Does Green Mountain Care Cover Dental? Adult Cap and Eligibility

Yes, Green Mountain Care does cover dental, but what you get depends on your age and situation. Children under 21 and pregnant members receive comprehensive dental benefits with no annual dollar limit. Adults 21 and older get two preventive visits a year at no cost, plus up to $1,500 per calendar year for other covered dental services.1DVHA Vermont. Medicaid

Adult Dental Coverage: The $1,500 Annual Cap

If you are 21 or older, Vermont Medicaid pays for two preventive visits per year outside the annual cap. These visits cover cleanings, oral evaluations, fluoride treatments, and tobacco cessation counseling, with no copayment and no prior authorization required.2DVHA Vermont. Everything else — x-rays, fillings, and other restorative or diagnostic work — comes out of a $1,500 annual expenditure cap per member per calendar year.1DVHA Vermont. Medicaid Most non-preventive dental visits also carry a $3 copay.3VT Law Help. Dental Services

In practice, hitting the cap is uncommon. A January 2025 report from the Department of Vermont Health Access found that 4% to 5% of adults subject to the cap reach the $1,500 limit in a given year. In 2024, that was about 1,293 people out of roughly 24,500 adults.4Vermont General Assembly. DVHA Dental Services Report

What the Adult Benefit Does Not Cover

Several categories of dental work are excluded from the adult benefit entirely, even if you have room under the cap. The excluded services are:

  • Dentures
  • Orthodontic treatment
  • Processed or cast crowns and bridges
  • Bonding
  • Sealants
  • Periodontal surgery and comprehensive periodontal care
  • Cosmetic procedures

These exclusions apply across the board for adults 21 and older.1DVHA Vermont. Medicaid5VT Law Help. Services Covered by Medicaid

Exception Requests

If you need an excluded service, such as dentures, you can file an Exception Request. You and your provider submit forms showing the service is medically necessary under ten specific standards. The provider must explain your circumstances, show that denial would cause serious health consequences, and demonstrate that no less expensive alternative exists.5VT Law Help. If You Reach the Cap

Once an adult has used the full $1,500 benefit, most dental services stop being covered for the rest of the calendar year. Vermont Medicaid continues to pay for emergency dental care, defined as treatment for acute pain, infection, or bleeding that can be performed in a dental office. Since July 2023, these emergency services no longer require approval through the Department for Children and Families General Assistance voucher program.2DVHA Vermont. Summary of Improved Dental Benefits Effective July 1, 2023 In 2024, 405 adults used post-cap emergency dental services at a total cost of about $554,000.4Vermont General Assembly. Children, Pregnant Members, and Other Groups Without a Cap

Through Dr. Dynasaur, Vermont’s combined Medicaid and Children’s Health Insurance Program, children under 19 and qualifying pregnant individuals receive complete dental coverage with no annual cap.5VT Law Help. Services Covered by Medicaid Covered services include preventive care, x-rays, periodontal therapy, oral surgery, root canals, restoration of decayed teeth, orthodontics, and replacement of missing teeth through crowns, bridges, and dentures. Most specialized procedures require prior authorization from the state’s dental consultant, and periodic evaluations are limited to once every six months unless a provider gets approval for more frequent visits.7DVHA Vermont. Young adults ages 19 and 20 who stay enrolled in Medicaid qualify for dental through the federal Early and Periodic Screening, Diagnostic and Treatment program, which is broader than the standard adult benefit.5VT Law Help. Services Covered by Medicaid

Most Vermont dentists accept Medicaid, and the network has grown — a net 29 dentists joined between July 2023 and December 2024, bringing the total to 335 enrolled providers.4Vermont General Assembly. If you have exhausted the annual cap and need non-emergency care, or you need an excluded service like dentures, several programs may help:

  • Area Agencies on Aging may cover dentures or dental work for people 60 and older, or those under 60 with a disability.
  • Dental Lifeline Network serves people 65 and older, those under 65 with a Social Security disability determination, and those needing medically necessary care who cannot pay.
  • The Sue Williams Freedom Fund helps low-income Vermonters with disabilities obtain dentures.
  • Vermont 2-1-1 can connect callers with community dental resources.

Who Qualifies by Income

Dental benefits come with Medicaid eligibility, which is tied to income. Adults ages 19 to 64 qualify at incomes up to 138% of the federal poverty level. Pregnant individuals qualify through Dr. Dynasaur at up to 213% of FPL, and children under 19 qualify at up to 317% of FPL.9VT Law Help. Income Limits for Medicaid For a single adult in 2025, 138% of FPL works out to roughly $1,800 per month. If your income is above the threshold, you may still qualify by “spending down” excess income on medical expenses such as insurance premiums and copayments.
