. Penalties for Fishing Without a License
Fishing without a license, or without one properly displayed, carries a $10 fine plus court costs. Other violations of the licensing statute that lack their own specific penalty draw fines of $50 to $200 per offense.1Justia. Trout and Offshore Species
Two situations the basic license doesn’t cover. To fish for trout or salmon, licensed anglers need a trout stamp, and simply possessing trout counts, so the stamp is required even to carry fish someone else caught.2New Jersey Department of Environmental Protection. Freshwater Fishing Digest 2025
For offshore trips targeting tuna, sharks, swordfish, or billfish, the state saltwater registration isn’t enough. NOAA requires a separate federal Atlantic Highly Migratory Species (HMS) Angling Permit for any recreational vessel keeping those species. The permit is vessel-specific, and the physical card must be on board during any trip where you might catch HMS fish.10NOAA Fisheries.
