Yes, Hawaii has food stamps. The program is called SNAP, the Supplemental Nutrition Assistance Program, and it works through a monthly benefit loaded onto a Kokua EBT card you use at grocery stores, farmers’ markets, and other authorized retailers. Because the islands have a much higher cost of living than the mainland, Hawaii food stamps come with higher income limits and larger monthly benefits than you’d see in the lower 48. A single person can qualify with gross income up to $3,060 a month, and a family of four up to $6,325.
Who Qualifies in Hawaii
Hawaii uses Broad-Based Categorical Eligibility, which sets the gross income ceiling at 200% of the federal poverty level and removes the asset test for most households.1Food and Nutrition Service. Broad-Based Categorical Eligibility That means savings, a car, or other assets generally won’t disqualify you.
For fiscal year 2026, the monthly gross income limits in Hawaii are:2HHS ASPE. 2026 Poverty Guidelines – Hawaii
- 1 person: $3,060
- 2 people: $4,148
- 3 people: $5,237
- 4 people: $6,325
- 5 people: $7,413
- 6 people: $8,502
- 7 people: $9,590
- 8 people: $10,678
Passing the gross income test alone isn’t enough. Your household also has to pass a net income test after deductions. The net income cap is 100% of the federal poverty level: $1,500 for one person, $2,027 for two, $2,555 for three, $3,082 for four, and so on up the household-size scale.3Food and Nutrition Service. SNAP FY 2026 Income Eligibility Standards
Households that include someone age 60 or older or someone with a disability get different treatment under standard federal rules. They skip the gross income test but still have to meet the net income limit, and they can deduct out-of-pocket medical expenses, which lowers countable income further.1Food and Nutrition Service. Broad-Based Categorical Eligibility
Residency and Citizenship
You have to live in Hawaii, but you don’t need a permanent address. People experiencing homelessness can qualify, and new arrivals to the state can’t be made to wait.4Legal Information Institute. Hawaii Code R 17-655-26 – Food Stamp Residency Requirements You also need to be a U.S. citizen or a qualified non-citizen, such as a lawful permanent resident, and every household member must have a Social Security number or proof they’ve applied for one.5Department of Human Services. Work Rules for Adults Without Children
If you’re between 18 and 54, able to work, and have no dependents, you’re an “able-bodied adult without dependents.” To keep benefits beyond three months in any three-year window, you need to work or do a qualifying work activity at least 80 hours a month. Volunteer work counts.6Food and Nutrition Service. SNAP Work Requirements You’re excused if you’re pregnant, have a physical or mental limitation that prevents work, or have anyone under 18 in your household.
College Students
Students enrolled at least half-time face extra hurdles and must meet an exemption to qualify. Common ones are working 20 or more paid hours a week, participating in federal or state work-study, caring for a child under six, or receiving TANF.7Food and Nutrition Service. Students Students under 18 or age 50 and older are automatically exempt. If most of your meals come through a campus meal plan, you’re ineligible regardless of income. The temporary COVID-era student exemptions ended in July 2023.
How Much You Could Get
The monthly benefit depends on household size and net income. Hawaii starts from these fiscal year 2026 maximum allotments:8Food and Nutrition Service. SNAP Maximum Allotments for AK HI GU VI
- 1 person: $506
- 2 people: $929
- 3 people: $1,334
- 4 people: $1,689
- 5 people: $2,010
- 6 people: $2,415
- 7 people: $2,668
- 8 people: $3,040
- Each additional person: $371
From the maximum for your household size, the state subtracts 30% of your net income. The idea is that you’re expected to put about 30 cents of every net dollar toward food, and SNAP covers the rest. A household with zero net income gets the full maximum.
