Indiana vehicle inspection requirements are limited: the state has no general safety inspection for passenger cars, requires emissions testing only for vehicles registered in Lake and Porter counties, and requires a one-time VIN inspection for any vehicle being titled in Indiana for the first time. If you live outside those two counties and your car is already titled in Indiana, you have no recurring inspection obligation at all.
No Statewide Safety Inspection
Indiana does not require periodic brake, tire, lighting, or general mechanical safety checks. You can register and drive a car anywhere in the state without submitting it to a safety review. The only inspection-related requirements are the two described below.
Emissions Testing in Lake and Porter Counties
Portions of Lake and Porter counties are classified as nonattainment areas under federal air quality standards, which is why Indiana maintains an emissions testing program there.1Indiana Department of Environmental Management. Gasoline-powered vehicles registered in these two counties must pass an emissions test every other year if they meet all of the following:3Indiana Bureau of Motor Vehicles. Vehicle Emissions Testing Program
- Model year 1976 or newer.
- Gross vehicle weight rating of 9,000 pounds or less.
- Not within the four newest model years.

What the Emissions Test Involves
Clean Air Car Check uses one of three procedures based on model year, plus a gas cap pressure check on every vehicle to confirm fuel vapors aren’t escaping.4Clean Air Car Check. About Emissions Testing
- For 1996 and newer vehicles, a technician plugs a scanner into the diagnostic port and reads data from the on-board computer. No driving or tailpipe sampling.
- For 1981 through 1995 vehicles, the car runs on a dynamometer while tailpipe emissions are captured and analyzed.
- For 1976 through 1980 vehicles, a probe samples exhaust at idle while a hood-mounted sensor tracks engine speed.
Who Is Exempt
Even in Lake and Porter counties, several categories of vehicles are exempt:3Indiana Bureau of Motor Vehicles. Vehicle Emissions Testing Program
- Vehicles in the four newest model years. A brand-new car won’t need its first test until it’s about five model years old.
- Antique vehicles, which Indiana defines as at least 25 years old.5Indiana General Assembly. Indiana Code Title 9 – 9-13-2-3 Antique Motor Vehicle
- Vehicles with a GVWR above 9,000 pounds.
- Pre-1976 model year vehicles.
The program’s published materials describe the requirement as applying to “gasoline-powered vehicles,” so alternative-fuel vehicles fall outside the mandate on that basis.6Clean Air Car Check. Program Information Brochure
If Your Vehicle Fails
A failed test produces an Indiana Vehicle Inspection Report detailing the cause of failure. Bring it to your repair shop; whoever makes the repairs must fill out and sign the back of the form and include their federal tax ID number. Without that, Clean Air Car Check can refuse to retest.7Clean Air Car Check. Failure Information
For 1996 and newer vehicles there’s a timing catch. If the mechanic clears the trouble codes by resetting the computer, drive the vehicle three to five days in a mix of city and highway conditions before returning. Come back too soon and the computer won’t have gathered enough data, and the retest is rejected rather than passed or failed.7Clean Air Car Check. Failure Information
Repair Cost Waiver
If you’ve spent real money trying to fix the problem and the car still won’t pass, Indiana offers a minimum expenditure waiver. For 1981 and newer vehicles, all three conditions must be met:8Legal Information Institute. 326 IAC 13-1.1-10 Waivers and Compliance Through Diagnostic Inspection
- The vehicle is at least eight model years old.
- It has been driven at least 150,000 miles.
- You’ve spent at least $450 on repairs at a certified emissions repair facility.
For 1976 through 1980 model years, the repair spending threshold drops to $75. The waiver lets you register the vehicle despite the failure.
What Happens If You Skip the Test
Missing the emissions test isn’t just a small fine. When IDEM identifies a violation, it notifies the BMV in writing, and the BMV is required to suspend the vehicle’s registration.9Indiana General Assembly. Indiana Code Title 13 – 13-17-5-8 Motor Vehicle Emissions Inspection Station Duty to Report Violations Notification of Compliance Once the violation is corrected and IDEM confirms compliance, registration is reinstated.
Driving on a suspended or lapsed registration is a Class C infraction under Indiana law.10Indiana General Assembly. Indiana Code Title 9 – 9-18.1-2-11 Failure to Register Violation Beyond the fine, a stop without valid registration can lead to towing and impoundment, which adds storage charges and the trouble of retrieving the vehicle. Testing before your registration expires is the simplest path.
Federal Warranty Coverage for Failed Tests
If a relatively new vehicle fails an emissions test in a program area like Lake or Porter County, the manufacturer may be legally required to pay for the repair. The Clean Air Act mandates two emissions-related warranties for light-duty vehicles:11U.S. Environmental Protection Agency. - A performance warranty covering the first 2 years or 24,000 miles. If an approved emissions test fails during that window and you’ve followed the maintenance schedule in your owner’s manual, the manufacturer must repair the vehicle at no cost.
- A major components warranty of 8 years or 80,000 miles for the catalytic converter, the electronic emissions control unit, and the on-board diagnostics computer. If one of these parts causes a failure inside that window, the manufacturer covers the repair.
Take the vehicle to a manufacturer-authorized facility along with proof of the failed test. Unauthorized shops have no duty to tell you whether a failing part is under warranty, so check with the dealer first when a fairly new car fails.
VIN Inspection for Out-of-State Vehicles
Any vehicle being titled in Indiana for the first time, whether you’re moving in or buying from out of state, must undergo a VIN inspection. This isn’t an emissions or safety check. You have two options:
- Any Indiana BMV branch or BMV-certified full or partial service provider will perform the inspection at no charge.
- Any law enforcement officer can perform it and may charge up to $5. The officer completes a Physical Inspection of a Vehicle or Watercraft form (State Form 39530) and gives it to you.
Get the VIN inspection done before your BMV visit. Without a completed form, the BMV can’t process the title application.
