Yes, Florida Blue covers dental, but usually not inside its regular health insurance plan. Dental is sold as a separate product line called BlueDental, underwritten by an affiliate called Florida Combined Life Insurance Company. You can choose from two PPO plans and one prepaid plan, and a limited number of Florida Blue medical plans, including most Medicare Advantage plans, build dental benefits directly into the health coverage.
How Dental Fits Into Florida Blue
Florida Blue’s health plans and its dental plans are legally separate products. The health plans are offered by Florida Blue and Florida Blue HMO. The dental plans are offered by Florida Combined Life Insurance Company, Inc., a corporate affiliate and an Independent Licensee of the Blue Cross and Blue Shield Association. Despite the split, you manage both sides of your coverage through a single Florida Blue account and mobile app.1Florida Blue. Employer Plans and Services – Dental Insurance
A small number of Florida Blue medical plans do include adult dental in the premium. On those plans, preventive care is covered at no cost, basic and major services are covered at 50% after a $50 deductible, and the annual maximum is $1,000 per person. Even when it is bundled, your dental spending does not count toward the medical plan’s deductible or out-of-pocket maximum.2Florida Blue Dental. Dental Summary – Embedded D Plan Florida Blue does not publish a list of which specific medical plans include embedded dental, so you have to check your own policy or log in to confirm.
The Three BlueDental Plan Choices
For most individuals and families, dental coverage through Florida Blue means buying a standalone BlueDental plan. There are three to pick from, and they vary a lot in network size, cost, and flexibility.
BlueDental Choice (PPO)
Choice is the broadest option. It uses a PPO network of roughly 7,000 dentists in Florida and about 80,000 nationally, and it also pays something toward out-of-network care. No referrals are needed to see a specialist.3Florida Blue Dental. Find Dental Plans You pay a percentage of each service, with the percentage depending on the category:
- Preventive care (exams, cleanings, bitewing X-rays): 0% in-network.4Florida Blue Dental. BlueDental Choice QF Summary 2026
- Basic services (fillings, emergency pain treatment, full-mouth X-rays for adults): 20% in-network, 40% out-of-network.4Florida Blue Dental. BlueDental Choice QF Summary 2026
- Major services (crowns, root canals, dentures, periodontal treatment, medically necessary implants): 50% in-network, 70% out-of-network.4Florida Blue Dental. BlueDental Choice QF Summary 2026
Individual adult plans carry a $50 deductible (which only applies to basic and major services) and a $1,000 annual maximum. Children’s benefits have no annual maximum, but in-network out-of-pocket costs are capped at $450 for one child or $900 for two or more.4Florida Blue Dental. BlueDental Choice QF Summary 2026
BlueDental Copayment (PPO)
Copayment is also a PPO, but in-network care comes with fixed dollar copays instead of percentages. The network is smaller than Choice: about 4,000 dentists in Florida and 60,000 nationally. Out-of-network care is still covered, and no referrals are needed.3Florida Blue Dental. Find Dental Plans
Sample in-network adult copays: $0 for an oral exam, $10 for a cleaning, $15 for a one-surface amalgam filling, $305 for a molar root canal, and $302 for a porcelain-fused-to-metal crown. If you go out of network, the plan drops the flat copays and uses coinsurance instead: 20% for preventive, 40% for basic, 60% for major. The adult annual maximum is $1,000 with a $50 deductible.5Florida Blue Dental. BlueDental Copayment QF Summary 2026
BlueDental Care (Prepaid)
Care is a prepaid, DHMO-style plan. Monthly cost is $11.99, plus a one-time $35 enrollment fee and a $1 monthly administrative fee.6Florida Blue Dental. BlueDental Agent Guide There is no deductible and no annual maximum on benefits.7Florida Blue Dental. BlueDental Care Summary FI315
The trade-offs matter. The network has about 1,500 dentists, all in Florida, and there is no out-of-network coverage at all.3Florida Blue Dental. BlueDental Care Summary FI315 The plan requires a one-year contract and is only sold in certain Florida counties, mainly Broward, Miami-Dade, Orange, Hillsborough, Duval, and Palm Beach, among others. Many rural counties are excluded.
