Illinois does not have a personal property tax on vehicles. The state does not send car owners an annual bill based on the value of what they drive. Instead, Illinois taxes vehicles once, at the time of purchase or transfer, and then charges flat yearly fees to keep the registration current. If you were expecting something like the yearly ad valorem tax used in some other states, that structure does not exist here.
What you will pay falls into two buckets: a one-time tax when the vehicle changes hands, and recurring registration fees that are set amounts rather than value-based assessments. The one-time tax depends on who you bought the vehicle from.
Buying From a Dealer
A purchase from a licensed Illinois dealer is taxed under the Retailers’ Occupation Tax Act at a base state rate of 6.25% of the selling price.1Illinois General Assembly. Revenue 35 ILCS 120 Retailers’ Occupation Tax Act Local governments add their own taxes on top of that rate, so the combined figure varies by city and county. In parts of Chicago and Cook County, the combined rate can exceed 9%.
The dealer collects the tax, completes Form ST-556, and files it with the Illinois Department of Revenue along with your title application.2Illinois Department of Revenue. You will not see a bill for it again next year.
Buying From a Private Party
A private sale works differently from a dealer sale. Instead of a percentage of the price, Illinois charges a flat Private Party Vehicle Use Tax that you pay when you apply for the title using Form RUT-50.4Illinois Department of Revenue. Private Party Vehicle Use Tax
For vehicles bought for under $15,000, the amount is set by the model year. The 2026 schedule runs from $100 for vehicles 11 years old or older up to $465 for vehicles one year old or newer.5Illinois Department of Revenue. - Model year 2025 or newer: $465
- 2024: $365
- 2023: $290
- 2022: $240
- 2021: $190

- 2018: $140
- 2017: $125
- 2016: $115
- 2015 or older: $100
For vehicles bought at $15,000 or more, the tax is based on the price instead:
- $15,000 to $19,999.99: $850
- $20,000 to $24,999.99: $1,100
- $25,000 to $29,999.99: $1,350
- $30,000 to $49,999.99: $1,600

Motorcycles, motor-driven cycles, and ATVs are taxed at a flat $25 regardless of age or price. Trade-in deductions do not apply to private party purchases; that credit is limited to dealer transactions.5Illinois Department of Revenue. Buying Out of State
If you buy a vehicle from an out-of-state dealer and bring it into Illinois, you owe use tax at the same 6.25% state rate.6Illinois General Assembly. 35 ILCS 105 Use Tax Act You file Form RUT-25 within 30 days of bringing the vehicle into the state.2Illinois Department of Revenue. Any sales tax you already paid to the other state becomes a credit against the Illinois use tax.7Illinois General Assembly. 35 ILCS 105/3-55 Use Tax Act Exemptions Pay 4% in the other state and you owe Illinois 2.25%; pay 6.25% or more and you owe nothing additional at the state level, though local taxes may still apply. The credit cannot drop your Illinois liability below zero, so there is no refund if the other state charged more.
What You Pay Every Year
The recurring cost of owning a vehicle in Illinois comes from the Secretary of State’s office, and it is a flat fee rather than a tax tied to the vehicle’s value. Annual registration for a standard passenger vehicle is $151.8Illinois Secretary of State. Fees – Vehicle Services Motorcycle registration is $41. Personalized plates add $7 to the renewal cost, and vanity plates add $13.
Title fees apply only when a vehicle changes hands or needs to be reissued. An original title costs $165, and a duplicate or corrected title costs $50. Lost-plate replacements range from $6 for a single plate to $29 for a pair of plates with a sticker.
Nothing on that fee schedule varies with how much your car is worth. A new luxury SUV and a ten-year-old sedan pay the same $151 to renew. That is the practical difference between Illinois and a state with a personal property tax on vehicles: your yearly bill does not go up because your car is newer or more expensive.
Reduced-Tax Family Transfers
Transferring a vehicle to certain close family members does not escape tax entirely, but it is reduced to a flat $15. The reduced rate applies to transfers between spouses (including civil union partners), parents, siblings, and children (including adopted children).9Illinois Department of Revenue. RUT-50 Instructions for Private Party Vehicle Use Tax Transaction Step-relatives, in-laws, and grandparent-to-grandchild transfers do not qualify and are taxed under the regular private party schedule.
The $15 flat tax also covers vehicles transferred to an estate beneficiary who is not a surviving spouse, and vehicles transferred as part of a business reorganization.5Illinois Department of Revenue. RUT-50 Instructions for Private Party Vehicle Use Tax Transaction Like the regular private party tax, these reduced amounts are paid once at the time of transfer. They are not annual.
The Short Version
Illinois taxes vehicles at purchase and charges flat fees for registration. There is no yearly tax that scales with the vehicle’s value, no assessor valuation of your car, and no property tax bill for the vehicle sitting in your driveway. The costs of ownership that recur are the registration fees set by the Secretary of State, and those are the same whether your vehicle is worth $5,000 or $50,000.