Deductions That Help
Several deductions lower your gross income down to the net figure that drives the benefit. In fiscal year 2026, Hawaii’s standard deduction is $295 a month for households of one to four, $300 for a five-person household, and $344 for six or more.9USDA. SNAP FY 2026 COLA Memo Earners get an additional 20% deduction on wages or self-employment income. If your rent or mortgage, taxes, insurance, and utilities add up to more than half your income after other deductions, the excess counts as a shelter deduction, capped at $1,003 a month. Households with an elderly or disabled member have no cap on the shelter deduction. Dependent care costs and child support you pay out are also deductible.
How to Apply
Hawaii gives you three ways to file:10Benefit, Employment & Support Services. Supplemental Nutrition Assistance Program
- Online through the Hawaii DHS Public Assistance Information System at pais.dhs.hawaii.gov.11Hawaii Department of Human Services. Financial Assistance and SNAP Application Portal
- By mail, using a printed and signed paper application sent to your nearest processing center.
- In person, by dropping off a completed paper form at any DHS processing center.
File as soon as you can. You don’t need every document in hand to submit; your benefit start date is tied to the day the application is received, not the day the file is complete. You’ll be asked for proof of identity (a driver’s license or state ID works), proof of Hawaii residency (such as a utility bill or lease), and proof of income (pay stubs, employer statements, or benefit letters). Bring documentation of shelter and dependent care costs if you want those deductions counted.
After you apply, DHS schedules an eligibility interview and mails you the date.11Hawaii Department of Human Services. Financial Assistance and SNAP Application Portal It can be done by phone. Federal law gives the state 30 days to process a standard application.12Food and Nutrition Service. SNAP Application Processing Timeliness
Emergency (Expedited) Benefits in Seven Days
If your household is in a financial emergency, you may qualify for expedited processing, which delivers benefits within seven days. You qualify if your household has less than $150 in monthly gross income and less than $100 in liquid resources, or if your combined monthly income and liquid resources are less than your monthly rent, mortgage, and utility costs.13Food and Nutrition Service. SNAP Eligibility Migrant or seasonal farmworkers who have just arrived with little money also qualify. Mention expedited service when you file so the application is flagged right away.
Using the Kokua Card
Approved recipients get a Kokua Card, Hawaii’s EBT card.14Department of Human Services. General EBT Card Information and Frequently Asked Questions Benefits load monthly. Swipe and enter your PIN at checkout, and look for the QUEST sign at the store; if it’s not posted, ask the manager whether they take EBT.
SNAP covers most groceries meant for home preparation: produce, meat, fish, dairy, bread, cereal, snacks, non-alcoholic drinks, and seeds or plants that grow food.15Food and Nutrition Service. What Can SNAP Buy? It doesn’t cover alcohol, tobacco, hot prepared foods, vitamins or medicines (anything with a Supplement Facts label), household items like cleaning supplies, paper products, pet food, hygiene products, or live animals (with narrow exceptions for shellfish and fish removed from water).
Check your balance anytime by calling 1-888-328-4292 (TTY: 1-877-447-5990), online at ebtEDGE.com, or in the free ebtEDGE mobile app, which also lets you change your PIN and freeze the card if it’s lost or stolen.16Department of Human Services. Hawaii Electronic Benefit Transfer (EBT) Program
Staying on the Program
SNAP isn’t a one-time approval. You’re given a certification period and must recertify before it ends or benefits will stop. Hawaii mails a recertification notice ahead of time, and you’ll complete a renewal form and another interview.
In between, you have to report certain changes. The main trigger is when total household gross monthly income rises above the limit for your household size; you generally have 10 days from the end of the month the change occurred to report it. Lottery or gambling winnings of $4,500 or more also have to be reported. Missing a required report can lead to an overpayment you’ll have to repay, or disqualification.
If You’re Denied
You can request a fair hearing if your application is denied, your benefits are reduced, or your case is closed. Hawaii DHS uses a Request for a Hearing form (DHS 1461).17Department of Human Services. Administrative Hearing Applications Under federal SNAP rules, you have 90 days from the date of the notice to request one. You can also ask for a hearing at any point during your certification period if you think your current benefit amount is wrong. A hearing officer independent from the original decision reviews the case, and you get to present evidence and explain your side.
