Does Indiana Recognize Illinois Concealed Carry?

Yes. Indiana recognizes the Illinois Concealed Carry License, but most Illinois visitors never need to rely on that recognition. Since July 1, 2022, Indiana has let anyone at least 18 years old who isn’t legally prohibited from possessing a handgun carry one without any permit at all. Your Illinois CCL still works as quick proof you’re a lawful gun owner, and Indiana recognizes it by statute, but the permitless carry law covers you the moment you cross the state line.

Permitless Carry Covers You at the Border

Indiana’s permitless carry statute is written broadly. If you are at least 18 and not prohibited from possessing a handgun under state or federal law, you don’t need a license to carry one anywhere in the state.1Indiana General Assembly. Indiana Code 35-47-2-3 – License Requirement Application Procedure The law applies to “a person,” not to Indiana residents only, so Illinois visitors are covered the same as locals.

Both open carry and concealed carry are legal, and Indiana makes no legal distinction between the two.2Indiana State Police. Does Indiana Law Require Me to Carry My Handgun on My Person in a Concealed or Exposed Manner That’s a real change from what Illinois CCL holders are used to. Illinois requires concealment; Indiana leaves the choice to you. Indiana still issues handgun licenses, mostly for residents who want reciprocity in other states, but for carrying inside Indiana the license is optional.1Indiana General Assembly. How Indiana Recognizes the Illinois CCL

Separately from permitless carry, Indiana recognizes concealed carry licenses issued by other states and foreign countries, “according to the terms thereof,” while the holder is not an Indiana resident.3Indiana General Assembly. Indiana Code 35-47-2-21 – Recognition of Retail Dealers Licenses A valid Illinois CCL is legally recognized in Indiana so long as you remain an Illinois resident.

Even though you don’t need it to carry, there are reasons to keep it on you. Your CCL is instant, verifiable proof that Illinois already ran a background check and found you eligible. If a law enforcement encounter raises questions about your right to carry, the card answers them quickly. It also helps if your trip takes you through a third state that requires a recognized permit.

Who Is Disqualified From Carrying in Indiana

Permitless carry only helps if you qualify as a “proper person” under Indiana law. If you hold a current Illinois CCL you’ve already cleared most of the same hurdles, but Indiana keeps its own list. You cannot carry a handgun in Indiana if any of the following apply:4Indiana General Assembly. Indiana Code 35-47-1-7 – Proper Person

  • You’ve been convicted of a crime punishable by more than one year of imprisonment, a domestic violence offense (unless a court restored your firearm rights), or a crime involving the unsafe handling of a handgun.
  • A court order currently prohibits you from possessing a handgun.
  • You have a record of being an alcohol or drug abuser as defined by Indiana law.
  • You’ve been involuntarily committed to a mental institution beyond temporary observation, found mentally incompetent, or found not guilty by reason of insanity.
  • A court has designated you dangerous following a hearing under Indiana’s red flag law.
  • You’re under 23 and were adjudicated delinquent for an act that would be a felony for an adult.

The Indiana State Police also apply federal prohibitions: fugitives from justice, people under felony indictment, those dishonorably discharged from the military, and non-U.S. citizens who aren’t lawful permanent residents.5Indiana State Police. Where You Still Cannot Carry

Permitless carry is not unlimited carry. A few categories of places are off-limits whether or not you have a permit.

Schools and School Buses

Possessing a firearm on school property or a school bus is a Level 6 felony. There is a narrow vehicle exception: if you can legally possess the firearm and it’s locked in your trunk, in the glove compartment of a locked vehicle, or kept out of plain sight in a locked vehicle, you have a statutory defense. Leaving a firearm in plain view in a school parking lot is a Class A misdemeanor even for someone otherwise entitled to carry it.6Indiana General Assembly. Indiana Code 35-47-9-2 – Possession of Firearms on School Property

Federal Buildings and Post Offices

Federal law bans firearms in any federal facility, including federal courthouses, Social Security offices, and VA buildings, with penalties of up to one year in prison, or up to five years if the weapon was intended for use in a crime.7Office of the Law Revision Counsel. 18 USC 930 – Possession of Firearms and Dangerous Weapons in Federal Facilities Post offices are covered separately by a federal regulation that bans firearms on postal property, open or concealed.8United States Postal Service. Posted Private Property

Property owners and businesses can prohibit firearms on their premises. In Indiana, a “No Weapons” sign does not carry the force of criminal law the way it does in Illinois: walking past one is not itself a firearms offense. The exposure comes if the owner or manager asks you to leave because you’re armed and you refuse, which becomes a trespass.9Indiana Attorney General. Gun Owners Bill of Rights Respect the signs and the issue never arises.

In Vehicles, and the Trip Home

Indiana is much more permissive than Illinois about firearms in cars. A proper person can carry a handgun loaded and accessible in a vehicle without any permit.9Indiana Attorney General. Gun Owners Bill of Rights Indiana also has a parking lot safe harbor: most employers cannot ban firearms locked in employees’ vehicles on company property. Exceptions include child care facilities, domestic violence shelters, postsecondary educational institutions, nuclear-regulated facilities, and correctional facilities, where employees must store firearms unloaded and locked in a case within the vehicle.10Indiana General Assembly. Indiana Code 34-28-7-2

The trap for Illinois visitors is the return trip. Indiana’s relaxed vehicle rules end at the state line. A loaded, accessible handgun that is lawful in your car in Indiana can be a problem the moment you re-enter Illinois without securing it according to Illinois transport requirements. Plan the switch before you cross back.

One last point on police contact. Indiana does not require you to volunteer that you’re carrying during a traffic stop, though the Indiana State Police recommend telling the officer in a non-threatening manner that you have a firearm.2Indiana State Police.
