Does California Have a Cash for Clunkers Program?

Yes. California runs what amounts to a cash for clunkers program, and it is actually two separate tracks. The Bureau of Automotive Repair’s Consumer Assistance Program (CAP) pays $1,350 to $2,000 to scrap an old vehicle outright. The Driving Clean Assistance Program (DCAP) and its regional Clean Cars 4 All counterparts pay up to $12,000 when you replace your old car with a cleaner one. Which track fits depends on your income, where you live, and whether you want cash in hand or a cleaner replacement vehicle.

CAP Vehicle Retirement: Scrap Your Car for Cash

CAP is the simplest route. You take your old car to a BAR-contracted dismantler, and the dismantler writes you a check on the spot. No replacement purchase is required.1Bureau of Automotive Repair. Retire Your Vehicle

Three payment tiers exist:

  • $1,350 if your vehicle failed its most recent Smog Check. No income limit.
  • $1,500 if you are income-eligible and your vehicle has a completed Smog Check (pass or fail) within 180 days of applying. This is the only tier that does not require a failure.
  • $2,000 if you are income-eligible and your vehicle failed its most recent Smog Check.

Income-eligible for CAP means your gross household income is at or below 225% of the federal poverty level.2Bureau of Automotive Repair. What Your Car and Your History Have to Look Like

The vehicle must have been continuously registered with the DMV for the two years before its registration expiration date, with no lapse longer than 120 days. For the $1,500 tier, there is an alternative: the vehicle must have been mainly driven in California and not registered out of state during those two years.1Bureau of Automotive Repair. The car also has to be genuinely operational. It must start without jump packs or starting fluid, drive forward at least 10 yards under its own power, and have its basic components intact, including doors, hood, windshield, dashboard, at least one bumper, exhaust, and working pedals. A stripped or barely-running car will not qualify.1Bureau of Automotive Repair. Retire Your Vehicle

There is a per-owner limit too. A sole owner cannot have retired another vehicle through CAP in the past 12 months. Joint owners can retire up to two vehicles in a 12-month window.1Bureau of Automotive Repair. Retire Your Vehicle

If You Would Rather Repair Than Scrap

If your car failed its biennial Smog Check and you want to keep it, CAP will help pay for the emissions repairs instead. This option is only available to income-eligible applicants, and the amount depends on model year:3Bureau of Automotive Repair. Apply for Repair Assistance

  • Up to $1,450 for 1996 or newer vehicles.
  • Up to $1,100 for 1976 through 1995 vehicles.

Repairs must be done at a STAR-certified test-and-repair Smog Check station, and the assistance goes toward parts and labor needed to bring the car into compliance.4Bureau of Automotive Repair. Consumer Assistance Program Application

DCAP and Clean Cars 4 All: Up to $12,000 for Replacing Your Car

If you are willing to swap your old car for a cleaner one, the money gets much larger. The California Air Resources Board runs Clean Cars 4 All through regional air districts, and the statewide version is the Driving Clean Assistance Program (DCAP).5California Air Resources Board. Clean Cars 4 All

Under DCAP, grant size depends on whether you live in a designated disadvantaged community (DAC) and whether you have a vehicle to scrap:6California Air Resources Board. Driving Clean Assistance Program

  • DAC resident scrapping a vehicle: up to $12,000 toward a replacement, plus up to $2,000 for charging.
  • Non-DAC resident scrapping a vehicle: up to $10,000 toward a replacement, plus up to $2,000 for charging.
  • No vehicle to scrap: up to $7,500 toward a replacement, plus up to $2,000 for charging.

The charging money comes as either a $2,000 prepaid card for public stations or up to $2,000 toward installing a home charger.6California Air Resources Board. Driving Clean Assistance Program

Who Qualifies

Income eligibility is more generous than CAP: household income must be at or below 300% of the federal poverty level, which currently works out to roughly $93,600 for a family of four.7California Air Resources Board. Clean Cars 4 All – About

If you are scrapping a vehicle, it must be a gasoline or diesel car or truck under 10,000 pounds, model year 2009 or older, titled in your name, and must pass a functionality test. The replacement can be new or used but cannot exceed $45,000 before taxes and fees. Eligible replacements include battery electric vehicles, plug-in hybrids, fuel cell vehicles, and zero-emission motorcycles. Conventional hybrids were phased out in November 2024.6California Air Resources Board. Driving Clean Assistance Program8California Air Resources Board. Project Background for Clean Cars 4 All

One rule catches people: you cannot have participated in certain other CARB programs, including the Clean Vehicle Rebate Project or a prior round of Clean Cars 4 All. DCAP participants must also keep the replacement vehicle registered in California for at least 30 months.6California Air Resources Board. Driving Clean Assistance Program

Where You Live Determines Which Door You Use

Clean Cars 4 All runs through five regional air districts: South Coast AQMD (greater Los Angeles), Bay Area AQMD, Sacramento Metro AQMD, San Joaquin Valley APCD, and San Diego APCD. If you live in one of those, you apply through your local district. Everyone else uses DCAP.9California Air Resources Board. CC4A Implementing Air Districts

DCAP also offers supplemental services to participants in the district programs, including low-interest auto loans capped at 8% APR. Incentive amounts and vehicle rules can vary somewhat between districts, so confirm the exact numbers with your local program before you commit.9California Air Resources Board. How to Apply Without Disqualifying Yourself

For CAP, you apply through BAR’s online portal or by mailing a completed packet. You will need documents verifying your identity, vehicle registration, income (for the higher tiers), and your Smog Check results.4Bureau of Automotive Repair. Consumer Assistance Program Application Do not dismantle, sell, or surrender your vehicle before you receive an official approval letter from BAR. Jumping the gun disqualifies you.

Once approved, BAR sends an eligibility letter with instructions. You schedule an appointment at a BAR-contracted dismantler, bring the vehicle in, and the dismantler verifies your ID and inspects the car. If everything checks out, you walk out with a check made payable to the registered owner on the eligibility letter.1Bureau of Automotive Repair. Retire Your Vehicle

For CC4A and DCAP, you apply through your air district or through the DCAP website (drivingcleanca.org). The same rule applies, with teeth: you must be approved before buying a replacement vehicle. Buying first and seeking reimbursement later is not allowed.6California Air Resources Board. Driving Clean Assistance Program

The Federal Credit Is No Longer Available

If you were counting on stacking California’s incentives with the federal clean vehicle tax credit, that is gone. The federal New Clean Vehicle Credit (Section 30D), which offered up to $7,500 on qualifying electric vehicles, was terminated for any vehicle acquired after September 30, 2025, under the One Big Beautiful Bill Act.10Internal Revenue Service.