Preventive services like exams, cleanings, X-rays, and fluoride treatments are $0. Other sample copays: $45 for a one-surface resin filling, $270 to $390 for root canals, $410 plus lab fees for crowns and bridges, and $550 or more plus lab fees for complete dentures.7Florida Blue Dental. What the Plans Cover: Preventive, Major Work, and Orthodontics
All three plans cover preventive, basic, and major dental care. What differs is how you pay. On Choice, major work like a crown or root canal costs 50% in-network after the $50 deductible, with implants covered only when medically necessary and requiring preauthorization.4Florida Blue Dental. BlueDental Choice QF Summary 2026 On Copayment, the same work has a flat price: $302 for a crown, $305 for a molar root canal, $382 for a complete upper denture.5Florida Blue Dental. Orthodontic coverage is narrower. On individual BlueDental Choice and Copayment plans, medically necessary orthodontics are covered for children under 19 at 50% coinsurance with prior authorization.4Florida Blue Dental. The $1,000 Cap and the Maximum Rollover
The $1,000 annual maximum on individual PPO plans is easy to hit if you need a crown and a root canal in the same year. The Maximum Rollover feature softens that over time. It’s available on Choice and Copayment, not on Care.11Florida Blue Dental. Maximum Rollover Member Guide
To earn a rollover, you have to be enrolled on December 31, receive at least one covered service during the year (a routine cleaning counts), and keep total claims below a threshold. On a $1,000-maximum plan, that threshold is $500. Stay under it and $350 rolls into next year. The rollover account can grow to a cap of $1,000, which effectively doubles your available benefit to $2,000 in a future year. Rollover dollars don’t expire, and you can watch the balance in your Florida Blue account or app.11Florida Blue Dental. Maximum Rollover Member Guide
Waiting Periods
On individual BlueDental Choice and Copayment plans, adults wait six months before basic and major services kick in. Preventive care has no waiting period, and children’s benefits have no waiting period for any service.4Florida Blue Dental. BlueDental Choice QF Summary 20261Florida Blue. What BlueDental Will Not Cover
Across all three plan types, certain services are consistently excluded: cosmetic procedures like tooth bleaching and labial veneers, TMJ treatment, experimental treatments, services provided by a family member, and any service already covered by a health insurance policy or workers’ compensation.4Florida Blue Dental. BlueDental Choice QF Summary 2026 Replacement of teeth already missing before coverage started is excluded on individual plans.8Florida Blue Dental. Extra Benefits If You Have Certain Medical Conditions
Members with certain medical conditions qualify for enhanced dental benefits at no additional cost through Florida Blue’s Oral Health for Overall Health program. The qualifying conditions are diabetes, coronary artery disease, stroke, oral cancer, head and neck cancer, Sjögren’s syndrome, pregnancy, chronic obstructive pulmonary disease, end-stage renal disease, and metabolic syndrome.12Florida Blue Dental. Oral Health for Overall Health
The enhanced benefits are valued at more than $1,000, are covered at 100% with no deductible or coinsurance when you use a participating provider, and do not count against your annual maximum. If you have both Florida Blue medical and dental coverage, you are enrolled automatically through medical claims data. If you have a standalone BlueDental plan, you can self-enroll.12Florida Blue Dental. Oral Health for Overall Health
Dental in Florida Blue Medicare Advantage Plans
Most Florida Blue Medicare Advantage plans include dental as a built-in benefit, so you don’t need a separate BlueDental plan. The embedded dental is always structured as a PPO benefit, even when the medical side is an HMO.13Florida Blue Dental. Dental Insurance 101 Specifics vary by plan. On the BlueMedicare Premier HMO plan, for example, preventive care and comprehensive care (fillings, crowns after a root canal, root canals, deep cleanings, dentures, extractions) are $0 per service in-network, while Medicare-covered non-routine dental carries a $45 copay.14GuidewellSource. How to Enroll and Find a Dentist
You can buy an individual BlueDental plan during the annual open enrollment period. For Marketplace plans, that runs November 1 through January 15. Off-Marketplace plans open October 1. Outside those windows, you need a qualifying life event such as losing existing coverage, getting married, having a child, or moving. The special enrollment window typically lasts 60 days.15Florida Blue. When and How to Enroll
To find an in-network dentist, use the provider search tool at floridabluedental.com. The plan name on your member ID card tells you which directory to search, and Florida Blue recommends calling the dentist’s office directly to confirm current network participation before you book.16Florida Blue Dental.
