Louisiana and Texas do have reciprocity with each other in several important areas, but it is selective rather than blanket. The two states recognize each other’s driver’s licenses and concealed handgun permits, enforce each other’s court judgments and child support orders, and share a nursing compact. Bar admission, general contractor licenses, and income tax obligations do not cross the border, and estate planning rules differ enough to override a will drafted in the wrong state.
Driver’s Licenses
Both states belong to the Driver License Compact, which lets a valid license from either state be used in the other and shares information about traffic violations and suspensions between member states.1Justia. Louisiana Code 32 Rev Stat 1420 – Enactment; Text A moving violation picked up on the other side of the border gets reported back and can affect your home-state record as if it happened at home.

Concealed Carry
Louisiana and Texas have a formal reciprocity agreement for concealed handgun permits, so a valid permit from either state is recognized in the other.4Texas Department of Public Safety. Memorandum of Agreement Between the State of Texas and the State of Louisiana That agreement matters less day-to-day than it used to because both states now allow permitless carry. Texas dropped its permit requirement in September 2021 for anyone 21 or older not legally prohibited from possessing a firearm. Louisiana followed in August 2024, with an age threshold of 18.5Louisiana State Legislature. Louisiana Revised Statutes Title 14 – RS 14:95 – Illegal Carrying of Weapons
You still have to follow the law of the state you are actually standing in. Louisiana requires anyone carrying a concealed handgun to immediately tell an approaching officer that they are armed, submit to a pat-down, and allow the officer to temporarily disarm them. This applies whether you hold a permit or are carrying under the permitless carry law.6Louisiana State Legislature. Louisiana Revised Statutes Title 40 – RS 40:1379.3 – Statewide Permits for Concealed Handguns Noncompliance triggers an automatic six-month permit suspension for permit holders, plus separate penalties for those carrying without one. Texas has no comparable duty to volunteer the information, though you must produce ID if asked.
Prohibited-location lists overlap but are not identical in the two states, and carrying in a prohibited place is a criminal offense in both regardless of permit status. If you travel outside the Louisiana-Texas corridor, a formal permit from either state is still useful because many states that lack permitless carry honor those permits.
Court Judgments and Child Support
Both states are bound by the Full Faith and Credit Clause, so a valid court judgment from one must be recognized in the other. The process for making an out-of-state judgment enforceable locally is called domestication.
Louisiana offers two routes for enforcing a Texas judgment. The faster one is filing an authenticated copy under the state’s foreign judgment statute, after which the judgment is treated the same as a Louisiana one for wage garnishment, property liens, and other collection.7Louisiana State Legislature. Louisiana Revised Statutes Title 13 – RS 13:4242 – Filing and Status of Foreign Judgments The slower route is an ordinary lawsuit asking the court to recognize the judgment.8Louisiana State Legislature. Louisiana Code of Civil Procedure – CCP 2541 – Execution of Foreign Judgments Either way, the debtor can challenge on limited grounds like lack of jurisdiction but cannot re-argue the merits.
Texas follows a similar process under its version of the Uniform Enforcement of Foreign Judgments Act. A Louisiana judgment filed in Texas becomes enforceable as a Texas judgment unless the debtor successfully contests it on procedural or jurisdictional grounds.9State of Texas. Texas Civil Practice and Remedies Code – Chapter 35 – Uniform Enforcement of Foreign Judgments Act
Child support crosses state lines through the Uniform Interstate Family Support Act, which Congress required every state to adopt. Only one child support order can be active at a time. Louisiana or Texas can register the other state’s order and enforce it with the same tools used for domestic orders: wage withholding, license suspension, and incarceration for willful non-payment.10Attorney General of Texas. UIFSA The Uniform Interstate Family Support Act A parent receiving support can often skip the state agency and send a withholding order directly to the other parent’s out-of-state employer. When an order is registered in the other state for enforcement only, that state can collect but cannot modify the terms, and the non-requesting parent has 20 days to object after notice of registration.
Professional Licenses
Professional reciprocity between Louisiana and Texas is uneven. Some fields have interstate compacts that make the move seamless, others give partial credit, and a few require you to start from the beginning.
Nurses
Both states belong to the Nurse Licensure Compact. A registered nurse or licensed practical nurse holding a multistate license from either state can practice in the other immediately with no separate application.11Louisiana State Board of Nursing. Nurse Licensure Compact12Texas Board of Nursing. Nurse Licensure Compact Information The compact covers RNs and LPNs but not advanced practice nurses.
