You do not need a permit to buy a gun in Iowa. Since July 1, 2021, House File 756 removed the state permit requirement for handgun purchases, so anyone not legally barred from gun ownership can buy from a licensed dealer by passing a federal background check.1Iowa Legislature. What Buying From a Dealer Actually Involves
Any purchase from a Federal Firearms Licensee starts with ATF Form 4473. You fill in your personal information, and the dealer runs it through the National Instant Criminal Background Check System.2Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF). A “proceed” clears you on the spot. A “denied” ends the sale. A “delayed” means NICS needs more time. If three full business days pass after the dealer contacts NICS and the system has neither approved nor denied the transfer, federal law allows the dealer to complete the sale.3Office of the Law Revision Counsel. 18 USC 922 – Unlawful Acts Many dealers wait for a definitive answer anyway, which they’re entitled to do.
There is one shortcut. If you already hold a valid Permit to Acquire Pistols and Revolvers or a Nonprofessional Permit to Carry Weapons, the dealer can accept the permit in place of a new NICS check on a handgun purchase.1Iowa Legislature. House File 756 – Enrolled That is one of the main reasons Iowans still bother with a permit.
Buying Through a Private Sale
Iowa imposes no background check on private firearm sales. Two Iowa residents can complete a transaction without a dealer, a check, or any state paperwork. The catch sits with the seller: you cannot transfer a firearm to someone you know or reasonably should know is prohibited from having one. Federal law makes knowingly selling to a prohibited person a serious crime, and Iowa law separately makes it a felony for the prohibited person to possess, receive, or transport the firearm.4Iowa Legislature. Because of that exposure, many private sellers still ask the buyer to show a valid Permit to Acquire or Nonprofessional Permit to Carry before completing the sale. Neither party has to, but the permit gives the seller a record that they took reasonable steps to check eligibility.
Who Cannot Buy a Firearm in Iowa
Federal and Iowa law both prohibit certain people from buying or possessing firearms. The major categories cover anyone who:
- Has a felony conviction in any state or federal court
- Has been convicted of a misdemeanor crime of domestic violence
- Is subject to a domestic violence protective order
- Uses controlled substances unlawfully on a regular and ongoing basis
- Has been adjudicated mentally defective or committed to a mental institution
- Is unlawfully present in the United States
- Has renounced U.S. citizenship
Iowa’s firearms chapter mirrors most of the federal prohibitions. Felons and those convicted of domestic violence crimes face a Class D felony charge for possessing, receiving, or transporting a firearm.4Iowa Legislature. Iowa Code Chapter 724 – Weapons
Age Requirements
Age rules come from both state and federal law, and they differ for handguns and long guns. Federal law bars any licensed dealer from selling a handgun to anyone under 21 or a rifle or shotgun to anyone under 18.5Office of the Law Revision Counsel. 18 US Code 922 – Unlawful Acts Under Iowa law, no one under 18 can acquire a pistol or revolver at all, and no one under 21 can be issued a Permit to Acquire Pistols and Revolvers.4Iowa Legislature. Iowa Code Chapter 724 – Weapons So an Iowan aged 18 to 20 can legally buy a rifle or shotgun from a dealer but not a handgun.
Marijuana and Controlled Substance Use
This is where federal gun law surprises people. Even in states with legal medical or recreational marijuana, federal law still classifies it as a controlled substance, and unlawful users of controlled substances are prohibited from possessing firearms.
The standard changed on January 22, 2026. An ATF interim final rule redefined “unlawful user of or addicted to any controlled substance” to require evidence of regular, recent, and ongoing use before someone is disqualified.6Federal Register. Revising Definition of Unlawful User of or Addicted to Controlled Substance Under the earlier approach, a single arrest or a positive drug test within the past year could be enough to deny a purchase. The revised definition asks for a pattern of use continuing into the present, so isolated or sporadic use no longer triggers the ban by itself.
Iowa’s Optional Permits
No permit is required to buy a firearm in Iowa, but two remain available and both do real work.
Permit to Acquire Pistols and Revolvers
This one functions as a pre-cleared background check. Once you hold it, you can buy handguns from dealers without waiting on a fresh NICS check each time, and private sellers can see that you’ve been screened. It is valid for five years.4Iowa Legislature. Iowa Code Chapter 724 – Weapons You must be at least 21 and an Iowa resident to apply.
Nonprofessional Permit to Carry Weapons
This permit authorizes you to carry a firearm, openly or concealed, across Iowa. It also stands in for a NICS check on handgun purchases at dealers, the same way the Permit to Acquire does. It’s valid for five years and is honored by states that have reciprocity agreements with Iowa, which matters if you travel with a firearm.4Iowa Legislature. Iowa Code Chapter 724 – Weapons Iowa enacted permitless carry in the same 2021 law, but many states that recognize an Iowa carry permit do not extend the same courtesy to permitless carriers from other states.
How to Apply
Applications for both permits go through your county sheriff’s office, using forms provided by the Iowa Department of Public Safety.7Iowa Department of Public Safety. Weapon Permit Applications You will need a valid Iowa driver’s license or non-operator ID with your current address and photograph.
The Nonprofessional Permit to Carry has one added requirement: you must show completion of a firearms safety training course before your first permit. Qualifying options include NRA handgun safety programs, courses offered by law enforcement agencies or community colleges, military small arms training, and hunter education programs that include a handgun safety component.8Iowa Legislature. The statutory fee for an initial Nonprofessional Permit to Carry is $50, and renewals are $25.9Iowa Legislature. Iowa Code 724.11 – Issuance of Permit to Carry Weapons Permit to Acquire fees are generally lower and vary by county. The sheriff’s office has 30 days to approve or deny either application. If they don’t act within that window, the application is automatically approved.
Buying a Gun in Another State
Federal law limits out-of-state purchases. You cannot buy a handgun directly from a seller in another state. If you find one, the seller has to ship it to a licensed dealer in Iowa, who then runs the background check and completes the transfer to you.
