Oregon does not have an enhanced driver’s license. Only five states issue EDLs — Michigan, Minnesota, New York, Vermont, and Washington — and Oregon never signed the federal agreement needed to join them.1Department of Homeland Security. For driving into Canada or Mexico or taking a cruise that stops in a foreign port, you’ll need a U.S. passport card or passport book instead.
Why Oregon Doesn’t Offer an EDL
An enhanced driver’s license carries a radio frequency identification chip and proves both identity and U.S. citizenship at land and sea border crossings with Canada and Mexico. It works as a limited passport substitute for those specific crossings under the Western Hemisphere Travel Initiative. The closest functional equivalent available to Oregonians is a U.S. passport card, which fills roughly the same role at a comparable price.
What an Oregon REAL ID Does and Doesn’t Do
Oregon issues both standard and REAL ID-compliant driver’s licenses, permits, and identification cards.2Oregon Department of Transportation. REAL ID enforcement took effect on May 7, 2025. Anyone 18 or older now needs a REAL ID or another acceptable federal ID to clear TSA checkpoints and enter certain federal facilities.3Transportation Security Administration. What a REAL ID cannot do is cross an international border. It’s not a travel document. It won’t get you into Canada or Mexico by car, by boat, or on foot. Inside the United States it meets federal identity standards; outside them, it’s just an Oregon driver’s license.
Border-Crossing Options for Oregon Residents
Because Oregon doesn’t offer an EDL, land and sea travel to Canada or Mexico requires one of two federal documents.
A U.S. passport card works for land and sea border crossings with Canada, Mexico, Bermuda, and some Caribbean countries, and it also counts as acceptable ID at TSA checkpoints for domestic flights.4U.S. Department of State – Bureau of Consular Affairs. Passport Fees The card does not work for international air travel, so it’s best suited to drivers heading to British Columbia or cruisers with foreign port calls.
A U.S. passport book is valid for air, land, and sea travel worldwide. It costs more and takes longer to process, but it covers every scenario an EDL or passport card would, plus international flights.
The rule of thumb: if you only fly domestically, a REAL ID is enough. If you drive to Canada or take a cruise with a foreign stop, the passport card is the closest thing Oregon offers to what an EDL provides in Washington. If you’ll ever fly internationally, get the passport book.
How to Get an Oregon REAL ID
Oregon uses a simple document formula: one proof of identity, two proofs of address, and about three weeks for the card to arrive by mail.2Oregon Department of Transportation. REAL ID Information
Identity and Date of Birth
Bring one unexpired original from this list:
- U.S. passport or passport card
- U.S. birth certificate issued by a state or local government
- Certificate of Citizenship or Naturalization
- Consular Report of Birth Abroad
- Permanent Resident Card
- Employment Authorization Card
- Foreign passport with a valid U.S. visa and I-94 form
A brand-new passport may not verify immediately through the national system, so the DMV recommends bringing a backup identity document if yours was recently issued.6Oregon Department of Transportation. Proof of Identity
Social Security Number
The DMV must verify your Social Security number directly with the Social Security Administration before issuing a REAL ID.7Oregon Revised Statutes. If your current legal name doesn’t match the one on file with the SSA, update it there first.2Oregon Department of Transportation. REAL ID Information
Name Changes
If your current name differs from the one on your identity document, bring documentation for every change in the chain: marriage certificates, divorce decrees, or court orders. You need an unbroken paper trail from the name on your birth certificate or passport to the name you use now.
Proof of Oregon Residence
Two documents from two different sources, both showing your current physical address. P.O. boxes don’t count.8Oregon Driver & Motor Vehicle Services. Oregon REAL ID FAQs Utility bills, bank statements, mortgage papers, and vehicle titles all qualify. The addresses have to match.
Applying in Person
You must apply in person at an Oregon DMV office. The application is completed electronically at the counter now; no paper form to fill out ahead of time.9Oregon Department of Transportation. Federal rules prohibit holding a REAL ID from more than one state, so Oregon checks with other states during processing. If you recently moved, your prior state’s license will be terminated as part of the application.10eCFR. 6 CFR Part 37 – REAL ID Driver’s Licenses and Identification Cards
Fees
The REAL ID upgrade adds $30 on top of the standard license fee for every original, renewal, or replacement.11Oregon Department of Transportation. Driver Licensing and ID Card Fees For a standard Class C license:
- First-time REAL ID license: $94 ($64 base plus $30 REAL ID)
- Eight-year REAL ID renewal: $84 ($54 base plus $30 REAL ID)
- Limited-term REAL ID renewal: $40

The Temporary Paper ID Trap
At the end of your DMV visit, you’ll walk out with a temporary paper ID. The permanent card arrives by mail in about 20 days.8Oregon Driver & Motor Vehicle Services. Oregon REAL ID FAQs TSA will not accept the paper temporary for air travel. If you have a flight in the next three weeks, bring a passport or another federally accepted ID to the airport. Plan your application well ahead of any trip.
If You’re Flying Soon and Don’t Have a REAL ID
You’re not necessarily grounded, but you’ll pay extra and lose time. Starting February 1, 2026, TSA offers ConfirmID, a checkpoint identity verification service that costs $45 per use.13Transportation Security Administration. - U.S. passport or passport card
- Department of Defense ID for active duty, retirees, and dependents
- DHS trusted traveler card (Global Entry, NEXUS, or SENTRI)
- Tribal photo ID issued by a federally recognized tribal nation
Any of these works in place of a REAL ID at the checkpoint. For most Oregon residents who want a single card that handles both TSA and land-border crossings, the passport card is the practical answer to the missing EDL.