Electricians and Contractors
Texas recognizes Louisiana’s state contractor license for reciprocal master electrician licensing. A Louisiana-licensed electrician applying in Texas needs to have held the license for at least a year, show at least 12,000 hours of supervised experience, have held a journeyman license for at least two years, and pay a $45 application fee.13Texas Department of Licensing and Regulation. Transfer Your Out-of-State Electrician License to Texas Going the other way, the Louisiana State Licensing Board for Contractors runs its own reciprocity process with separate requirements.14Louisiana State Licensing Board for Contractors. Reciprocity General contractor licenses do not transfer automatically in either direction.
Real Estate Agents
A Texas-licensed agent moving to Louisiana does not get a full waiver, but can skip part of the exam. The Louisiana Real Estate Commission may accept national exam results from the past five years, leaving only the Louisiana state portion to pass.15Louisiana Real Estate Commission (LREC). Become Licensed – Previously/Currently Licensed in Another State You still have to complete 30 hours of Louisiana-specific pre-licensing coursework on Louisiana real estate and civil law. Texas coursework cannot substitute for that requirement. Partial credit for other out-of-state courses needs to be approved before you submit your application.
Teachers
Texas participates in the NASDTEC Interstate Agreement. A Louisiana-certified teacher with at least one year of experience may qualify for testing exemptions when applying for Texas certification. Teachers with less experience can get a one-year certificate while meeting Texas testing requirements. The Louisiana certificate has to be a standard one in a corresponding subject and grade level.
Attorneys
There is no reciprocity for bar admission between these two states. Louisiana’s legal system is rooted in civil law traditions derived from the Napoleonic Code, which makes it fundamentally different from the common law system used in Texas and every other state. Louisiana does not offer reciprocal bar admission with any state. A Texas attorney who wants to practice in Louisiana has to pass the Louisiana Bar Exam, and a Louisiana attorney has to pass the Texas Bar Exam to practice there.
Registering a Business in the Other State
A business formed in one state that wants to operate in the other has to register as a foreign entity. “Foreign” here means out-of-state, not international, and the registration has to happen before you start transacting business.
A Texas LLC expanding into Louisiana needs a certificate of authority from the Louisiana Secretary of State. The filing fee is $125.16Louisiana Secretary of State. Fee Schedule Without it, the LLC has no legal right to conduct business in Louisiana.17Justia. Louisiana Revised Statutes Title 12 – RS 12:1342 – Admission of Foreign Limited Liability Company
Going the other direction is more expensive. A Louisiana LLC registering in Texas pays $750.18Office of the Texas Secretary of State. Foreign or Out-of-State Entities FAQs Texas also requires the business name to be distinguishable from existing entities on file; if the Louisiana name is already taken in Texas, you register under a fictitious name.19Office of the Texas Secretary of State. Foreign or Out-of-State Entities Neither state defines “transacting business” with precision, though both list activities that don’t count, like maintaining a bank account or handling isolated transactions.
Income Tax for Cross-Border Workers
This is where many people get caught. Texas has no state income tax. Louisiana does, and it taxes anyone who earns income from Louisiana sources, including nonresidents.20Louisiana Department of Revenue. Individual Income Tax If you live in Texas but work in Louisiana, even part of the time, you owe Louisiana income tax on that income and have to file a Louisiana nonresident return. There is no reciprocal tax agreement between the two states that would exempt you.
The reverse is simpler. A Louisiana resident working in Texas owes nothing to Texas because Texas doesn’t tax income. You still report all your income on your Louisiana resident return, including what you earned in Texas.
Wills, Estates, and Forced Heirship
Estate planning is where the differences between the two states cause the most serious problems for people who move without updating their documents. Both are community property states, so property acquired during marriage is generally owned equally by both spouses. Louisiana then adds a forced heirship rule that has no Texas equivalent.
Under Louisiana law, children 23 or younger at the time of a parent’s death are forced heirs, legally entitled to a portion of the estate that cannot be written out by will.21Louisiana State Legislature. Louisiana Civil Code – Forced Heirship Children of any age who are permanently unable to care for themselves because of mental or physical incapacity also qualify. Texas has no forced heirship, so a Texas will that disinherits an adult child under 24 could be partially overridden if the person dies as a Louisiana domiciliary.
A will validly executed in one state is generally accepted in the other. Texas allows a foreign will to be admitted to probate regardless of Texas-specific formalities, as long as it was properly probated in the state where the person was domiciled at death.22State of Texas. Texas Estates Code – Chapter 501 – Ancillary Probate of Foreign Will Louisiana has specific requirements for different will types: a holographic will has to be entirely handwritten and dated, and a notarial will has to be executed before a notary and witnesses. A typed, witnessed Texas will may face additional scrutiny in Louisiana probate, especially where it conflicts with forced heirship. Anyone who owns property in both states or is considering a move should have the estate plan reviewed by an attorney familiar with both legal systems.
