Does Arizona Recognize Juneteenth as a State Holiday?

Juneteenth is not a legal state holiday in Arizona. State law recognizes June 19 as a day of observance, but the same statute that creates the observance says plainly that it is not a legal holiday. State offices stay open, state employees work a regular day, and the state’s holiday pay protections do not apply. Federal recognition is a separate matter, and that is where most of the practical effects Arizonans notice on June 19 actually come from.

What Arizona Law Says

Arizona Revised Statutes § 1-315 directs that June 19 “shall be observed as Juneteenth day” and, in the same section, states that “Juneteenth day is not a legal holiday.”1Arizona Legislature. Arizona Revised Statutes Title 1 – General Provisions Section 1-315 – Juneteenth Day The state’s enumerated list of legal holidays sits in a different statute, ARS § 1-301, which runs 17 designated days from New Year’s Day to Christmas. Juneteenth is not on it.2Arizona Legislature. Arizona Revised Statutes 1-301 – Holidays Enumerated

The distinction between recognition and legal-holiday status is deliberate, and it carries through the rest of Arizona’s holiday rules.

What That Means for State Employees and Workplaces

Arizona’s holiday compensation statute, ARS § 38-608, guarantees public employees extra leave or additional pay for working on a legal holiday, and it defines “legal holiday” by reference to the designated list. Because Juneteenth is not on that list, those protections are not triggered.3Arizona Legislature. Arizona Revised Statutes 38-608 – Compensation or Time Off for Legal Holidays

The Arizona Department of Administration’s 2026 holiday calendar for state employees confirms the practical result. It lists ten paid holidays; Juneteenth is not among them.4Arizona Human Resources. 2026 Holiday Calendar State offices remain open on June 19, and state workers report as usual.

For private employers, Arizona law requires no paid time off or premium pay for any holiday, regardless of its state classification. Whether a private business closes on Juneteenth is entirely a company decision.

Federal Recognition Still Reaches Arizona

Juneteenth became a federal legal public holiday when President Biden signed the Juneteenth National Independence Day Act on June 17, 2021.5U.S. Government Publishing Office. Public Law 117-17 – Juneteenth National Independence Day Act The law added Juneteenth to 5 U.S.C. § 6103, the statute listing federal holidays.6Office of the Law Revision Counsel. 5 USC 6103 – Holidays Federal employees in Arizona receive the paid day off, and federal offices across the state close, including Social Security offices and federal courthouses.

That federal status is what Arizonans actually feel on June 19.

Banks and Payments

Federal Reserve Banks observe Juneteenth, which shuts down the systems that move money between banks. Expect delays on direct deposits, wires, and ACH payments scheduled around the date.7Federal Reserve Financial Services. Holiday Schedules The New York Stock Exchange and Nasdaq close as well.8NYSE. Holidays and Trading Hours Local branch hours vary: nationally chartered banks tend to follow the federal schedule, while credit unions and state-chartered banks set their own.

Mail

The U.S. Postal Service observes Juneteenth. Post offices close and regular residential delivery stops. Priority Mail Express is typically the only service that continues on federal holidays.9USPS. Holidays and Events

Court and Tax Deadlines

Federal filing deadlines shift. Rule 6 of the Federal Rules of Civil Procedure extends any deadline falling on a legal holiday to the next business day, and the rule specifically names Juneteenth National Independence Day.10Legal Information Institute. Federal Rules of Civil Procedure Rule 6 – Computing and Extending Time The IRS applies the same approach, treating a due date falling on a legal holiday as extended to the next business day.11Internal Revenue Service. Publication 509 – Tax Calendars Arizona state tax deadlines are not affected, because Juneteenth is not a state legal holiday.

When June 19 Falls on a Weekend

Federal practice shifts a holiday that lands on a weekend: a Saturday holiday is observed the preceding Friday, and a Sunday holiday is observed the following Monday.12U.S. Office of Personnel Management. Federal Holidays – Overview In 2027, June 19 falls on a Saturday, so federal offices and banks will observe Juneteenth on Friday, June 18. In 2026, the date lands on a Friday, so no shift applies.

Arizona’s own weekend-observance rules sit in ARS § 1-301 and apply only to the holidays on that list.2Arizona Legislature. Arizona Revised Statutes 1-301 – Holidays Enumerated Because Juneteenth is not among them, the state’s shifting rules do not reach it. Any weekend observance Arizonans experience for Juneteenth comes from the federal schedule.
