Yes. Indiana Medicaid does cover dentures for adults, but only under certain programs and only when your dentist gets prior authorization showing the dentures are medically necessary.1IN.gov. Dental Services – Section: Dentures – Complete and Partial Complete upper and lower dentures, partial dentures, and denture repairs are all covered benefits. Rebases are not. The catch for most adults is which version of coverage you have, because a single missed monthly payment can move you into a plan with no dental benefits at all.
Which Indiana Medicaid Program You’re On Decides Whether Dentures Are Covered
For adults ages 19 through 64 who aren’t disabled, coverage runs through the Healthy Indiana Plan (HIP). HIP has two tiers, and only one of them pays for dentures.
HIP Plus Covers Dentures. HIP Basic Does Not.
Every HIP member has a POWER Account that covers the first $2,500 in healthcare costs each year. The state funds most of it, and you contribute a fixed monthly payment between $1 and $20 based on your income, with a possible tobacco surcharge.2IN.gov. HIP POWER Accounts When you make that payment, you’re in HIP Plus, which includes vision, dental, and chiropractic benefits. Dentures fall under the dental benefit.
Stop paying, and the consequence depends on your income. If you’re at or below 100% of the federal poverty level, you drop to HIP Basic, which has no dental coverage.3IN.gov. About the HIP Program If you’re above that threshold, you lose Medicaid coverage entirely. For adults who need dentures, keeping that POWER Account current, even at $1 a month, is the whole ballgame.
Hoosier Care Connect
Hoosier Care Connect covers Indiana residents age 59 and younger who are blind or disabled, aren’t institutionalized or receiving waiver services, and aren’t eligible for Medicare.4IN.gov. Provider Directory It covers complete dentures, partial dentures, and repairs under the same medical necessity and prior authorization rules.
Indiana PathWays for Aging
Older adult members fall under PathWays, a managed care program where dental benefits are run through your assigned managed care plan rather than fee-for-service rules.5IN.gov. Dental Services Call your plan directly to confirm what’s covered and how to request authorization.
What’s Actually Covered and How Often
Indiana Medicaid pays for complete upper and lower dentures and partial dentures once every six years, with denture repairs covered separately on their own prior authorization. Rebases aren’t covered at all.1IN.gov. Dental Services – Section: Dentures – Complete and Partial
There’s a 60-day waiting period between your last tooth extraction and the date your dentist can take the initial impression for standard dentures. That gap exists so your gums and bone can settle before fitting.
If you don’t want to wait, immediate dentures are available for adults 21 and older with prior authorization. The 60-day waiting period is waived, but Medicaid still pays only the standard denture allowance. If your dentist charges extra for furnishing dentures before the 60-day mark, you can be billed for the difference, as long as the dentist gave you written notice ahead of time.1IN.gov. Dental Services – Section: Dentures – Complete and Partial
How Prior Authorization Works
You cannot schedule denture work and have Medicaid pay for it after the fact. Your dentist must submit a prior authorization request before starting, and that request has to demonstrate medical necessity with supporting documentation.1IN.gov. Dental Services – Section: Dentures – Complete and Partial
The dentist handles the paperwork. They submit through an online portal, by fax, or by phone. The documentation needs to show which teeth are missing or planned for extraction, any bone or tissue changes, and how long you’ve been unable to chew properly.6Acentra Health. Prior Authorization Process for Dental Services If the reviewer asks for more information, your dentist has 30 days to respond before the request is closed.
If you’re in HIP, Hoosier Care Connect, or PathWays, the request goes to your managed care plan rather than through fee-for-service review. Requirements can vary slightly, so the dentist’s office should check with your specific plan before filing.
Getting Dentures Replaced Before Six Years
The six-year rule isn’t absolute. Indiana Medicaid cannot deny medically necessary dentures solely because six years haven’t passed.7Indiana Health Coverage Programs. Denture Prior Authorization Requirements If your mouth has changed because of weight loss, jaw bone loss, recent illness, or physiological aging, your dentist can request an early replacement by documenting those changes.
If your main source of nutrition has been a feeding tube or nutritional supplements, the request must also include a plan for transitioning you back to solid food. Vague requests tend to get denied. Detailed clinical notes with measurable changes stand a much better chance.
If Your Request Is Denied
You have the right to appeal a denied prior authorization at no cost. If you’re in a managed care plan, start by contacting the plan and going through its internal appeal process first.8IN.gov. Member Appeals
If you’re not in managed care, or you’ve exhausted the plan’s process, request a state fair hearing in writing to:
Family and Social Services Administration
Office of Administrative Law Proceedings — FSSA Hearings
402 W. Washington St., Rm E034
Indianapolis, IN 46204
Fax: 317-232-4412
Email: fssa.appeals@oalp.in.gov
Federal rules give you up to 90 days from the date the denial notice was mailed to request a hearing.9eCFR. Subpart E Fair Hearings for Applicants and Beneficiaries Include your name, why you believe the denial is wrong, and the dates of the action. Ask your dentist for copies of the clinical documentation sent with the original request. That record can both strengthen your appeal and help you spot whether missing information was the real problem.
Finding a Dentist Who Takes Indiana Medicaid
Not every dentist accepts Medicaid, and among those who do, not all take new Medicaid patients. If you’re in fee-for-service Medicaid, start with the IHCP Provider Locator on Indiana Medicaid’s website, which lets you search by provider type, specialty, and location.10IN.gov. IHCP Provider Locator Call the office directly to confirm they’re accepting new patients with your specific coverage before you book.
If you’re in HIP, Hoosier Care Connect, or PathWays, use your plan’s own provider directory instead. Each managed care plan maintains its own network, and going out of network can leave you paying out of pocket.4IN.gov. Provider Directory Your plan’s member services line can help you find a dentist nearby.
If getting to the appointment is the obstacle, Indiana Medicaid covers non-emergency transportation to dental visits. Traditional Medicaid members schedule rides through Verida at 855-325-7586 at least two business days ahead, or through the Verida member portal.11IN.gov. Changes to Non-Emergency Transportation Managed care members should call their health plan, which arranges transportation directly.
