If you are 25 or older in Texas and have never been licensed, there is no learner’s permit for you to get. Texas only issues learner licenses to applicants under 18. Once you turn 25, you apply directly for a full Class C driver’s license, and the state assumes you will arrive at your road test already knowing how to drive.1Department of Public Safety. No Permit Stage, So How Do You Practice?
This is the part that catches most adult first-timers off guard. Teens get a learner license that lets them practice on public roads with a licensed adult in the passenger seat. Adults 25 and older do not. There is no interim credential, no supervised-driving phase, and no legal pathway to practice on public roads before you pass the DPS road test.
In practice, that leaves you two options. You can practice on private property with an experienced driver, which is legal but limits what you can actually prepare for. Or you can pay a driving school for behind-the-wheel lessons. Adult lessons generally run between $80 and $140 per hour depending on where you live. Many schools that teach adults also let you use their vehicle for the road test itself through a third-party testing arrangement, which solves the separate problem of needing a car that passes the pre-test safety inspection.
What Texas Actually Requires After 25
The requirements are shorter than they are for younger applicants. Driver education is not mandatory. The graduated licensing restrictions do not apply. What you still have to clear:
- A vision screening at the DPS office. If you don’t pass, you’ll be referred to an eye specialist before you can continue.2Legal Information Institute. 37 Tex. Admin. Code 15.51 – Vision Tests
- A written knowledge exam on Texas traffic laws, signs, and right-of-way rules. The Texas Driver Handbook on the DPS website covers everything on it.
- A behind-the-wheel driving skills test.3Department of Public Safety. Apply for a Texas Driver License
- The Impact Texas Adult Drivers (ITAD) course.
The ITAD course is the one piece of coursework no adult applicant can skip. It is a free, one-hour online video about the real-world consequences of distracted driving, available at impacttexasdrivers.dps.texas.gov.4Department of Public Safety. The Shortcut: An Optional Course That Waives the Written Test
Driver education is not required after 25, but taking a six-hour adult driver education course from a state-approved provider waives the written knowledge exam at DPS. The knowledge test is built into the course; pass it there and you don’t sit for it again at the office.
For anyone who has never studied traffic law, this is often the smoother route. You learn the material and clear the testing requirement in a single step rather than walking into DPS cold. If you go this way, verify the provider is licensed through the Texas Department of Licensing and Regulation’s search tool before paying.6Texas Department of Licensing and Regulation. Documents and Fee for Your DPS Visit
Fill out Form DL-14A at home before you go.7Texas Department of Public Safety. Texas Driver License or Identification Card Application Schedule an appointment through the DPS online portal; walk-ins get seen after appointment holders, and the gap can be hours.
Bring with you:
- Proof of identity and U.S. citizenship or lawful presence (passport, birth certificate, or equivalent).
- Your Social Security card, or complete an affidavit at the office if you don’t have it.5Texas Department of Public Safety. Guide for First Time DL/ID Applicants
- Two Texas residency documents, each showing your name and address. Each one must be more than 30 days old but less than 180 days old. Utility bills, bank statements, government mail, and pay stubs all qualify.8Department of Public Safety. Texas Residency Requirement for Driver Licenses and ID Cards
- If you own a vehicle: current Texas registration and proof of insurance in your name.
- Your ITAD certificate, and the driver education certificate if you took the optional course.
Watch that residency window carefully. A utility bill from last week is too recent. It has to be at least 30 days old. This is the single most common reason people get sent home from a first appointment.
The fee is $33, which includes a $1 administrative charge and covers the license for eight years.9Department of Public Safety. Driver License Fees Most DPS offices accept credit cards, checks, money orders, and cash.
Passing the Driving Skills Test
You will take the road test either at a DPS office or through an approved third-party provider.3Department of Public Safety. Apply for a Texas Driver License You have to supply a vehicle, and the examiner will inspect it before the test starts. The car needs two properly mounted plates, working headlights, taillights, brake lights, and all four turn signals, a working horn, seatbelts, wipers, speedometer, and at least one rearview mirror. Both front doors must open from the inside. Tires must be safe. Registration must be current, and insurance must be unexpired with you not listed as an excluded driver.10Texas Department of Public Safety. How to Prepare for a Drive Test
During the test, the examiner evaluates your ability to back in a straight line, parallel park, approach intersections, make turns, stop in normal traffic, control the vehicle, observe traffic, hold your lane position, and signal properly.10Texas Department of Public Safety. How to Prepare for a Drive Test It is not a long test. Nerves and lack of road time are where adult applicants fail. If you have barely driven, a few professional lessons before you book the appointment are usually worth it.
After You Pass
DPS prints a temporary paper license at the office the day you pass. It is a full, unrestricted Class C license. You can drive alone immediately; there is no requirement that a licensed adult ride with you. Your permanent plastic card arrives by mail in two to three weeks, though DPS says delivery can take up to 45 days.5Texas Department of Public Safety. If it hasn’t arrived by then, you can check the mailing status on the DPS site or contact customer service.11Texas Department of Public Safety. Where’s my Driver License or ID card
