Does OHP Cover Out of State? Emergencies, Pharmacy, and Moving

The Oregon Health Plan does cover some care you get outside Oregon, but the rules depend on why you’re there and what kind of care you need. Emergencies anywhere in the United States are covered without prior approval. Non-emergency care in another state can be covered only if your Coordinated Care Organization (CCO) or the Oregon Health Authority (OHA) approves it first, and only when the service isn’t readily available in Oregon.1Oregon.gov. OHP Limitations Care received outside the country is not covered at all.

Emergencies in Another State

If something goes wrong while you’re traveling in the U.S., go to the nearest emergency department or call 911. You don’t need preapproval. Federal Medicaid law requires every state’s program to pay for emergency services its members receive in other states.2Cornell Law Institute. 42 CFR § 431.52 – Interstate Services

Bring both your Oregon Health ID card and your CCO ID card to check-in. That’s how the facility knows to bill OHP or your CCO directly.1Oregon.gov. OHP Limitations

Two cautions. First, the provider has to accept OHP. If they don’t, the bill can fall to you.1Oregon.gov. OHP Limitations Second, don’t pay the bill yourself and don’t sign any “agreement to pay” paperwork before confirming the provider will bill your CCO. Yamhill County CCO warns its members that signing such a form may prevent the CCO from covering the costs.3Yamhill CCO. Care Away From Home

If you still need follow-up treatment after the emergency itself is handled, call your CCO or OHP Client Services before scheduling anything else.4Oregon.gov. Emergency Care

Non-Emergency Care in Another State

The bar here is much higher. OHP will consider paying for non-emergency services from an out-of-state provider only when the care isn’t readily available in Oregon, and only when your CCO or OHA approves it before you receive it.1Oregon.gov. OHP Limitations Some CCOs also require the out-of-state option to be cost-effective compared with alternatives.3Yamhill CCO. Care Away From Home

Routine or elective care that could be done in Oregon won’t be covered just because you happen to be somewhere else. The prior authorization rule applies whether you’re in a CCO or on the Open Card (fee-for-service) plan.

Members in border communities have a bit more flexibility. Oregon’s provider rules let out-of-state providers in contiguous areas enroll with OHA, recognizing that some Oregon residents routinely cross state lines for care.5Cornell Law Institute. OAR 410-120-1260 – Provider Enrollment Even then, the provider generally needs to be enrolled with Oregon Medicaid or willing to bill it, or you may end up personally responsible for the charge.

Prescriptions Filled Out of State

Pharmacies outside Oregon and not in a contiguous area can only enroll with OHP when the need can’t be met in-state, such as a traveling member who needs a refill while away.5Cornell Law Institute. OAR 410-120-1260 – Provider Enrollment If you need a prescription filled during a trip, call your CCO or OHP Client Services to be pointed to a pharmacy that will bill OHP.

Travel Outside the United States

OHP excludes all health care received outside the U.S., including Canada and Mexico.1Oregon.gov. OHP Limitations There is no exception for emergencies abroad. If you’re planning international travel, you’ll need separate coverage.

If You’re Moving, Not Just Traveling

OHP covers Oregon residents. Move out of state and your benefits end.6Oregon.gov. Who to Call When You Need Care Away From Home

If you’re in a CCO, call your CCO first. They decide whether an out-of-state service qualifies and handle authorization. For members on the Open Card plan, OHP Client Services is at 800-273-0557, and a 24-hour nurse advice line for Open Card members is at 800-562-4620.10Oregon.gov.
